About this file

This document is Attachment J2 - Responses to Offeror Questions related to the federal contract opportunity for the Library of Congress to replace the HVAC unit that conditions the Secured Storage Facility that holds the institution's National Treasures.

The key details are:

  • The solicitation requires offerors to provide a technical proposal outlining their approach and qualifications, followed by pricing for the items listed in the pricing schedule. This procurement method is described as unconventional, resembling a sources sought notice or pre-solicitation rather than a standard combined solicitation.
  • Offerors are advised to carefully read the solicitation, as it provides instructions for submitting both Phase One and Phase Two quotations, and explains how the Library will evaluate them. The solicitation requires offerors to interpret the requirements and propose their best solution, rather than specifying a specific brand or model.
  • The Phase One quotation is due by 12/02/2024, and if an offeror's quotation passes Phase One, they will be able to attend a one-time site visit before submitting their Phase Two response, which is due by 01/16/2025.

030ADV25Q0042 - Attachment J2 – Responses to Offeror Questions – 11/22/2024

Offeror Question Library Response

1. The specifications and pricing schedules call for a kick off meeting and site visit price.

However, we are uncertain of site conditions and would like to request a site visit in order to provide an accurate bid.

1. Please refer to solicitation section L. The solicitation contains details regarding the site visit. All offerors are strongly advised to read the solicitation in its entirety.

2. From my understanding, we are expected to submit a technical proposal that outlines our approach and qualifications. Following this, the selected awardee will be responsible for providing pricing for the items listed in the pricing schedule.

Specifically, the task involves developing and executing a comprehensive plan. Do we treat this more like a design - build project?

This procurement method is somewhat unconventional for us, as we typically prefer to have a clear understanding of the specific requirements and needs of the government agency associated with a given solicitation. The current format resembles a sources sought notice or pre-solicitation rather than a standard combined solicitation.

2. Solicitation Section L provides the instructions to submit both Phase One and Phase Two quotations. Section M explains how the Library will evaluate Phase One and Phase Two quotations. Section C provides the specific requirements that quotations must meet.

The Library cannot advise offerors on how to approach forming their responses. This is not a solicitation for a specific brand or model number.

This solicitation requires offerors to read and interpret the requirements and propose their best solution in narrative form, per the requirements in Section L. Offeror shall provide their response/solution to the requirements that offeror believes shall best meet the Library’s needs to the best of offeror’s abilities.
