STATEMENT OF WORK (SOW)
Custodial Services
Department Of Transportation Federal Aviation Administration
Myrtle Beach System Support Center
Part I-General Information
1. General: This is a non-personnel services contract to provide Custodial Services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Custodial Services as defined in this Statement of Work except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: The occupied facilities of the Myrtle Beach System Support Center are Myrtle Beach Air Traffic Control Tower / TRACON; North Myrtle Beach Air Traffic Control Tower; Florence Air Traffic Control Tower; and Florence TRACON.

1.3 Objectives: The objective of this contract to obtain Custodial Services for the occupied facilities of the Myrtle Beach System Support Center for a base year and four option years, in order to maintain a clean, neat, and professional-looking facility.
1.4 Scope: The Contractor shall perform the tasks identified in Part 5 of this Performance Work Statement. All work performed in the accomplishment of these services shall meet the standards for cleaning set forth in Appendix A-Performance Requirement Summary and Appendix B-Frequency Charts. The Contractor shall employ competent and sufficient supervisory personnel during all work periods, such that the supervisor can personally assure that the standards set forth are maintained.
1.5 Period of Performance: The 5-year period of performance shall is as follows:

1.6 General Information
1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which the contractor assures that all work complies with the requirement of the
SCOPE OF WORK 2024 4 of 17 contract. A draft Quality Control Plan must be provided with the offer and once selected for award, the contractor will provide the final plan within 30 days after award. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
1.6.1.1 Interference with Government Business: The Contractor shall schedule and arrange work so as to cause the least interference with the normal occurrence of Government business and mission. In those cases where some interference may be essentially unavoidable, the Contractor shall be responsible to make every effort to minimize the impact of the interference, inconvenience, customer discomfort, etc.
1.6.1.2 Protection of Government Property: During execution of the work, the Contractor shall take special care to protect Government property including furniture, walls, baseboards, and other surfaces from materials not intended. Accidental splashes shall be removed immediately. The Contractor shall return areas damaged as a result of work under this contract to their original condition, to include painting, refinishing, or replacement, if necessary.
1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3 Recognized Holidays: The contractor will not be required to perform services on these Holidays:

1.6.4 Hours of Operation: The hours of operation for the Facilities of the Myrtle Beach System Support Center are from 6:00 a.m. until 11:00 p.m. Sunday through Saturday.
The administrative staff’s hours of operation are from 6:00 a.m. until 5:00 p.m. Monday through Friday with the exception of specified legal Holidays. The Facility will advise the Contractor of any other day designated as a Holiday by Federal Statue or Executive Order in the event that this day falls on the scheduled day of service.
All work shall be performed in strict compliance with the performance requirement summary and attached frequency charts.

1.6.6 Type of Contract: The government will award a firm fixed price contract.
1.6.7 Security Requirements: In adherence to the AS0-700 memorandum, dated February 5,1999, Procedures of Issuance of Contractor Identification, the contractor personnel engaged in work under this contract shall execute and submit to the COR a properly completed DOT FM 1681, Identification Card /Credential Application, SF-85P, Questionnaire for Public Trust Positions and two sets of FD-258, Fingerprint Cards.
The COR will be responsible for notifying AS0-711of any subsequent changes, deletions or additions. These forms are available from the Personnel Security Specialist in AS0- 711.2.
1.6.7.1 PHYSICAL Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.6.7.2 Key Control. The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.
1.6.7.2.1. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.
1.6.7.2.2. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other
SCOPE OF WORK 2024 6 of 17 than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.
1.6.7.3 Lock Combinations (If applicable). The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s Quality Control Plan.
1.6.8 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract office.
The Contracting Officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced.
Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.6.9 Contracting Officer Representative (COR): The (COR) will be identified and delegated by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract:
perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
PART II-DEFINITIONS & ACRONYMS
2. DEFINITIONS AND ACRONYMS:
2.1. DEFINITIONS:
ACCEPTABLE QUALITY LEVEL. A minimally acceptable level of performance and is typically stated as a percentage of required conformances (e.g., clean, 95% of the time) or as a number of permissible deviations (e.g., 1 error per x time period).

CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
CONTRACTING OFFICER. A person with the authority to enter into, administer, and / or terminate contracts. Make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S.
Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations.
This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
PERFORMANCE REQUIREMENT SUMMARY. Measurable performance standards, such as (quality, timeliness and quantity, response times/delivery dates, error rates/number of mistakes, accuracy rates, cost control, and milestone completion rates, and quality assurance surveillance plans), depending on complexity of the requirement.
PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
WORK WEEK. Sunday through Saturday, unless specified otherwise.

