About this file
This document is a question and answer (#5) related to Solicitation #01417 for Uniforms and Accessories issued by the Washington State Department of Enterprise Services. The solicitation seeks competitive bids to award a statewide Master Contract for uniforms, outerwear, footwear, and accessories. The document addresses a question regarding the minimum order quantities for silk screen customization services, noting that while the State prefers pricing for all quantity levels, bidders will not be automatically considered non-responsive if they cannot provide pricing for quantities below the 24-piece minimum order. The State reserves the right to use the provided minimum order pricing for evaluation purposes.
The document also reiterates that the solicitation does not allow for minimum order requirements or order-based surcharges per the Master Contract terms, and directs bidders to use the provided contract issue list if needed to address this requirement. No changes to the solicitation are required based on the questions and responses contained in this document.

| In the Services/Customization section of Exhibit B-1 for the opportunity above, the State is asking for Silk Screening in quantities that are lower than the minimum required for this service. If an offeror states that 1 – 12 and 13 – 24 quantities are below the minimum required, would that be considered non-responsive? If so, would you please update the price list to exclude these quantity levels from the request? The minimum quantity allowed for this service is 24 pieces. |
Enterprise Services prefers that bidders provide a price per item for each blank in the table provided in Exhibit B-1 for “Customizations”.
However, if a bidder is unable to provide pricing for all Customizations quantity columns based on minimum order limitations, the bidder will not be automatically considered non-responsive. Per Competitive Solicitation Section 4.2, Enterprise Services reserves the right – in its sole discretion – to determine whether a bid is responsive.
If no pricing is provided in certain cells of Customization quantities, Enterprise Services may use the price per each provided for the ‘minimum order’ quantity and multiply that price by the minimum order quantity. These prices are for evaluation purposes only.
An example is pictured below based on 25 minimum order scenario. In this example, prices in black were provided by the bidder and the prices in red were added by Enterprise Services for evaluation purposes only.
