The work involves de-preserving and placing four MTU Detroit Diesel Model 20V8000M71L engines into full operational condition across multiple ships: USNS Brunswick, USNS Burlington, USNS Apalachicola, USNS Yuma, USNS Newport, USNS Carson City, and USNS Trenton. Work locations include Norfolk, Virginia (Fairwinds Terminal) and Port of Orange, Texas, with a performance window of May 11 through September 30, 2026, with flexible dates subject to Original Equipment Manufacturer (OEM) availability. The solicitation number is N3220526Q0052 under RFP No. N32205-26-R-XXXX.

The contractor must provide comprehensive reactivation services including material, equipment, staging, disassembly and reassembly, and coordination with ship's force for lockout/tagout procedures. Required work includes draining preservation oil, cleaning sumps, inspecting and maintaining coolant circuits, managing fuel systems, removing protective coverings, and performing function testing. Government-furnished materials include Exxon Mobil Delvac lube oil (1,540 gallons per ship) and DrewGard XTA engine coolant additive (1,400 gallons per ship), while the contractor must supply MTU-specified parts including O-rings, gaskets, fuel filters, filter cartridges, and other components. An OEM-authorized field service representative must be provided to ensure compliance with manufacturer standards and oversee all inspection, disassembly, reassembly, repairs, and testing. The contractor must submit pre-work qualification letters from the OEM, condition reports identifying any deficiencies, and as-released condition reports in PDF format, along with updated technical documentation and test data. This work qualifies as a ship critical safety item requiring OEM-authorized or MSC-qualified non-OEM technical service providers and parts.
