About this file

This document is a Scope of Work issued by the Nevada State Purchasing Division for mail-in ballot printing, packaging, addressing, and mailing services for the State of Nevada's 17 counties. The project requires a vendor to print and mail ballots for approximately 2.1 million registered voters, including outgoing and return envelopes, secrecy sleeves, voter instructions, and "I Voted" stickers. The vendor must support USPS Intelligent Mail Barcodes, provide end-to-end mail ballot tracking, print ballots by party and precinct, and handle ballot on-demand printing services. The scope covers requirements for Presidential Preference Primary and Primary elections, with the ability to print ballots in multiple languages and accommodate unique county specifications.

The contract requires the selected vendor to provide comprehensive election material production with strict quality control measures, including maintaining a humidity and temperature-controlled environment, securing all materials, and providing detailed inventory reports. Pricing will be determined through a competitive bidding process, with vendors required to submit five physical work samples demonstrating their capabilities. The contract is non-exclusive, allowing the state to enter similar agreements with other vendors. Critical requirements include being a qualified printer for Dominion ImageCast and ES&S Electionware ballots, adhering to USPS address standardization requirements, and ensuring all ballots are initially mailed from a USPS facility within Nevada. The vendor must also provide customer service support for all 17 counties and maintain the flexibility to accommodate potential changes in county participation.
