About this file
This document is an Addendum No. 1 issued by the City of DeBary, Florida for Holiday Light Display Services (Solicitation 06-25), dated June 17, 2025. The addendum addresses questions and provides clarifications for a holiday lighting project along Highway 17/92 between Dirksen Drive and Saxon Boulevard. The project involves decorating light poles, with the contractor responsible for installing holiday decorations on every fourth pole, avoiding poles with existing banners. The total area includes 261 poles (135 southbound on the west side and 125 northbound on the east side), with potential decoration placement on large green traffic light poles at main intersections. The city will provide electricity for a 20-26 foot Christmas tree and requires the contractor to submit catalogs showing various decoration options and tree types.
The addendum clarifies that the contractor must provide all necessary brackets for decoration installation, with the possibility of leaving brackets in place for the duration of the contract pending city approval. No preexisting brackets are available on the light poles. The city requests inclusion of all available 26-foot tree types in the submitted catalogs and emphasizes that the contractor should not move or remove existing city banners. An acknowledgment form is included for the vendor/contractor to sign and return with their solicitation submittal, indicating understanding and acceptance of the addendum's modifications and clarifications.

ADDENDUM NO. 1
June 17, 2025
06-25 - Holiday Light Display Services
The original Request for Proposal (RFP) documents shall remain in full force and effect, except as modified herein, which shall take precedence over any contrary provisions in the prior documents.
This addendum is being issued to address questions received, make revisions to the original solicitation document, and release attachments.
The following are questions and answers regarding the above-mentioned solicitation:
1. Question: Will the city be responsible for having electricity available for the 20-26 ft tall christmas tree?
Answer: Yes, the City of DeBary will have power available for the Christmas Tree.
2. Question: Will the contractor need to reinstall the banners when we are done with Christmas pole decor removal.?
We are processing this like this. 1 removal of existing banners. 2 installation of Christmas decor pole mounts. 3 removal of Christmas decor pole mounts. 4. installation of existing pole banners. Is this correct?
Answer: The Contractor will NOT move or remove City banners. If a 4th pole has a banner, the Contractor should skip it and put the decoration on the pole before or after it.
3. Question: Could you point out in a map, the areas where the poles are between Saxon Blvd and Dirksen Dr.
Answer: Holiday Light Poles Location Map posted online. The poles are the entire way on both sides of 17/92 from Dirksen to Saxon, 261 poles total.
4. Question: What type of 26 foot are you looking for? Do you want a panel tree or a barrel tree?
Answer: The City of DeBary requests the inclusion of all available 26-foot tree types and selection options in the catalogs you submit. The catalogs will provide all types of pole monted decoration choices as well.
5. Question: Are there preexisting brackets on the light poles or do we need to install brackets with the silhouettes?
Answer: There are NO preexisting brackets. The Contractor will have to provide what is needed to install the decorations. Once the City of DeBary secures a vendor, the City may give the Contractor permission to leave the brackets for the duration of their contract.
The following is clarification to the above-mentioned solicitation:
The area is 17/92 from Dirksen to Saxon. There are 135 poles Southbound from Saxon to Dirksen (west side).
There are 125 poles Northbound from Dirksen to Saxon (east side). The Contractor is decorating every 4th pole. If there is a banner pole, the Contractor should skip it and put the decoration on the pole before or after it.
This includes the main intersections, which are Dirksen, Highbanks, Plantation and Saxon. These intersections may have the decorations attached to the large green traffic light poles.
The following are the attachments released regarding the above-mentioned solicitation:
