Summary
This is a Request for Proposal (RFP) issued by the South Sanpete School District (SSSD) for Construction Management and General Contractor (CM/GC) services for two new Applied Professional Education Experience (APEX) Centers. The projects involve building approximately 9,500 square foot facilities at both Manti High School (100 W 500 N, Manti, UT 84642) and Gunnison Valley High School (35 East 600 South, Gunnison, UT 84634), each featuring flexible classrooms, storage rooms, bathrooms, landscaping modifications, and accessibility improvements. The CM/GC services are required for preconstruction and construction phases, with both projects scheduled for completion by April 2028. Proposals must be submitted by 2:00 p.m. on Wednesday, September 2, 2026, to Jake Hill, Business Administrator, at jake.hill@ssanpete.org or the SSSD office at 39 South Main Street, Manti, Utah 84642. Questions regarding the RFP are due by August 27, 2026, at 2:00 p.m., with responses posted on the Bonfire system. The selected contractor must be a Utah-licensed General Contractor, with SSSD entering into separate agreements for each individual project.
The Fixed Limit of Construction Cost (FLCC) is $10 million combined for both projects. The cost proposal will be evaluated using a formula where the lowest bidder receives 100% of price points, with other proposals receiving proportional points based on their percentage variance from the lowest price. Contractors must submit fees for preconstruction services, construction management, performance and payment bonds (100% of contract sum), construction supervision costs (monthly), contractor change order markup, and self-performed work markup. The Guaranteed Maximum Price (GMP) will be established upon completion of contract documents and receipt of subcontractor bids and must include all fees, general conditions costs, and required work. Evaluation criteria weights are: Project Team (30%), Experience (25%), Management Plan (30%), and Fee Structure (15%). The contract will be based on AIA Document A133, and performance and payment bonds will be required simultaneously with GMP execution. The selected firm must comply with Utah Procurement Code 63G-6a, R33 Administrative Rules, Utah Code 53A-20, and state and local licensing requirements for all work performed.

Right to Reject Proposals and Waive Technicalities
South Sanpete School District reserves the right to reject any or all proposals or waive any formality or technicality in any proposal in the interest of SSSD.
Award of Agreement
Upon evaluation of the interested CM/GC firms, the selection committee will recommend to SSSD the Highest Scoring CM/GC firm as outlined in this RFP. Upon the selection committee’s recommendation, SSSD intends to enter into an agreement with the recommended CM/GC firm for the APEX building projects.
Agreement and Bond
For each project, the selected firm, simultaneously with the execution of the Guaranteed Maximum Price (GMP), shall be required to furnish a performance bond and a payment bond, both bearing original signatures. The performance and payment bonds shall be for an amount equal to one hundred percent (100%) of the contract sum and secured from a company that meets the requirements specified by SSSD’s procurement policies. Actual costs for self-performed work will be subject to audit. No billing rates will be allowed. The firm must bid its self-performed work. The Contractor’s bid will then be evaluated by SSSD and Design Consultant and must be determined to be the best value bid for the work to be awarded to the Contractor. The cost of any work that is self- performed will be part of the established GMP. Sealed bids for self-performed work shall be submitted to SSSD’s Business Administrator, three (3) hours prior to the bid close time.
Guaranteed Maximum Price (GMP)
For each project, the Guaranteed Maximum Price is the final price that the CM/GC firm agrees to accept, in full performance of the Construction Manager/General Contractor Agreement (CM/GC Agreement) and is based on the final contract drawings and specifications. The GMP shall include all fees and percentages, as well as the costs for General Conditions and all work as required in the Contract Documents.

The sum or total of all the GMP’s for these phases of the Work, shall be the final GMP. In addition to the Preconstruction Fee, all other GMP’s for the phases of the work shall become part of the CM/GC Agreement by contract modification. The final GMP is normally determined at the completion of the contract documents and receipt of subcontractor’s bids. However, a GMP may be negotiated at an earlier point as may be needed by SSSD.
Licensure
The Contractor shall comply with and require all of its subcontractors to comply with the license laws as required by the State of Utah.
Financial Responsibility of Contractors, Subcontractors and Sub-subcontractors
Contractors shall respond promptly to any inquiry in writing by SSSD to any concern of financial responsibility of the contractor, subcontractor, or sub-subcontractor.

COST PROPOSALS
Pursuant to Utah Code Annotated (UCA) § 63G-6a-707(7), the cost proposal will be evaluated independently from the technical proposal; and as such, must be submitted separately from the technical proposal.
The Cost Proposal shall include the proposed cost of all items required for the project. If the contractor observes that portions of the Contract Documents are at variance with applicable law, building codes, rules, regulations, or contain obvious, erroneous, or uncoordinated information, the Contractor shall promptly notify SSSD Building Official and Architect, and the necessary changes shall be accomplished by Addendum.
Cost Proposals, bearing original signatures, must be typed or handwritten in ink and submitted to the selection committee by email or in a sealed envelope as described previously in this document.
SSSD will use the following cost formula: The points assigned to each offerors cost proposal will be based on the lowest proposal price. The offeror with the lowest Proposed Price will receive 100 % of the price points. All other offerors will receive a portion of the total cost points based on what percentage higher their Proposed Price is than the lowest Proposed Price. The formula to compute the points is: Cost Points x (Lowest Proposed Price/Proposed Price).
All contractors shall furnish the following fees and markups as part of the Cost Proposal:
Preconstruction Fees: This lump sum fee consists of all costs for the CM/GC to provide the required services of the Preconstruction Phase. No other reimbursable costs will be allowed or considered in addition to this fee.
Construction Management Fee: This lump sum fee shall consist of and include overhead (e.g., home office), profit, and home office personnel who will be managing the project during bidding, construction, and closeout, including the warranty period. This fee does not include General Conditions.
Cost of Bonds: This is the cost of payment and performance bonds based on the FLCC amount.
Construction Supervision Cost: This is a per month cost to the project from notice to proceed to final completion for the CM/GC’s on-site management/supervision team (e.g., project manager, superintendent, etc.).
Contractor Change Order Markup: This is the fixed percentage markup that the Contractor may apply to a Change Order for scope increase to the CM/GC Agreement.
Self-Performed Work Markup: This is a fixed percentage markup that will be applied to the cost for the CM/GC’s actual labor plus burden cost, material costs, and CM/GC costs for self-performed work.
NOTE: SSSD considers the Cost Proposal confidential and proprietary and will not share submitted Cost Proposals, or any information contained there-in, with any other entity. Upon written request, SSSD will provide a summary of the Selection Committee’s ranking of the Cost Proposals, to the CM/GC firms who were invited to submit Cost Proposals for the project(s) identified in this RFP.
