About this file

This is a performance requirements exhibit (Exhibit B) from the Washington State Department of Enterprise Services for Digital Storage Media and Document Destruction Services (Solicitation 03124). The document outlines three key non-cost scored factors that bidders must address: Key Personnel Experience, Bidder Experience, and Customer Service. For Key Personnel Experience, bidders must demonstrate a minimum of three years of industry experience for each key staff member. For Bidder Experience, companies must maintain NAID AAA certification and demonstrate completion of at least three similar projects within the past three years. Customer service requirements include support availability from 8 AM to 5 PM Pacific Time, response times of 96 hours for routine requests and 48 hours for quote requests, and an established escalation process for unresolved issues.

The scoring system for responses ranges from 0% (meets minimum acceptable standard) to 100% (excellent added value), with intermediate scores of 30% and 70% for varying levels of added value. Bidders can earn up to 50 points for Key Personnel Experience and 75 points each for Bidder Experience and Customer Service. Responses that fail to meet minimum standards will result in disqualification. The document specifies that bidder commitments made in their responses will be incorporated into the final contract, and failure to meet these commitments may result in contract termination.