2.3 FREQUENCY DEFINITITONS
Annual (A). Services performed once during each 12 month period of the contract at intervals of 345 to 385 days.
Semi-Annual (SA). Services performed twice during each 12 month period of the contract at intervals of 160 to 200 calendar days.
Quarterly (Q). Services performed 4 times during each 12 month period of the contract at intervals of 80 to 100 calendar days.
Monthly (M). Services performed 12 times during each 12 month period of the contract at intervals of 28 to 31 calendar days.
Semi-Monthly (SM). Services performed 24 times during each 12 month period of the contract at intervals of 14 to 16 calendar days.
Weekly (W). Services performed 52 times during each 12 month period of the contract at intervals of six to eight calendar days.
Twice weekly (2W). Services performed twice a week, such as Monday and Thursday or Tuesday and Friday.
Daily (D4). Services performed four times a week, such as Sunday, Monday, Wednesday and Friday.
Daily (D5). Services performed once each calendar day, Monday through Friday, including holidays unless otherwise noted.
Daily (D7). Services performed once each calendar day, seven days per week, including weekends and holidays.
PART III- GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND
SERVICES

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:
3.1 Facilities: The Government will furnish or make available space for the Contractor to store mops, brooms, wax equipment and supplies, such as paper towels, toilet tissue and soap. Space must be kept clean and neat by the Contractor. The Contractor shall be responsible and accountable for such facilities accepted for use and shall take adequate precautions to prevent fire hazards, odors, and vermin. Custodial services for Government furnished facilities shall be provided by the Contractor. The Contractor shall obtain written approval from the Contracting Officer prior to making any modifications or alterations to the facilities. Any such modifications or alterations approved by the Government will be made at the expense of the Contractor. At the completion of the contract, all facilities shall be returned to the Government in the same condition as received, except for reasonable wear and tear. The Contractor shall be held responsible for the cost of any repairs caused by negligence or abuse on his/her part, or on the part of his/her employees.
3.2 Utilities: The Government will furnish utility services at existing outlets, for use in those facilities provided by the Government and as may be required for the work to be performed under the contract: electricity, steam, natural gas, fresh water, sewage service, and refuse collection (from existing collection points). Information concerning the location of existing outlets may be obtained from the Contracting Officer Representative.
The Contractor shall provide and maintain, at his/her expense, the necessary service lines from existing Government outlets to the site of work.
The Contractor shall be responsible for instructing employees in utilities conservation practices. The Contractor shall be responsible for conserving utilities, which shall include, but not necessarily be limited to:
* Lights shall be used only in areas where and at the time when work is actually being performed unless otherwise directed by the COR.
* Mechanical equipment controls for heating, ventilation and air conditioning systems will not be adjusted by contract employees.
* Water faucets or valves shall be turned off after the required usage has been accomplished. To conserve water, only the minimum quantity of water needed for the required usage shall be expended.
3.3 Equipment: The Contractor shall furnish all tools and equipment required for the performance of this contract. The Contractor tools and equipment shall be maintained to the manufactures safety standards. The Government will not provide tools or equipment to the Contractor.
3.4 Materials: The Government will not provide any materials to the Contractor.
PART IV-CONTRACTOR FURNISHED ITEMS AND SERVICES

4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this
PWS.
The Contractor shall provide All Cleaning and Custodial Products; they shall provide the COR and Facility a complete list of MSDS’s for ALL CHEMICALS being utilized to sanitize and clean the facility. The Contractor shall also ensure that this list is updated whenever there are Chemical / Product changes. All products should be Low-emitting products that contain zero or low-volatile organic compounds. They often are aligned with green labeling programs such as Green Seal, GreenGuard, FloorScore and the Carpet and Rug Institute’s Green Label Plus program.
PART V-SPECIFIC TASKS
5. SPECIFIC TASKS
5.1. Basic Services.
Basic services shall be performed and shall consist of the services listed for the specified spaces. The contractor shall move easily moveable furniture including chairs, desks, bookcases, credenzas, etc. not fastened to the floor in order to accomplish the tasks.
Furniture or other equipment (including waste and recycling containers) moved while performing basic services shall be returned to their original position.
NOTE: The Contractor will not clean electronic equipment, engine generator, or other associated electrical equipment.
Performance requirements for these services include the following:
5.1.1. Space Cleaning
5.1.1.1 Emptying Waste and Recycling Containers.
All waste and recycling containers shall be emptied and plastic liners replaced. Waste and recycling containers shall be washed periodically inside and outside and shall be free of odors. After washing, containers shall be wiped dry and new plastic liners installed.
Boxes, cans, bottles, and other items placed adjacent to waste containers and marked "TRASH" shall also be removed and disposed of. The Contractor shall dispose of trash in plastic bags secured with bag ties. All waste collected shall be disposed of in the nearest outside trash collection point. Waste that falls on the floor and outside grounds during the waste removal shall be picked up and disposed of by the Contractor.
5.1.1.2 Ash Receptacles:

