SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

DIGITAL LIBRARY OF CONGRESS LCM MAGAZINE

C.1. OVERVIEW / BACKGROUND.

The Library of Congress requires a contractor that will provide a contemporary, mobile-friendly digital edition of its institutional magazine, Library of Congress Magazine (LCM).

LCM is the Library’s bimonthly magazine, produced by the Office of Communications. It is the premier vehicle for telling stories about the institution’s collections, programs and services. Through LCM, the Library seeks to expand awareness of the Library, leading more Americans to connect with it.

The print version of LCM is distributed for free to members of Congress, other libraries and cultural institutions, major donors and friends of the Library, select media and, on a limited basis, visitors to the Library campus on Capitol Hill in Washington, D.C.

The magazine also is made available to the public online in pdf format at loc.gov/lcm.

The Office of Communications is seeking a Contractor that will produce a digital edition of LCM that will offer readers a more contemporary, mobile-friendly experience, help the magazine reach a broader, more diverse audience and allow the Library to present more of its collections to the public.

The Office of Communications typically produces six issues of LCM each year: a January/February issue, followed by issues in March/April, May/June, July/August, September/October and November/December. The Contractor shall produce a digital version of each issue.

C.2. SCOPE

The Contractor shall provide digital publishing and online hosting services for the Library’s LCM.

C.3. REQUIREMENTS

C.3.1. The Contractor shall produce six issues of a digital LCM per year: a January/February issue, followed by issues in March/April, May/June, July/August, September/October and November/December.

For each issue, the COR will deliver the packaged Indesign files that includes any photos and graphics used in the production of the print version of LCM to the Contractor for use in creating a digital version of the LCM. The COR will provide any other material necessary for expanded digital content, such as videos and photo galleries.

C.3.2. The Contractor shall publish the digital LCM magazine in a format that works well across platforms, including desktop and laptop computers and mobile devices such as smart phones and tablets.

C.3.3. The Contractor shall publish the digital LCM magazine in a format other than a traditional PDF flipbook, utilizing continuous scrolling rather than page turning.

C.3.4. The Contractor shall provide full-service production of each digital LCM issue, with completed issues (derived from the print version of LCM) created for the Library and published by the Contactor on the Contractor’s website.

C.3.5. The Contractor shall use Library-provided materials — InDesign files, photos, videos and graphics — and best practices in graphic design to create digital adaptations of LCM print issues while maintaining the LCM look and branding.

C.3.6. The Contractor shall elevate the magazine’s content in search engines using search engine optimization.

C.3.7. For each digital issue of LCM, the Contractor shall incorporate additional content not included in the corresponding print edition (e.g., photo galleries and videos that are provided by the COR).

C.3.8. The Contractor shall provide easily accessible links that allow each story to be individually shared online and each digital LCM issue to be shared as a whole. If the Contractor is notified by Library staff that a link is not functioning properly, Contractor must correct the malfunction within 2 business days of receiving the notification.

C.3.9. The Contractor shall provide the Library with a comprehensive summary analyzing viewing metrics, including information on visits, pages viewed per visit and click-throughs to other Library content. This comprehensive summary shall be made available through a dashboard that can be filtered by edition.

C.3.10. The Contractor shall provide means for each issue and article to be downloaded and printed.

C.3.11. The Contractor shall upload and host digital magazines online.

C.3.12. The Contractor shall enable a user-friendly interface such as menus for accessing recurring columns.

C.3.13. The Contractor shall present a table of contents and individual page or section links that provide a fully indexed edition structure.

C.3.14. The Contractor shall incorporate fonts used in LCM, which will be provided by the Library.

C.3.15. The Contractor shall submit a draft edition of LCM to the COR 3 business days before publication of each edition. The Library will review the draft edition within 2 business days and provide comments and necessary revisions to the Contractor. Contractor shall revise the final published edition of the LCM in accord with the Library’s comments and revisions.

C.3.16 Meetings

C.3.16.1 Kickoff Meeting

The Contractor shall meet with the Library of Congress team to discuss the specific objectives and methods for the production of the Library’s digital LCM. This meeting will take place in person on-site at the Library of Congress facilities on Capitol Hill, Washington, D.C., or in a virtual meeting space compliant with Library meeting regulations.

