About this file
This is an Invitation to Bid (ITB) issued by the State of Oregon, acting through the Oregon Department of Fish and Wildlife (ODFW) in collaboration with the United States Forest Service for road drainage improvement work in the Umpqua National Forest. The project involves improving road drainage along USFS Road 1610-500, specifically targeting road segments at mile posts 2.46, 4.64, 4.66, 4.95, and 5.26 to minimize sediment loading into Section Creek and reduce road failure risks during extreme weather events. The work includes removing and replacing corrugated metal pipes, constructing drain dips, placing riprap, and restoring stream channels. The mandatory pre-bid conference is scheduled for July 22, 2025, at 10:30 AM at the Tiller Ranger Station, with bids due on July 31, 2025, at 2:00 PM. The project is anticipated to start in early July 2025 and be completed by September 15, 2025, with the possibility of contract amendments to extend the timeline.
The contract will be awarded to the lowest responsible bidder, with a maximum not-to-exceed compensation to be determined through the bidding process. All work is subject to prevailing wage and Davis Bacon rates, and contractors must comply with industrial fire protection levels and project specifications. The project requires specific environmental considerations, including conserving and reusing road surfacing materials, managing excavation, and implementing erosion control measures. Rock will be sourced from designated quarries, and all disturbed areas must be covered with slash or approved soil covering. Bidders must provide references, complete various forms including a Bid Cover Sheet, Reference Check Form, and Disadvantaged Business Outreach Plan, and demonstrate compliance with state and federal regulations regarding taxes, equal opportunity, and contractor responsibilities.