All ash trays and ash receptacles shall be emptied and cleaned free of tobacco residue.
Ashtrays will be emptied into a nonflammable container, wiping ashtrays clean, and removal of the resulting waste from the property.
Clean all jardinières, and sand urns and/or corridor ash receptacles and smoking stands as follow:
a. Sand Type – The soiled sand shall be removed, the opening and exterior cleaned and the soiled sand sifted or replace with fresh sand, as required.
b. Other dry and/or floor standing types, or those fastened to walls, shall be cleaned and the funnels polished.
5.1.1.3 Low Dusting/Cleaning.
Low cleaning includes cleaning horizontal and vertical surfaces to a height of 7’ - 0" from floor level. All dust, lint, litter, and soil shall be removed from all surfaces. All furniture, partitions, radiators, equipment, grills, horizontal ledges, and sills shall be dusted. Walls, doors, partitions and hand railings in all stairways shall be wiped clean (including glass in partitions and doors). Corridor, lobby, and entrance walls and doors shall be cleaned. Miscellaneous hardware and bright metal work shall be wiped clean.
Drinking fountains shall be cleaned and disinfected. All surfaces of drinking fountains shall be free of stains, smudges, and scale. After being dusted / cleaned, horizontal and vertical surfaces shall be free of all-visible dirt, dust, and debris. Extreme care and coordination must be used when dusting consoles in the tower cab.
5.1.1.4 High Dusting/Cleaning
High cleaning includes cleaning horizontal and vertical surfaces above 7’ - 0" from floor level including all overhead piping and ceiling areas. All dust, lint, litter, and soil shall be removed from all surfaces. Walls shall be free of dirt, smudges, and markings.
Ceilings are to be free of cobwebs and loose dirt.
5.1.1.5 Cleaning Light Fixtures
Globes, reflectors, covers, diffusers, and plastic side panels shall be removed and washed.
After cleaning and reassembling, light fixtures shall be free of bugs, dirt, dust, grease, and other foreign matter.
5.1.1.6 Cleaning Exterior Glass
The Contractor shall thoroughly clean all exterior glass surfaces, window frames, sills, and sashes. All glass surfaces shall be cleaned and free of streaks and stains, and shall be wiped dry. All paint, putty, film, and foreign matter found on glass surfaces shall be
SCOPE OF WORK 2024 12 of 17 removed. Where storm windows exist, exterior window cleaning shall include both sides of the storm window and the outside of the inner glass and shall be counted as three separate surfaces for reimbursement purposes.
5.1.1.7 Cleaning Interior Glass
The Contractor shall thoroughly clean all interior glass surfaces and associated window frames, sills, and sashes. All glass surfaces shall be cleaned and left free of streaks and stains, and all adjacent surfaces wiped dry.
5.1.2 Floor Care
5.1.2.1 Sweeping/Dust Mopping.
Concrete, tile, terrazzo, wood, resilient flooring, stairs and landing shall be swept or dust mopped so as to remove all loose dirt, dust, and debris. Corners and other areas that are not accessible to large brooms will be cleaned by rag, brush or other suitable means.
After the floor has been swept/dust mopped, the entire floor surface, including corners and abutments shall be free of loose dirt, dust, and debris.
5.1.2.2 Vacuuming Carpets and Rugs.
All exposed carpeted areas and rugs shall be vacuumed with industrial grade machine.
After being vacuumed, the carpeted floor shall be free of all-visible dirt, dust, and debris.
Any spots shall be removed as soon as noticed. The Contractor is responsible for spot cleaning of carpet areas as necessary to assure uniform appearance of the carpet area.
Only those methods recommended by manufacturer's maintenance instructions and current stain removal charts shall be used. Tearing, burns, and unraveling or other damage shall be brought to the attention of the COR.
5.1.2.3 Cleaning Walk-off Mats.
Walk-off mats shall be thoroughly cleaned so as to remove all soil, stains, dust and debris. Soil and moisture underneath mats shall be removed and the floor shall be cleaned as appropriate along with the rest of the floor. The mats shall be returned to their original locations afterwards.
5.1.2.4 Mopping.
After sweeping has been completed, concrete, tile, terrazzo, resilient floors, stairs and landings shall be mopped with hot or warm water and an approved cleaning solution to remove dirt, grime, streaks, smears, and stains. All cleaner residues shall be removed

