3. PURPOSE

Housing Assistance Management Enterprise (“HAME”) invites qualified architectural and engineering firms to submit a Statement of Qualifications (“SOQ” or “Response”) to provide comprehensive design, planning, engineering, and consulting services for the Mansell Manor multifamily apartment project, Phase 2 of HAME’s broader Mansell Manor redevelopment.

Based on a preliminary massing study, the project is currently envisioned to include approximately one hundred fifty (150) to two hundred fifty (250) multifamily housing units, with surface parking located below a podium structure and the building arranged generally along the length of the property. The final unit count, design approach, parking configuration, and site layout will be refined through the design and entitlement process.

The selected firm will also assist HAME in planning for the project’s relationship to, and integration with, a separate homeownership project (Phase 1) planned immediately east of the Mansell Manor multifamily apartment site. HAME intends for the selected firm to help evaluate site planning, circulation, access, utility coordination, design compatibility, and other planning considerations necessary to support a cohesive overall development.

4. BACKGROUND

HAME, together with its parent organization, the Housing Authority of Salt Lake City (HASLC), is one of Utah’s largest providers of affordable housing. With over 30 years of experience, they own and operate 35+ affordable housing properties in Salt Lake City and have been active in affordable and market-rate multifamily housing and supportive service programs.

This project will be constructed near the site of HASLC’s current administrative offices at 1776 S.

West Temple in Salt Lake City. The administrative offices will be demolished, and the entire site will be redeveloped as part of a broader redevelopment initiative. This project represents the second phase of the larger Mansell Manor Development.

The design and development of these units will be guided by the following key principles:

• Advancing housing options consistent with Salt Lake City goals

• Promoting sustainable development

• Encouraging community and public engagement

• Maximizing the site’s development potential

This project may be funded in whole or in part by the U.S. Department of Housing and Urban Development (HUD) and will be subject to applicable federal procurement requirements.

5. SCOPE OF SERVICE

The firm selected for this project will provide a range of architectural/engineering services, as outlined in industry standard A/E contracts, including but not limited to:

a. Feasibility Studies and Site Assessments:

Conduct comprehensive feasibility studies for the project, analyzing factors such as site conditions, zoning regulations, and project viability.

Provide recommendations on project feasibility, potential challenges, and opportunities.

b. Conceptual Design and Schematic Drawings:

Develop conceptual designs and schematic drawings for proposed projects.

Collaborate with HAME to ensure designs align with the organization’s goals and objectives.

Prepare preliminary site plans, floor plans, elevations, and renderings.

Procurement and Contracts Page 4 of 17

c. Design Development and Construction Documents:

Progress the approved schematic designs into detailed design development and construction documents.

Prepare comprehensive architectural drawings, specifications, and other necessary documentation for bidding and construction.

Ensure that all designs comply with local building codes, accessibility standards, and sustainability guidelines.

d. Cost Estimation and Budgeting:

Collaborate with cost estimators to provide accurate budget estimates for construction, materials, and architectural services.

Continuously update and refine cost estimates as the design progresses.

Assist HAME in maintaining budget adherence throughout the project.

e. Permitting and Regulatory Compliance:

Facilitate the permitting process by preparing and submitting applications to relevant regulatory authorities.

Coordinate with agencies to secure all necessary approvals and permits.

Ensure compliance with local, state, and federal building codes and regulations.

f. Bidding and Proposer Selection Support:

Assist HAME in the preparation of bid documents, including bid packages, instructions to bidders, and contract documents.

Provide guidance in the selection of contractors, including review of bids and qualifications.

Collaborate with the selected proposer during the pre-construction phase.

g. Construction Administration and Quality Control:

Conduct regular site visits and inspections to ensure that construction is proceeding according to plans and specifications.

Review and respond to Requests for Information (RFIs) and change orders.

Verify that construction work meets quality and safety standards.

h. Post-Construction Evaluation and Documentation:

Assist in the evaluation of completed projects to ensure they meet design and performance expectations.

Prepare post-construction documentation, including as-built drawings and project closeout reports.

Address any warranty or maintenance issues that may arise after project completion.

The selected firm should be prepared to address residential, community-serving, parking, circulation, open-space, and related site-planning components necessary to support a cohesive multifamily development.

6. QUALIFICATIONS

Interested firms should possess the following qualifications:

a. Professional experience with urban infill; multi-family housing; mixed-use; community driven;

innovative technology utilization; and mixed-income projects

b. Knowledge and expertise within its team

c. Experience on similar projects

d. Demonstrable team capability to meet stated goals (housing options to reflect stated city needs, community engagement/public interface, maximizing development potential, sustainable development, equity and inclusion, public art and access, and sensitivity to history and neighborhood context).

