This document appears to be Attachment J-5 - 05/22/2024 - Solicitation 030ADV24R0044 - Responses to Offeror Questions. It is a one-page document providing answers to five questions from offerors regarding the Library of Congress' requirement for drug testing services. The key details are:
This is a new requirement, not an incumbent contract. The Library anticipates the need for drug testing services at its Capitol Hill, Fort Meade, MD, and NAVCC Campuses in the Washington, DC and Culpeper, VA metro areas, and requires a single contractor to administer the testing. All collections will take place at the contractor's facilities, with no on-site collections necessary. The Library will not provide historical award information, as this is a new requirement.

1 Is this considered a new requirement or is there an incumbent? If there is an incumbent, would you be able to share the vendor’s name, contract number, value, award date and expiration date?
This is a new requirement.
2 May we have the last 2 historical awards on this job please?
This is a new requirement, n/a.

VA metro areas?
The Library anticipates testing needs at all campuses
