The scope of work includes, but is not limited to, modifications to existing and provision of new electrical, telecommunications, water, compressed air and sewer shore-tie services and provisions of new bollards and fendering based on the vessel berthing plan shown on the RFP drawings. Do the work according to this specification and as shown on the Government-approved, Contractor-originated drawings.

1.2 CONTRACTING OFFICER'S REPRESENTATIVE/GOVERNMENT CONTRACTED INSPECTOR

The term "COR" is an abbreviation for "Contracting Officer's Representative." The term “GCI” is an abbreviation for “Government Contracted Inspector.”

1.3 NEW UTILITY SERVICES

Make all arrangements with the local utility providers and pay all fees, charges, and costs of any nature associated with establishing and installing new temporary (during construction) and subsequent permanent utility services required to ensure permanent and uninterrupted utility service at project completion. All utilities on BSU Miami are owned and managed by the Government, except electrical lines. The contract documents may provide a conceptual plan for utility layouts. These plans shall be confirmed by the contractor during the bidding stage with the local utility provider to determine the exact materials, equipment placement, and other features that may be required by the specific utility provider. The term utility service includes, but is not limited to, meters, mains, service lines, high voltage feeders, transformers, force mains, lift stations, etc. The contractor is responsible for coordinating the work with the utility provider to insure the utility connection to the site is completed and that there is no delay in the prosecution of the work or completion of the project. Utility services include electricity, water, sewer, and telephone. The local utility providers are as follows:

Company/Govt Office Service Telephone Number

1.5 DRAWINGS FURNISHED

One compact disc (CD) of the plans and specifications will be furnished to the Contractor without charge.

1.6 WORK SEQUENCE

The existing facility and waterfront will be in operation during construction.

Work in the waterfront areas shall be sequenced in order to minimize the impact on present BSU Miami vessel mooring capabilities (shore tie services) and to provide new shore tie services to moor both existing vessels and the new FRC vessels, which will be arriving at BSU Miami on a sequenced delivery schedule beginning in January 2011. The following work sequence for completing the waterfront work in phases corresponding to specific sections of the waterfront is based on limiting the extent of construction work on the waterfront at any one time so that vessels can be moored and operations can be conducted in the sections that are not under construction. Work on the waterfront shall begin at the south end (new berths 10/11) and proceed sequentially to the north end (on the west side). Once work in the one phase is successfully completed and the work is accepted by the Government, the Government will take “use and possession” (FAR Clause 52.236-11: Use and Possession Prior to Completion) of that phase and the Contractor shall begin work in the next phase and work shall continue sequentially along the waterfront in that manner until completion. The Coast Guard requires one full work day notice to relocate vessels and operations after one phase is completed before work can begin in the next phase.

The contractor may perform work outside the immediate waterfront areas at any time, if the work has no impact on BSU Miami waterfront operations or on overall BSU Miami base operations. Work that has no impact on the waterfront operations, but does impact on BSU Miami base operations including parking availability, road access, etc (e.g. for the installation of new underground ductbank or other utility lines), shall be done so as to minimize the impact on BSU Miami operations by a combination of sequencing the work to limit the extent of the area affected at any one time, working outside of normal BSU Miami working hours, temporarily restoring work areas for use during normal working hours, etc.

A work plan detailing the areas of construction, periods of construction and measures to minimize

SECTION 01110 Page 2 impact on BSU Miami operations shall be submitted to and approved by the Contracting Officer before excavation for utility lines will be permitted. Access to all buildings shall be maintained at all times during construction. See Section 01500, Temporary Facilities, paragraph 1.2.1 for additional details.

In addition, there may be periods when unforeseen BSU Miami operations will require the contractor to cease work in a specific area for some duration. These events will be addressed if and when they occur.

1.6.1 Sequence of Work. The following phasing plan for sequencing work in the waterfront areas is based on the new vessel berths as shown on the RFP drawings. Work at new berth 12 (old berth SP-

9) is not phase dependent, but shall be done so as to minimize duration of outages to the existing shore tie service or coordinated with vessel operations so that the work is done when the shore tie will not be in use.

Phase IA: Berths 9-11: Work shall be completed by December 17, 2010.

Phase IB: Berths 7 & 8: The existing 400 ampere shore tie outlet at “old berthing location ST-7” shall remain in service until completion of Phase III work unless the COR indicates that it may be removed prior to that time. Work shall be completed by January 10, 2011.

Phase IIA: Berths 5 & 6: Work shall be completed by February 25, 2011.

Phase IIB: Berths 3 & 4: Work shall be completed by April 08, 2011.

Phase III: Berths 1 & 2: Work shall be completed by May 13, 2011.

The contractor shall demolish (remove) existing shore tie services that will not be reused as part of the work under each Phase, unless specified otherwise, or where demolition would impact on shore tie services in other phases. The remaining portion of the 4.16 KV electrical distribution system, step down transformers, and distribution equipment shall not be removed until after the new 13.2 KV transformers and new electrical shore tie services are fully operational, and accepted by the Government and the existing equipment is not required.

1.7 GOVERNMENT-FURNISHED ITEMS

1.9 UTILITY OUTAGES

Utility outages should be limited; coordinate with FPL for any outages required for connection of the new 13.2 KV transformers to their distribution system. Before interrupting or shutting down any utility, make a request for the interruption to the Contracting Officer at least 2 working days before the anticipated interruption. Identify the utility, reason, proposed time, and duration of the requested power interruption. Do not interrupt utilities until authorized by the Contracting Officer.

1.10 UNDERGROUND UTILITIES

The underground utility locations shown on the drawings are not exact. “Miss Utility” locator services are not available at Base Support Unit Miami. Use a private utility locator service, at contractor expense, to locate underground utilities. Notify the GCI and the Facilities Engineer’s representative at least 48 hours before excavating. Mark the excavation route and intersecting utilities. The GCI or the

SECTION 01110 Page 3 locator service sub-contractor will review the contractor's layout and notify the contractor if any known utilities have been left unmarked. Should excavation cross an existing utility line, use hand tools to excavate for a distance of 5 feet on each side of the intersection location shown on the drawings.

Once exposed, protect underground utilities from damage.

a. Make utility cut-over and interruptions after the normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required in contract clause H.3 "Work Outside Regular Work Hours.

b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.

c. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, and fire alarm shall be considered utility cut-overs. All outages shall be restored prior to the start of normal working hours on the next work day as defined in contract clause H.3 "Work Outside Regular Work Hours." This time limit includes time for deactivation and reactivation.

d. Operation of BSU Utilities: The Contractor shall not operate nor disturb the setting of control devices in the station utilities system, including water, sewer, and electrical services. The Government will operate the control devices as required for the normal conduct of the work.

The Contractor shall notify the Contracting Officer giving reasonable advance notice when such operation is required.

1.11 CONTRACTOR USE OF PREMISES/SECURITY

The Contractor will be working on a Coast Guard operational military installation. Become familiar with and obey station fire, traffic, and security regulations. Personnel shall not stray from the immediate area of work or direct avenues of ingress and egress unless authorized in advance by the Contracting Officer's Technical Representative. The contractor shall submit a list of all personnel who will be working on site for security reasons. The list shall include the following minimum items: Name of employee, current address, social security number, date of birth and gender. The list shall be submitted to the COTR, a minimum of two weeks prior to starting work. The Contractor may submit a revised list at any time during the project.
