SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 OVERVIEW/BACKGROUND
The Office of Communications, Office of the Librarian (“OC”), Library of Congress (“the Library”), has a requirement for a comprehensive suite of media intelligence/public relations web-based software/system. This software/system will enable the OC to conduct media research, monitor and track media, facilitate the dissemination of information to targeted audiences, conduct media impression evaluation and analytics and build media contract lists.
This requirement is necessary and critical for the evaluation of the Library as part of its annual program performance plan, specifically in determining annual media impressions and the objective evaluation and analysis of the tone of media impressions.
C.2 SCOPE
The Contractor shall provide access to a media intelligence/public relations web-based software/system.
C.3 GENERAL REQUIREMENTS
Contractor’s web-based software/system must have the following functions:
C.3.1 A media database and press release distribution tool with access to an industry-standard number of journalists and publications, unlimited release distribution, search of journalist by name, outlet, beat, location and keyword, and capacity to create specialized savable contact lists based on search criteria. Enable the tracking of which contacts open and read the release as well as what specific items of interest applied to that media contact or individual.
C.3.2 News media monitoring that offers standard or custom search and review of a user-defined set of traditional and non-traditional media sources (ranging from such sources as broadcast, print and online news services and magazines, blogs and social media sites, both inside and outside the USA) for mentions of the Library and other related subjects;
tracking of tone (positive/negative/neutral) of such media mentions; dashboard analytics, customized daily email alerts, archiving of selected Library-specific clippings, and retrospective search tool (for at least five years prior).
C.3.3 A robust statistical analysis tool that gives Library users the ability to produce and customize charts and graphs summarizing results of news and activities that can be exported to PDF, Excel, or JPG format, track article sentiment and includes circulation, readership, unique visitor and page view statistics.
C.3.4 Ability to distribute selected Library-related news and clippings to a selected internal group of Library staff in a customized Library-branded newsletter or newsroom (web or PDF format), allow the internal review of news content, social media content, and internally customized content with indication of tone and ability to link to a full-text version of the clip desired.
C.3.5 Unlimited 24-7 Internet access to at least 15 concurrent Library users via a secure, password-protected web portal for this set of media research, release distribution, monitoring, analytics and reporting tools.
C.4 SPECIFIC REQUIREMENTS
Contractor’s web-based software/system must include all the following functions:
C.4.1 Journalist and publication research tools that can scour media outlets for topics and news that pertain to the Library via subject search. This must include results for (though not necessary direct access to) major outlets including the New York Times, the Wall Street Journal and other outlets of similar reach.
C.4.2 Allow the Library to create unlimited Library user-defined media sub-lists.
C.4.3 A template and/or tool to assist with the creation of Library-branded press releases for delivery in joint HTML/plain text format.
C.4.4 Provide marketing collateral management including the storage of (i.e., hosting) and searchable web recall access to a variety of common document, audio, and video file types for use and distribution by Library licensed users.
C.4.5 Provide the ability in one view to see press contact information as well as recent news items they have written, corresponding activities completed with those contacts as well as lists, and projects they have been a part of.
C.4.6 Provide “opt-out” functionality for recipients of Library emails through contractor service that maintains a list of “do-not-send” contacts who have requested this service.
C.4.7 Provide users the ability to create unlimited customized fields for Library-specific reporting and tracking needs (e.g., tag items by division, personnel, response type, action type, approval, status, etc.). These need to be used for activities, journalists and news lists as well as analytics.
C.4.8 Ability to record a copy of the communication automatically as an activity in the system for research and viewing needs.
C.4.9 Ability to search for data and content by date, timeframe (e.g. last 7 days,) project, key message, and other needed areas of search and to save at least 50 such searches for use in dashboards, reports and similar deliverables.
C.4.10 Ability to produce and customize charts and graphs summarizing results of news and activities that can be exported to PDF, Excel or JPG format.
C.4.11 Provide a custom newsletter tool, that allows the export of selected articles into a dynamic and interactive newsletter and PDF document which can be branded and distributed internally to selected Library of Congress staff.
News items can be shared via email, in a uniquely designed, customized, and branded template built from scratch and branded to Library specifications.
C.4.12 Include at least three days of training for 15 Library staff in a virtual setting, supplemented by web-based tutorial demonstration for the duration of the contract.
C.4.13 24/7 technical support via phone, email or web to all Library users.
C.4.14 Server redundancy at primary data center and geographically separated back-up data center.
C.4.15 Ability to set custom levels of permission to different authorized Library of Congress users.
C.4.16 Unlimited number of press releases distributed, of search criteria and keywords and unlimited archiving of articles and distributions.
C.4.17 A minimum of 2,000 email addresses that can be emailed with each press release and a daily minimum of 10,000 email addresses contacted.
C.4.18 Site licenses for a minimum of 15 users.
All services above shall be provided for a firm-fixed-price annual subscription. The annual subscription shall also include all upgrades/changes to the software during the period of performance.
