About this file

This document is an amendment to Solicitation No. 06014 for Customer Survey Services issued by the State of Washington's Department of Enterprise Services. The purpose of this amendment is to change the minimum qualifications to allow contractors who specialize in specific survey methods to qualify for the pre-qualified pool. The amended minimum qualification now requires contractors to have the ability to administer at least one of the following survey methods: telephone, mail, internet, and in-person. The original solicitation was posted in January 2016, with an estimated annual usage of $200,000, but no sales have been reported since the award in March 2016. This open enrollment is intended to expand the pre-qualified pool, as DES has been contacted by several contractors interested in participating in this contract.

The contract will require the successful vendor to conduct customer surveys using various methods, analyze the data collected, and provide reports and presentations to the purchaser. The contract also includes requirements for developing survey instruments, conducting pre-tests, and providing disaster recovery plans. The contract will be awarded to a pre-qualified pool of contractors, and there is no conflict of interest allowed, as the vendor must remain impartial and professional in conducting the surveys.
