SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 STATEMENT OF WORK

C.1. OVERVIEW / BACKGROUND

The Library of Congress (Library) requires a contractor to replace the independent HVAC unit that conditions the Secured Storage Facility (SSF) that holds the institution’s priceless National Treasures. The existing unit was first built 30 years ago and received an overhaul in 2006. In the past two years, loss of pressure has caused equipment malfunction.

When investigated, the drop in pressure was attributed to small leaks in the refrigeration system, which in turn has required the periodic addition of refrigerant to ensure maintenance of the prescribed collection environment. The constant addition of refrigerant is not a sustainable long-term strategy. Moreover, the process of adding refrigerant itself heightens the risk of creating more leaks.

Comprehensive refurbishment of the unit, if even possible, cannot be completed onsite as the service would require hot work in very close proximity to the National Treasures and would need to be conducted after hours. Finally, the existing electronic controls have become obsolete. Therefore, given the low reliability of having the unit comprehensively repaired, coupled with unacceptable risk to the Treasures, replacement of the existing HVAC unit is the safest and most effective strategy going forward.

Contractor must ensure technical resources exist to maintain and repair the new HVAC unit onsite at the Library under separate contract after the initial warranty period.

C.2. SCOPE

The Contractor shall design, fabricate, de-install the existing HVAC unit and install a new HVAC unit that will extend the life of the Library’s National Treasures by maintaining temperature and relative humidity conditions that protect against chemical deterioration and physical damage to these irreplaceable collection items.

C.3. TECHNICAL REQUIREMENTS FOR THE HVAC UNIT

The new HVAC unit must integrate with the existing Bally Box storage compartment and existing electrical utility and ductwork provided to carry heat from the unit to the building plenum. Deinstallation, removal and disposal of the existing equipment must occur during the same visit period as the installation period of the new unit to minimize disruption to the storage of the National Treasures. This visit period may require multiple days. The contractor shall supply all tools and equipment necessary for installation and service.

C.3.1 The contractor must complete a site visit to confirm measurements, utility details and delivery and installation logistics. The site visit shall be scheduled within 14 days of the start of the Period of Performance. (See section F.1:

Deliverable C.3.1)

C.3.2 The contractor must submit a final project plan within 28 days of the site visit. The government must respond to the final project schedule within 7 days of receipt. Contractor must deliver the revised project schedule, which shall include the COR’s revisions, within 7 days of receipt of the COR’s feedback. (See section F.1: Deliverable C.3.2)

C.3.3 The HVAC unit must be able to maintain 50°F +/- 3°F and 50% RH +/- 5% in an existing prefabricated storage compartment that is 439 ft: ft 8’ x 7’ x 7’10” The programmed set points will ensure that the dew point temperature remains above 32°F to avoid icing of coils and unreliable mechanical performance. The ambient environment in the mechanical antechamber is 72°F / 45% RH.

Note: There is no need for fresh air in this storage compartment. We anticipate the HVAC circulation to be a closed loop so that recovery to required conditions is only needed when the door is opened briefly to access collections.

C.3.4 Electronic components must be separated from the supply air circulation to prevent smoke entering the collection chamber during a malfunction.

C.3.5 The unit must include automatic shutdown thresholds on any components that will cause damage to the mechanical equipment if allowed to run during a malfunction.

C.3.6 The unit must be programmable with set points that trigger an alarm when conditions fall outside of the programmed low and high temperature and RH thresholds. The contractor is responsible for including a relay, which will provide contact closure during the alarm condition, and reset when conditions fall back within the thresholds. The Library will use this relay to wire the alarm status to an all-hours staffed monitoring station.

C.3.7 The unit will be located in an antechamber located directly outside the storage compartment (bally box). Heat generated by the unit will be directed into the building plenum using existing building ductwork. The overall size of the antechamber is 8.7” x 5’10’ x 9’(h) however the installed HVAC unit footprint is limited to approximately 3.5’ x 4’ to allow access to wall mounted panels. The antechamber door opening is 6’10’ x 3’5”. The contractor shall confirm final measurements onsite equipment design commences. The contractor is responsible for ensuring that the new equipment will fit through this the antechamber door.

