About this file
This is a technical specification document for a re-roofing project at Pelican Bay State Prison in Crescent City, California, issued by the California Department of Corrections and Rehabilitation (CDCR) Facility Planning, Construction and Management Division. The project involves re-roofing 180 housing units at Facilities A & B, including installation of PVC roofing membrane, insulation, flashing, and related components. The specifications detail requirements for environmental protection, submittals, waste management, demolition, metal fabrication, expansion control, rough carpentry, firestopping, and painting. Key technical requirements include installation of extruded polystyrene board insulation with R-30 value, PVC membrane roofing with minimum 0.080 inch thickness, and new equipment curbs.
The document outlines detailed material and installation specifications but does not include pricing terms, set-asides, or funding information. Technical requirements emphasize weather-tight installation, proper drainage with minimum 1/4" per foot slope, and specific VOC limits for adhesives and sealants. Quality control measures include manufacturer field inspections, water testing, and a 30-year warranty requirement for the roofing system. The specifications require contractors to maintain strict environmental controls during construction and implement comprehensive waste management procedures targeting 75% waste diversion.
