Attachment J-4 – Q&A - 030ADV25R0027– 04/30/2025 – 2 pages
Q1: Will the LOC consider scheduling a formal site visit for this solicitation? It will be greatly beneficial as a supplement to the pictures provided.
A1: Yes. The scheduled date is Friday, 05/16/2025 at 2:00 PM EST.
Q2: The instructions for submitting Volume III, Price Proposal, indicate that the Offeror should fill out the Chart in Section B.3.1. Section B.3.1 and the associated chart are listed directly under Section B.2, Schedule of Services and Prices. There is also another chart indicated under Section B.3, but it is unclear which chart the Offeror is to fill out. Please confirm if the Offeror is to fill out one chart or both.
A2: The table in section B.2 Schedule of Services and Prices (but mislabeled as B.3.1 shows how the pricing will be broken down so that the Attachment J-1 IDIQ Price Estimate Excel sheet can be correctly completed. Offeror do not to complete Section B.3 Price/Cost Schedule. Offerors only need to complete Attachment J-1 for the pricing.
Q3: Will LOC clarify how to correctly fill out the charts required for the price proposal?
A3: See answer above.
Q4: Will LOC allow for a PDF version of Attachment J-1 to be submitted with Volume III, Price Proposal, to follow the same file format as the other requested documents (SF1449 and Amendments) as long as we also submit an Excel copy?
A4: Yes
Q5: Will LOC confirm that the preventive maintenance services can be performed during standard operating hours?
A5: Yes, preventative maintenance must take place during standard operating hours. Between 8-5pm.
Q6: Does the awarded contractor need to have the 811310 NAICS code reflected in their SAM.gov Reps & Certs?
A6: As a Government Agency in the Legislative Branch (rather than the Executive Branch), the answer is
no. Your business does not have to be explicitly listed as that NAICS code in your SAM report.
Q7: Section L.2.4 states that proposals must be submitted through email to the designated POCs, but later states that “offers not submitted through Sam.gov will not be accepted”. Please confirm that Offerors are only required to submit proposals through email.
A7: Yes, proposals must be submitted through email. This has been corrected in this amendment.
Q8: Section C.2.1 states that equipment covered under this contract must be “repaired or replaced if needed”, and Section C.3.1.1 includes repair and replacement instructions with the Preventive Maintenance information. Is the Contractor required to include costs for potential repairs and replacements with their FFP, or will they be considered reimbursable?
A8: Yes. Labor costs shall be included as part of the Preventative Maintenance repair and replace. Parts will be reimbursable if supplied by contractor. However, labor is not. Labor must be built into the firm fixed priced quarterly and emergency visits. Only parts are reimbursed. Contractors do not have the ability to purchase any parts they desire. A parts budget will be established, but COR approval is required prior to any single purchase. All purchases are subject to the availability of funds. The contractor will not exceed the budgets provided by the COR/CO in the purchase of materials/spare parts. It may be possible that if the parts required exceed the funding available, the parts may not be approved and repair services (other than preventative maintenance) might not occur. In essence, COR approval is required before the parts are purchased if they are needed.
Q9: Will labor costs for repairs and replacements be reimbursable as well as spare parts/materials that the Contractor needs to purchase?
A9: See answer to Question 8 above.