C.3.8 The unit must operate without connection to building plumbing. Any water required must be held in a reservoir that is easily detached by Library staff for refill.

Note: The available electrical feed to the HAVC equipment is 208v, 3phase, 60hz, 30amp.

C.3.9 The unit must not require building drains. Any condensate must be captured in a sufficient tray beneath the unit.

No drainage in the room is possible.

C.3.10 The unit must be removable for service if required—see 3.3 for room size and door frame access. Supply and return ducting to the storage compartment (bally box) must be detachable for service.

To facilitate removal for service, the unit must be mounted on casters or a wheeled support.

C.3.11 Mechanical and electronic systems must be factory built to avoid brazing or any hot work onsite. Connections made onsite must be threaded or mechanically coupled. Final assembly of the unit, such as attaching flexible ducting, can be accomplished onsite to accommodate the size of the door frame into the space.

C.3.12 The unit must trend performance data to verify set points, existing temperature and RH conditions, and additional mechanical indicators (e.g. fan status, system status, refrigeration high or low pressure, low air flow) required to allow diagnostic analysis. Sensors used to track supply or return air must be NIST certified and exchangeable for regular calibration. The unit must include a sensor located in the return air duct connected to a readable display unit mounted on a masonry wall outside of the Bally Box to allow for quick check of conditions without entering the secured storage space using an existing wiring conduit.

C.3.13 The unit must be factory tested prior to installation at the Library. The contractor shall provide data from the unit to demonstrate successful operation and the ability to supply the required conditions for 14 days.

C.3.14 The contractor shall be responsible for creation, manufacture, delivery and installation of the unit. The contractor shall remain in the local area for a minimum of 48 hours after installation to ensure same day response to address any equipment malfunctions. (See section F.1: Deliverable C.3.14)

C.3.15 The contractor will be responsible for de-installing, physical removal, disposal of the existing HVAC unit from the Library, in its entirety, prior to installation of the new unit. (See Section F.1: Deliverable C.3.15)

C.3.16 The commissioning period of the unit extends through the first 30 days of operation as installed at the Library.

The contractor must remedy any failures including conditions falling outside the required conditions identified in

3.1 above, shutdown or malfunction of equipment, or loss of data collection from the unit within the commissioning period.

During commissioning and while the contractor is onsite for installation, the Library will cut and then restore power to the unit to create a testing situation when the building loses power. The unit must be able to automatically restart upon restoration of power.

Conditions must be restored to the acceptable temperature and RH range specified in 3.1 within 3 hours after unit operation is restored after an outage due to loss of power or after correction of malfunction. (See section F.1: Deliverable C.3.16)

C.3.17 The contractor is responsible for providing all system documentation of the unit including construction, mechanical and electronic systems. (See section F.1: Deliverable C.3.17a) The documentation must include user operations and maintenance, explanation of controls, safety information and common troubleshooting FAQs. As part of the documentation, the contractor shall submit as-built wiring diagrams and a parts list for components inside the unit. (See section F.1 : Deliverable C.3.17b)

C.3.18 The Library requires one service visit during the base warranty period. The initial warranty must cover all parts and labor to ensure full functionality of the equipment for one year beginning after the 30-day commissioning period. All system documentation in C.3.16 (above) must be delivered and accepted by the COR prior to payment for the warranty period. The contractor is responsible for all costs related to travel required to service the unit under the warranty period. (See section F.1: Deliverable C.3.18)

After being notified of a malfunction, contractor must begin service within 72 hours of notification.

C.4. DATA VERIFICATION

The contractor shall submit calibration certificates for the sensors as described above in 3.2a. The contractor shall submit information on any replaced parts that are covered by a written warranty. After inspection and acceptance of these requirements, the COR will provide written approval. The contractor shall submit a temperature and relative humidity data trend to verify that the mechanical unit achieved pre-installation conditions as specified in C.3.10 - C.3.12 above.

C.5. CONTRACTOR PERSONNEL. Contractor must ensure that all contractor staff assigned to perform any work under this contract must be qualified to install, diagnose, and repair equipment malfunctions.

C.6. CONTRACTOR TRAVEL

The Library does not reimburse for travel and lodging expenses. These unit costs shall be pre-built into the price of the contract.
