About this file

This document contains excerpts from Department of the Air Force (DAF) contract clauses and requirements applicable to federal contract solicitations.

DAF Part 1 establishes an ombudsman process for addressing concerns from offerors and potential offerors. Ms. Amy York, located at AFRC/PKO, Robins AFB, Georgia, serves as the primary ombudsman and can be reached at 478-327-1615 or amy.york.1@us.af.mil. Interested parties must first address concerns to the contracting officer before consulting the ombudsman. Concerns unresolved at the local level may be escalated to the Department of the Air Force ombudsman at SAF/AQC. The ombudsman maintains confidentiality of concern sources, does not participate in proposal evaluation or source selection, and cannot render binding decisions. Inquiries regarding solicitation copies, offer due dates, or technical requirements must be directed to the contracting officer, not the ombudsman.

DAF Part 23 prohibits contractors from providing services or products that require Class I ozone-depleting substances (ODS) in testing, operation, or maintenance, or from establishing specifications that can only be met using Class I ODS. Prohibited substances include specific halons (1011, 1202, 1211, 1301, 2402), chlorofluorocarbons (CFC-11 through CFC-217 and blends R-500, R-501, R-502, R-503), carbon tetrachloride, methyl chloroform, and methyl bromide. DAF Part 42 requires contractors to obtain base identification and vehicle passes for personnel requiring frequent installation access, submit written requests listing employee names and access dates to the contracting officer, maintain current credentials during contract performance, comply with personnel security requirements for unescorted access to controlled areas, return all passes upon contract completion, and provide after-hours contact information for emergency notifications, with non-compliance potentially resulting in withholding of final payment.

DAF Part 1

Ombudsman

1. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

2. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

3. If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Ms. Amy York, AFRC/PKO, 555 Robins Parkway, Suite 263, Robins AFB, 31098; Comm: 478-327-1615; Email: amy.york.1@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.

4. The ombudsman has no authority to render a decision that binds the agency.

5. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
