Email Submission Requirements: The email must include the solicitation number 030ADV24Q0118 in the subject line.

The maximum file size allowed through the Library’s email system is 20MB. In addition, certain files might need to undergo a conversion to be accepted by the Library’s servers. This conversion increases the file size by 30% to 40%, therefore, please take this into consideration, when determining file sizes. The Library’s email system cannot accept files greater than 20MB. If needed offeror may send the proposals in multiple emails but must ensure they are all clearly identified.

Offeror must not submit zipped or locked files.

L.3 Content of Proposals Offeror must submit a proposal package that includes two separate electronic files as described below. Each file must include the solicitation number and UEI number. The Technical Proposal must not refer to pricing.

The submission for this factor shall consist of three web links accessible to the Library.

The examples at these link may not be changed after the solicitation closing date and must remain accessible through the Library’s award of the contract.

030ADV24Q0118 0001 Section M

SECTION M - EVALUATION FACTORS FOR AWARD

Section M - Evaluation Factors for Award

M.1. The Library will award the contract resulting from this solicitation to the responsible Offeror that provides the best value to the Library, price and other factors considered. The Library intends to evaluate the proposals and award the contract without discussions with Offerors. Therefore, the Offeror's initial proposal should contain Offeror's best terms.

The Library reserves the right to communicate with the contractor that the Library determines to present the value to the Library, to address any remaining issues, if necessary and finalize the contract with the contractor. These issues may include technical and price components. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Library, the Library reserves the right to communicate with the next contractor that the Library has determined presents the best value to the Library based on the original analysis and address any remaining issues.

The Library reserves the right to conduct discussions and/or negotiations with one or more offerors if the Contracting Officer determines it is necessary. The Library intends to evaluate the proposals and award the contract in accordance with FAR 13.

Best value for this procurement will be obtained through the evaluation of the following factors:

i) Technical Approach

ii) Demonstrated Experience

iii) Past Performance

vii) Price

The above factors are listed in descending order of importance with the exception that Technical Approach and Demonstrated Experience are of equal importance. All non-price factors when combined are more important than Price. The Library may elect to not rate offerors individually but rather conduct a direct comparative evaluation based on the above factors.

A. Technical Approach: The Library will evaluate the extent to which offeror’s proposal demonstrates comprehensive understanding of the Library’s requirement. The Library will evaluate offeror’s proposal to the extent to which it demonstrates offeror has the technical expertise and ability required for performing services required in this solicitation. The Library will evaluate offeror’s proposed technical approach and work plan to assess the degree to which it fulfills all the requirements in this solicitation. The offeror must indicate the ability to comply with the accessibility requirements of paragraph H.9 H.8 of this solicitation in order to be awardable.

B. Demonstrated Experience: The Library will evaluate the extent to which the provided samples provide a contemporary experience in a user friendly format. Given the nature of such an evaluation this evaluation will include subjective judgements made by Library staff (evaluators). In arriving at this determination more weight be placed on publications that are similar to the Library of Congress Magazine.

C. Past Performance: The Library will evaluate the past performance information submitted to assess the level of risk of offeror’s ability to successfully perform the contract. The Library may review the answers provided in the Past Performance Questionnaires and records contained in the Contract Performance Assessment Reporting System (CPARS) to assess the likelihood that the offeror can successfully perform the required work. The Library reserves the right to contact and use information provided by the references and any other sources.

The offeror will be evaluated neither favorably nor unfavorably on past performance if no relevant information on past performance is provided by the offeror or obtained by the Library.

030ADV24Q0118 0001 Section M

D. Price. The Library will add the total prices for each CLIN in Section B.1 to establish a total evaluated price (TEP). The TEP will be evaluated for reasonableness.
