Film Lab Maintenance IDIQ
C.1 OVERVIEW / BACKGROUND.
Ensuring preservation of and access to collection materials is part of the mission of the Library of Congress. The Moving Image Section of the National Audio Conservation Center (NAVCC) fulfills this through photochemical and digital preservation of motion picture film, videotape, and digital collection items. Black and White photochemical preservation of motion picture film, are accomplished in house by the film preservation Laboratory at the Packard Campus in Culpeper, VA. The film lab utilizes photochemical processing machines to chemically develop film that serve as preservation copies of films that in time will degrade.
C.2 SCOPE
The film lab requires contractor support to service the plumbing components in the photochemical processing lab at NAVCC, including the silver recovery area (Pit), Mezzanine, and Mixing Area. The film lab contains various complex plumbing systems that require preventative maintenance, servicing and possibly the occasional emergency repair. Failures in these areas can result in spills causing serious environmental wastewater concerns. Tasks under this contract would include maintenance, inspection, repair and replacement of connections, pipes, pumps, and valves on active systems.
C.2.1 Areas covered under this contract shall include the following:
3250 Mezzanine replenisher tank area. Replenisher chemistry is gravity fed down into the Processing working tanks of two black and white motion picture film processors. Because chemistry utilizes gravity to transfer to the processing tanks there are no pumps or electrical components in this area. Failing valves would be the biggest concern in this area.
See Image Mezzanine Replenisher tanks.
3250 Processor Bay - this shall include any plumbing attached to the film labs two film processors. There is both chemistry and wash water that runs through this plumbing. Chemistry is on a closed loop and recirculates through the system while wash water moves to a belly tank in the silver recovery room and then transferred via pump to a 525-gallon holding tank. Concerns in this area are leaks and valve failure.
See Image- Film Processor Plumbing and Image-Transfer pumps
3250 Pit area- Aka Transfer Pump and Silver Recover area-Overflow wash water along with any overflow chemistry will move into transfer tanks and when reaches maximum level, a limit switch engages and pumps to the 525 holding tank. These transfer stations have valves, pumps, connections and pipes. This area also holds the silver recovery system which is monitored by LOC staff and includes three (3) SilvPac control panels. Service to all plumbing, pumps, valves and pipes that feed this system shall be included in this contract. Concerns in this area are leaks, valve failure , pump failure and corrosion to the control panels.
See Images- Transfer Pumps 1 and 2. Images- Silver Recovery pumps.
3240 Mixing area- LOC staff mixes all the chemistry used in the photochemical processing of black and white motion picture film in this area. Once mixing is complete the chemistry is then pumped to the mezzanine replenisher tanks. Areas of concern in this area are leaks, valve and pump failure. See Images – 3240 Mixing area 1 and 2