After being mopped, the floor shall have a clean and uniform appearance with no streaks, swirl marks, detergent residue, or any evidence of soil, stains, film debris, or standing water. Splashing and/or splattering of dirty water and/or detergent on walls, furniture, fixtures or equipment is not permitted and must be removed. Wet floors will be identified with appropriate signs for employee safety. Wood or carpeted floors shall not be mopped.
5.1.2.5 Spray Cleaning and Buffing.
Prior to spray cleaning and buffing, floors shall be mopped as specified above. Floors shall be spray cleaned and buffed to remove traffic marks, heavy soil, etc. When completed, a spray cleaned and buffed floor shall have a uniform, high-gloss finish, free of scuff and heel marks. The floor finish shall be uniform from wall to wall, including corners.
5.1.2.6 Waxing and Buffing.
In the event that spray cleaning and buffing is not sufficient to maintain a uniform high-gloss finish, floors shall be completely waxed and buffed. Floors shall be buffed, if required, to a uniform gloss finish free from dirt, traffic marks, and stains.
5.1.2.7 Stripping and Re-waxing Floors
All stripping, waxing and buffing shall be done in accordance with the best commercial practices. All of the old wax, marks, and any foreign matter down to the surface of the floor covering or finish will be removed. Strip floors using chemical stripping agents or abrasives, or a combination of both. Care will be taken not to damage the floor surface.
All stripping agent shall have been removed or neutralized before waxing. With a clean, dry floor apply a minimum of two (2) heavy coats of non-slip floor wax (not self-polishing).
Floors shall be buffed to a uniform gloss finish from wall to wall, including corners, free from dirt, traffic marks, and stains. Furniture or other equipment moved during floor stripping and waxing shall be returned to their original positions. Heavy furniture does not have to be removed. Any wax or stripping agent splashed or splattered upon walls, furniture, fixtures or equipment must be removed.
NOTE: Care must be taken to prevent floor wax or stripping agent from getting on operations and equipment cabinets. The Contractor must remove any floor wax or stripping agent applied to cabinets, and if the application and removal of the wax damages the finish of the cabinets, he/she shall be required to remove and refinish them at his/her own expense.
5.1.2.8 Shampooing Carpets and Rugs
Prior to shampooing, carpets and rugs shall be vacuumed free of all loose soil and debris.
Carpets and rugs shall be shampooed free of streaks, stains, and spots, and shall have a bright uniform color. Shampooing shall be done by the water extraction method. After
SCOPE OF WORK 2024 14 of 17 drying, furniture or other equipment moved for the shampooing shall be returned to their original positions. Heavy furniture does not have to be removed.
5.1.3 Restroom Services
5.1.3.1 Cleaning Restrooms.
Restroom fixtures, including water closets, urinals, lavatories, showers and sinks shall be washed inside and outside utilizing a disinfectant, and shall be free of stains and odors.
Pumice sticks and an approved toilet bowl cleaner shall be used to remove stains from urinals and water closets. Brushes, sponges, and cloths that have been used to clean any other part of the restroom (including water closets, urinals, walls, floors, and partitions) shall not be used to clean lavatories or sinks. Floors shall be swept/dust mopped free of dirt and mopped with a disinfectant. Floor drains shall be cleaned and flushed with a disinfectant. Wainscoting, partitions, walls, and doors shall be cleaned with a disinfectant and be free of dirt, stains, and graffiti. Mirrors and bright metal work shall be cleaned and polished; all other metal fixtures and hardware shall be cleaned. Waste containers shall be emptied, disinfected, and plastic liners replaced.
5.1.3.2 Servicing Restrooms.
Servicing restrooms shall include inspecting, replenishing, and cleaning supply dispensers. Restroom supplies shall include, but are not limited to, paper towels, toilet tissue, and soap. The Contractor shall stock restrooms with sufficient supplies to insure that the supplies will last until the next scheduled service. If dispensers become empty before the next scheduled servicing, the Contractor shall replenish them at no additional cost to the Government.
5.1.4 Other Services
5.1.4.1 Ready Rooms / Coffee areas
All external surfaces including tables, chairs, sinks, counter tops, coffee areas and kitchen appliances shall cleaned with a clean cloth or sponge dampened with detergent. After cleaning, wipe all surfaces with clean cloth and clean water. Clean any sinks, refrigerators and microwave ovens in the Tower cab. After cleaning, areas shall be left in a clean and sanitary condition.
5.1.4.2 Policing Grounds:
Paper, bottles, cans, and all other trash and refuse shall be removed from all grounds, sidewalks, and interior courts within the facility grounds. All removed items shall be deposited in the nearest waste container.

5.2 Emergency Services:
In the event that an emergency situation occurs, such as flooding, glass breakage, spillage of liquids, etc., prior to or after normal working hours, the Contractor shall be required to provide clean-up services. These services must be authorized by the CO and COR and will be paid separately by a Government purchasing card.
5.3 Waste Management
In accordance with EO 13514, FAA is required to divert from landfill or incineration facility disposal a minimum of 50% of the non-hazardous waste generated as a result of its operations. In support of meeting this requirement, the Contractor shall divert from landfill or incineration facility disposal a minimum of 50% of the non-hazardous waste generated as a result of the Contractor’s work, to the maximum extent feasible. In doing so, the Contractor shall appropriately utilize the facility’s existing waste and recycling program.

Performance Requirements Summary The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
