Projects/requirements will be awarded by individual task orders on an as needed basis. The contractor must furnish all materials, labor, equipment and transportation necessary to survey, perform sampling/testing, design, manage, and accomplish tasks. The scope of work may include a variety of tasks such as, but not limited to, carpentry, road repair, roofing, excavation, interior, electrical, steam fitting, plumbing, sheet metal, painting, facility construction, facility demolition, concrete, masonry, welding, and other related miscellaneous work. The contractor will be required to have a SABER focused task-force organization for effective management of task orders and responsive coordination with the Government SABER engineers.

1.2 SABER TECHNICAL SPECIFICATIONS, VOLUME I: The index to the Technical Specifications, Volume I, provides cross references to the Unit Price Book (UPB), Volume II.

Some specifications are broad in scope covering several UPB designators.

1.3 UNIT PRICE BOOK (UPB), Volume II: The UPB, Volume II, contains pricing information for the description of work to be accomplished and for the unit of measure specified. Each item listed has two corresponding unit prices; one for regular timework and one for non-regular (see para. 4.1.1. and 4.1.2.). Prices shown include material cost, delivery, equipment, and labor for installation.

1.3.1 The UPB, Volume II, consists of Divisions 1 through 16 which are applicable to

Divisions 1 through 16 of the SABER Construct Technical Specifications, Volume I.

1.3.2. Regular Time Unit Price (REG TIME YEN) applies to the contractor’s work to be performed during regular working hours of 6:00 A.M. to 6:00 P.M., Monday through Friday, including U.S. Legal Holidays.

1.3.3. Non-Regular Time Unit Price (NON-REG YEN) applies to the contractor’s work to be performed during non-regular working hours other than the regular working hours specified in paragraph 1.3.2.

1.3.4 Demolition rates (if applicable) are shown next to each item in UPB.

1.4 NON-PRICED ITEMS: Items not included in the UPB, but within the basic intent and general scope of the contract, may be negotiated and incorporated in a task order. These non-price items (NPI) may be incorporated in the UPB for subsequent use as a priced item by supplemental agreement of both parties, in conjunction with an annual update to the UPB to address economic conditions or separately at another time during the year. Added items of work shall be incorporated into and made part of the task order and shall be performed at the negotiated unit price. Non-priced work shall be so noted on each task order to be issued. For the NPI exceeding $2,000 or equivalent yen amount, the contractor shall provide the proposed price of such NPI along with two (2) other independent price quotations to demonstrate the price reasonableness of the proposed price.

1.2 Upon receipt of this notification, the contractor shall respond to the needs of the government within two (2) working days by:

a. Visiting the proposed work site in the company of the Contracting Officer or his authorized representative, or

b. Establishing verbal contact with the Contracting Officer or his authorized representative to further define the scope of the requirement.

1.3 Upon establishment of the scope of the individual requirement, the contractor shall then prepare his proposal for accomplishment of the task.

a. The Unit Price Book, Volume II, shall serve as the basis for establishing the value of the work to be performed on an unit price basis.

b. Non-priced work to be included in an individual requirement must be proposed by the contractor.

c. The contractor’s proposal must be supported by necessary documentation to indicate that adequate engineering and planning to accomplish the requirement has been done. Examples of documentation that might reasonably be expected would include drawings, calculations, catalog cuts, specifications, architectural renderings, etc. The contractor shall conform to US or Japanese code, whichever is stricter. The drawings must be signed by properly certified engineers. Costs for such documentation are assumed to be included in the total cost of the task order, which consists of sum of line item costs multiply with the coefficient and will not be paid for by the government.

The contractor is also required to submit other supporting documentation on an as necessary basis when requested by the Contracting Officer.

d. Time for submittal of the contractor’s proposal for individual requirements will be within

10 days upon receipt of Request for Proposal or as agreed upon by the government and the contractor.

1.4 Upon receipt of the contractor’s proposal, the government will review the proposal for completeness. However, the contractor is responsible for design deficiencies found during construction. The Government reserves the right to negotiate with the Contractor for any factors such as non-priced items, selection and its quantity of pre-priced items, work hours, and performance periods, and etc.
