About this file

This document is a question and answer (Q&A) document related to a Request for Proposal (RFP) issued by the State of Nevada Purchasing Division on behalf of the Governor's Office of the Chief Information Officer (OCIO) for a 4-year contract to perform installation and maintenance work on the Nevada Camera/Card Access System (NCAS) in State-owned and State-occupied buildings. The RFP covers the Reno/Carson Metro, Las Vegas Metro, and Rural regions of Nevada. The Q&A addresses vendor questions about cost proposal pricing, maintaining pricing through the contract term, inventory requirements, and the alignment of regions with the State's prevailing wage regions.

The RFP requires vendors to propose pricing for the full 4-year contract term, without the ability to negotiate rate increases during the contract. Vendors must maintain adequate inventories of specified security system components per region. The OCIO has agreed to align the security system regions with the State's prevailing wage regions to address differences in northern and southern Nevada wage rates.

1 JBUSHEY@RFI.COM Cost Proposal Pricing

This RFP is for a 4 year contract. Do we have the ability to negotiate during the course of the contract for a rate increase (at year 2 for example). Or, are we to assume the cost proposal rate we propose now is what we will need to stick with through the duration of the entire contract?

Another way to put it would be does our rate need to include possible cost of living and inflation increased over the next 4 years?

RFP terms and conditions limit vendors to maintaining pricing for the full term of the contract.

2 JBUSHEY@RFI.COM Cost Proposal Pricing

To add some more context to my previous Question #1, State prevailing wage has a history of jumping in price most years (especially in Southern Nevada). Is there any recourse to raise our prices during the course of the contract, or are we to try and guess what the costs will be in 4 years and cover it?

Vendor must propose to and consider pricing for the full term of the contract. Contracts do not contain the opportunity negotiate during the term of the contract.

3 JBUSHEY@RFI.COM Inventory on Hand

Scope of Work paragraph 3 section (B)5 states that we are to carry adequate hardware inventory to replace, repair, and/or maintain each system at the time of dispatch. This is vague given the complexity and size of the NCAS system. Is there a list of parts and quantities that that can be published of what we should have on hand?

Must keep on hand the following per region at a minimal:

1 - Software House GSTAR004 1 - Software House GSTAR-GCM 1 - Software House GSTAR-ACM 1 - Software House PSX-WPUM16E8SN (Power Supply and Net Card) 5 - Wavelynx WVL-ET20-7WS Readers 1 - Wavelynx WVL-ET10-7WS Reader

4 JBUSHEY@RFI.COM Regions

The regions for the security scope going out to bid are Reno/Carson Metro, Las Vegas Metro, and Rural. The State of Nevada Prevailing Wage Rates are split into four (4) regions; Washoe, Clark, Northern Rural and Southern Rural. Due to the differences between northern and Southern Nevada prevailing wage rates, would it make more sense to match the regions set forth by the Office of the Labor Commissioner? For Example the security RFP Region "Rural" fits into both Northern Nevada Rural and Southern Nevada Rural prevailing wage witch has a large variance in wages.

The OCIO agrees with this change to regions.