C.3.16.2 Edition Planning Meeting

The Contractor shall meet with the Library of Congress team prior to the production and delivery of each LCM edition to discuss the specific objectives and requirements for the upcoming LCM edition. This meeting will take place in person on-site at the Library of Congress facilities on Capitol Hill, Washington, D.C., or in a virtual meeting space compliant with Library meeting regulations.

C.3.16.3 Additional Meetings Additional project meetings may be held as deemed necessary by the Contractor or Library. Meetings will be held virtually.

C.4. CONTRACT PERFORMANCE

C.4.1 QUALITY CONTROL The contractor shall develop and maintain an effective quality control program (QCP) to ensure services are performed in accordance with this contract. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.

The contractor’s quality control program is the means by which it assures itself that its work complies with the requirement of the contract. After acceptance of the quality control plan the contractor shall receive the Contracting Officer’s acceptance in writing of any proposed change to its QC system.

The Contractor, or any entity or representative acting on behalf of the Contractor, may not refer to the equipment or services furnished pursuant to the provisions of this contract in any news release or commercial advertising, or in connection with any news release or commercial advertising, without first obtaining explicit written consent to do so from the Contracting Officer. Should any reference to such equipment or services appear in any news release or commercial advertising issued by or on behalf of the Contractor without the required consent, the Government will consider institution of all remedies available under applicable law.

(2) Privacy Policy. No one has the right to privacy while using any Library computer system, including internet or email services. Usage may be monitored.

(3) Level of Access. The Host Office will determine the level of access to the Library’s IT equipment, staff and software needed to successfully perform under this Contract. Access may include, for example, email, word processing, internet, and intranet.

(4) Mandatory IT Security Training. Contractor personnel must successfully complete mandatory information systems security training prior to use of or access to any of the Library’s digital assets. H.4 LC52.204-4 CONTRACTOR EMPLOYEE FITNESS (AUG 2023)

“Contractor employee fitness” means fitness based on character and conduct for work for or on behalf of the Government as a contractor employee.

Work under this contract is unclassified. However, the Library of Congress has a contractor employee fitness program, which includes background investigations of contractor personnel who will have 1) regular, ongoing, unescorted access to the Library’s buildings, grounds, or collections, 2) access to Library information technology systems, and/or 3) access to Library information not available to the public including information determined to be Controlled Unclassified Information (CUI) to ensure they meet basic standards of honesty and trustworthiness pursuant to Library regulations.

(1) Any access to non-public Library facilities, Library information technology systems, or non-public Library information will require completion and successful vetting of a security application request (release forms, fingerprints, and, if applicable, a full background investigation). Contractors should anticipate a minimum of two weeks for the process, provided all requested information is timely, accurate and complete and that no adverse information is received.

(2) The Library does not determine the fitness of employees to work for the contractor firm that hires them. The Library’s interest is in determining whether contractor personnel should be granted greater access than the general public to Library facilities, Library information technology systems and/or non-public Library information.

(3) To facilitate the fitness determination, contractors shall submit complete and accurate information as identified on the National Background Investigation Services (NBIS)’s eAPP https://www.dcsa.mil/Systems-Applications/NBIS-eApp- NBIS-Agency/) as provided by the Personnel Security Division. Contractors should anticipate a minimum of two weeks for the process, provided all requested information is timely, accurate and complete and that no adverse information is received.

(4) The contractor will ensure the Library’s Personnel Security Division is notified of all changes to personnel performing work on this contract. The Personnel Security Division can be notified at the following email address:

PSD@loc.gov and contacted via phone at: (202) 707-5618.

(5) The fact that the Library may conduct background investigations on assigned contractor personnel does not relieve the contractor of the responsibility to provide qualified, reliable personnel of sound character and conduct.

(6) The Library may require removal of contractor staff from Library facilities and revocation of access to Library information technology systems and non-public Library information if investigative results raise concerns regarding a contractor employee’s fitness. In such cases, the Contracting Officer or Contracting Officer Representative (COR) will notify the contractor of the unfit determination and need for the contractor employee to return all government equipment such as badges, keys and network tokens if issued.
