About this file
This is a specification document for Item #0212010.20A - Full Depth Reclamation work on local roads, prepared by the Town of Branford, Connecticut for the Reconstruction of East Industrial Road State Project Number 0014-0191. The project involves the preparation of a stabilized subbase course through in-place pulverizing and blending of existing bituminous concrete pavement and underlying granular material along East Industrial Road to a depth of eighteen inches. The work includes compaction of the stabilized subbase, modification of existing subgrades as needed, and construction of a 500-foot test strip at a location approved by the Engineer. The project scope extends from the Leetes Island Road intersection to west of Pin Oak Drive, including parts of the I-95 on and off ramp. Bid proposals are due by 2:00 PM on Thursday, January 8th, 2026, with public opening immediately following the submission deadline. Bids must be held for ninety days beyond the bid opening date. Contract documents are available on the Town of Branford website at www.branford-ct.gov.
The work shall be paid on a unit price basis per square yard for Full Depth Reclamation with a twenty-inch maximum depth, with thickness measured at 250-foot intervals and required to be within plus or minus one inch of specifications. The unit price includes all pulverizing, preparation, mixing, shaping, compacting, finishing, materials, equipment, tools, and labor. Areas not within allowable tolerance shall be corrected at no additional cost to the State. Additional aggregate may be added as directed by the Engineer and shall be measured and paid for under separate material items. The reclamation shall be accomplished using self-propelled traveling rotary reclaimers capable of cutting through asphalt to eighteen-inch depths, with equipment such as road planers or cold milling machines explicitly prohibited. Compaction must achieve a minimum of 95 percent of proctor wet density using vibratory rollers with high amplitude and low frequency vibration capability.

ITEM #0403833A
ITEM #0212010.20A - FULL DEPTH RECLAMATION
Description:
Work under this item shall consist of the preparation of a stabilized subbase course composed of a mixture of the existing bituminous concrete pavement and the underlying granular material. The manufacture of the stabilized subbase course shall be done by in-place pulverizing and blending of the existing pavement and underlying granular materials, and compaction. The process which results in a stabilized subbase course shall be accomplished in accordance with these specifications and conform to the specified grades and cross-sections shown on the plans or as directed by the
Engineer.
Where necessary, existing subgrades will be modified (raised or lowered to meet required design specifications. Any modification of this nature, if required, such as but not limited to the excavation and replacement of unsuitable materials, and shaping and fine grading the subgrade, will be accomplished under separate payment items. Removal and movement of the full depth reclamation subbase material to and from the roadway for these modifications is also to be accomplished under separate payment item (Item 0403871 – Handling Cold Reclaimed Asphalt
Pavement).
Existing asphalt pavement shall be pulverized to a depth of eighteen (18) inches along East
Industrial Road from the top of the existing pavement surface unless otherwise specified.
A 500-foot test strip will be constructed at the beginning of the project at a location approved by the Engineer.
Materials:
Materials for reclaimed asphalt pavements shall consist of existing bituminous pavement and the underlying granular material. When it is necessary to alter the gradation of the full depth reclamation subbase course or raise the grade line, additional aggregate or subbase material may be added as directed by the Engineer. However, no alterations are anticipated at this time.
If it is necessary to raise or lower any utilities or underdrains, the trench backfill material shall meet Section M.02.05 or have the approval of the Engineer.
Samples of material will be obtained by the Materials Testing Laboratory as often as deemed necessary by the Assistant Manager of Materials Testing. Reclaimed material for use of subbase is not explicitly required to meet gradation requirements set forth by Form 819, and it shall be at the discretion of the Engineer to determine if the material is suitable.
Additional aggregate, if directed by the engineer, shall meet or exceed Article M.02.06 sections
(2) Plasticity, (3) Resistance to Abrasion, and (4) Soundness.
Construction Methods:
Prior to the start of the pavement pulverization, all utilities and drainage systems shall be relocated as necessary.
Methods, equipment, tools, and any machinery to be used during construction shall be approved by the Engineer prior to the start of the project. Prior to the actual pulverization of the pavement, drop inlets or catch basins that might be affected shall be sufficiently barricaded so as to prevent silt or runoff from plugging the drainage system.
Sufficient surface drainage must be provided for each stage of construction so that ponding does not occur on the stabilized subbase course prior to the placement of bituminous concrete.
Reclamation shall be accomplished by means of a self-propelled, traveling rotary reclaimer or equivalent machine capable of cutting through existing asphalt to depths of up to eighteen (18) inches with one pass. Equipment such as road planers or cold milling machines designed to mill or shred the existing bituminous concrete, rather than crush or fracture it, shall NOT be allowed.
Existing bituminous concrete and the underlying granular material must be pulverized and mixed so as to form a homogenous mass of full depth reclamation subbase material which will bond together when compacted. This may require multiple passes with the reclamation machine.
Additional payments shall not be measured.
Additional aggregate, if directed by the engineer, shall be added during the pulverization process to ensure that it is thoroughly mixed into the full depth reclamation subbase.
Subgrade changes and additional excavation will be necessary to meet proposed grade lines and cross sections. In areas where the proposed roadway grade is below the present grade or excavations are required for pavement placement, the existing asphalt shall be reclaimed in-place and then placed in windrows or stockpiled while the additional excavation is performed. When the proposed subgrade elevation is achieved the reclaimed asphalt material will be placed back onto the roadway in lifts no greater than five (5) inches in depth before being compacted.
Compaction shall be achieved by the use of a vibratory roller having the capability of producing high amplitude and low frequency vibrations. The compaction of each lift of full depth reclamation subbase shall be a minimum of 95% of the proctor wet density (AASHTO T-180D).
Method of Measurement:
The full depth reclamation - local street work shall be measured for payment in square yards. The thickness will be as indicated on the plans, within plus or minus one (1) inch.
Measurement to determine the thickness will be made by the Engineer at intervals of 250 feet or as directed by the Engineer. Areas not within allowable tolerance shall be corrected, as ordered by the Engineer, without additional cost to the State.
Additional aggregate, if directed, shall be measured for payment under the requested material item.
Basis of Payment:
This work shall be paid for at the contract unit price per square yard for "Full Depth Reclamation
– 20" Maximum Depth. This price shall include all pulverizing, preparation, mixing, shaping, compacting and finishing of the full depth reclamation subbase and final compaction. The unit price also includes all materials, equipment, tools and labor incidental to the work described above.