7. SUBMISSION REQUIREMENTS

a. Cover Letter: A brief introduction to the firm and a statement of its interest in providing architectural/engineering qualifications to HAME.

b. Qualifications: A summary of the firm's and proposed major consultants’ qualifications, including relevant experience and expertise in the project types and attributes needed, as indicated above.

c. Project Experience: A list of past projects similar in nature and scope to those anticipated under this RFQ (multi-family housing, community planning, urban center activation, retail/commercial, etc.), including project descriptions, budgets, and client references.

d. Approach and Methodology: An outline of the firm's approach to delivering the services, including an overview of its project management process, quality control measures, and any innovative design approaches it may employ.

e. Team Composition: A description of the key team members who will be involved in delivering architectural services, including their qualifications and roles.

f. Pricing: A fee schedule that outlines the firm’s and its major consultants’ rates for architectural services, including any standard hourly rates, overhead costs, and reimbursable expenses – and a preliminary not-to-exceed range of total fees estimate (non-binding).

g. Insurance: Confirmation of the firm's insurance coverage, including professional liability insurance and workers' compensation.

h. References: Contact information for at least three client references who can speak about the firm's performance on similar projects.

8. RESPONSE EVALUATION CRITERIA AND SCORING

A committee will evaluate the responses against the following weighted criteria. Each area of the evaluation criteria must be addressed in the response with a total of one hundred (100) total points possible and an additional two points (2%) per the preferences section below.

a. Completeness of RFQ Response Materials (0-5 points) Forms attached to this RFQ must be completed and included in each Respondent’s response.

Failure to submit mandatory forms may result in the rejection of the response.

b. Team Qualifications and Experience (0-25 points) HAME will assess the overall qualifications and experience of the architectural firm, including the number of years in operation, size, and capacity to manage projects of this scale. Experience is particularly important in multi-family housing, community planning, urban center activation, and retail/commercial components. Evaluation will consider the firm's reputation, past performance, and its ability to meet the specific needs as described. HAME will review the composition of the project team, including key personnel and their qualifications. The qualifications of architects, project managers, engineers, designers, and other team members will be assessed in terms of their expertise and relevant experience.

c. Initial Approach and Methodology (0-20 points) Responses will be evaluated based on the clarity and effectiveness of the firm's approach to delivering the services needed. HAME will consider the proposed methodologies for design, project management, quality control, and problem-solving. HAME will look for innovative and creative approaches that align with the project's goals. Innovative design solutions, sustainable practices, community benefit approaches, and adaptable designs will be given special consideration.

Procurement and Contracts Page 6 of 17

d. Past Performance and References (0-20 points) HAME will look for a demonstrated record of successfully completed projects relevant to the housing and community development sector. Emphasis may be placed on experience with multi-family market and affordable housing projects, public/private projects, and projects that align with HAME's goals and values and are completed with community and stakeholder input on a timely and cost-effective basis.

e. Preliminary Fee Range (0-30 points) Because the final scope is not yet defined, the qualifications should at least include an understanding of the reasonable fees needed and associated with this type of project. A range will suffice at this stage and, of course, will be negotiable if ultimately selected.

f. Disadvantaged Business Entity Preference (2-percent bonus) In addition to the 100 points available under the scoring criteria above, HAME may award up to a two percent (2%) bonus to a firm that qualifies as a disadvantaged business entity or demonstrates meaningful participation by minority-owned, woman-owned, disadvantaged, or similar certified firms.

9. EVALUATION PROCESS

a. HAME will open qualifications submitted by the deadline, confirm the basic requirements are met, and distribute core packages to evaluation team members.

b. Each evaluator preliminarily scores each criterion. The Procurement and Contracts Manager will score mandatory items.

c. The evaluation team may meet to discuss their preliminary evaluations and attempt to reach a consensus, ensure scoring weights are balanced, and consider members' opinions before each evaluation is formally completed, scored, and recorded.

d. Questions for clarifications from submitters may then be solicited if relatively minor in nature.

e. The firms/teams will then be ranked as “most qualified” based on the sum total of scores for each firm from evaluators.

f. The top-ranked firm (or two firms) will then be invited to further refine the scope and terms. If agreement cannot be reached, the next-ranked firm will be contacted, continuing in order of ranking until an agreement is reached or HAME determines not to make an award.

g. Any protest shall be handled in accordance with the applicable HUD documents and HAME’s adopted Procurement Policy.

10. PROPRIETARY INFORMATION

The response of each firm will become public information. Proprietary information can be protected under limited circumstances, such as client lists and non-public financial statements. Pricing and service elements are not considered proprietary. An entire response may not be marked as proprietary.

Respondents must clearly identify proprietary information they request to be protected in the Executive Summary of their response and in the body of their response.

11. ANTI-HARASSMENT/DISCRIMINATION

HAME does not tolerate any form of harassment of its employees or residents. Harassment is defined as any unwelcome verbal, non-verbal, or physical conduct based on race, color, religion, sex (including pregnancy and gender identity), national origin, age (40 or older), disability (mental or physical), genetic information, sexual orientation, or familial status. If harassment is reported and confirmed, it may be grounds for immediate termination of a contract.

Procurement and Contracts Page 7 of 17

The selected Respondent is expected to comply with Section 3. 24 CFR Part 75 https://www.hud.gov/section3
