About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for GPO Solicitation No. 040ADV-25-R-0010, issued on 03/21/2025. The amendment provides responses to an envelope specification question and updates multiple sections of the original Request for Proposals (RFP) for Envelopes for Federal Smart Card Credentials.
Key changes include specifying envelope dimensions for single and double window envelopes (flap and throat sizes), and revising language in the Cover Letter, Section L (Instructions), and Section M (Evaluation Factors) to clarify the government's intent to evaluate offers and award a contract without discussions, while reserving the right to conduct exchanges if necessary. The solicitation remains a Firm-Fixed-Price contract for purchasing various sized envelopes for secure federal credential issuance, with award to be determined using the lowest price technically acceptable source selection process.
