About this file
This is Addendum No. 1 to ITN 2324-01 issued by the Florida Department of Financial Services (DFS) for Treasury Concentration Account Financial Services. The addendum includes answers to 180 questions submitted by potential respondents and several modifications to the original ITN. Key timeline changes include extending the response deadline from March 12, 2025 to March 19, 2025, with a public opening at 3:30 PM on the same day. The anticipated contract start date remains March 22, 2026. The document provides extensive details about current operations, including that there are approximately 600 agency accounts, 569 subaccounts at calculation time (538 as of February 2025), and clarifies requirements around lockbox services, armored courier services, and online banking capabilities.
The addendum provides important clarifications regarding banking services volumes and specifications, including that the average count of cash vault deposits is 600 per month with an average dollar amount of $1,248,717.83 per month. The current ECR is the ninety-day Treasury bill plus 8.5 basis points on excess collected balances with a floor of 40 basis points. Key modifications include revisions to contract amendment procedures, remedies section updates correcting a liquidated damages amount from "$1,00,000.00" to "$1,000,000.00", and the addition of new requirements for agency participation agreements. The document also clarifies that compensating balances are used to offset fees rather than earn hard dollar interest.
