About this file

This document contains a Question & Answer session and Amendment #1 for Solicitation #01417 for Uniforms and Accessories issued by the Washington State Department of Enterprise Services (Enterprise Services). The purpose of this solicitation is to establish a statewide Master Contract for eligible purchasers to purchase uniforms and related outerwear, footwear, and accessories. The key requirements include having physical locations (or subcontractors) for fit testing and alterations within 20 miles of certain Washington cities, as well as an existing website with an online product catalog and ordering system. The solicitation also addresses topics such as determining the low bidder, pricing approaches, and the inclusion of custom uniforms.

Regarding pricing, the solicitation notes that bidders must provide a percentage off discount for each item and allows for bidding both the Standard of Quality (SOQ) item and an alternative. The solicitation does not mention any set-asides, incumbents, or funding requirements. It states that the intent is to award a single statewide Master Contract, but does not specify the contract term or any renewal options.

Question & Answer #1 and Amendment #1 #01417 – Uniforms and Accessories

This document is posted to capture the questions received during the question & answer period for #01417 for Uniforms and Accessories.

#
Question
Response
Did this change the solicitation?
1
The first requirement states that “Bidder has physical locations (or subcontractors with physical locations) for fit testing and alterations within 20 miles of each of the following WA State cities: Olympia, Seattle, Spokane, Vancouver and Yakima.” This is a mandatory requirement.

Currently we are not aware of anyone that have 5 locations/subcontractors set up in the state. With the timelines in place, it is not feasible for proper vetting/review of locations and subcontractors if they are not already operational.

It was DES’s original intent that vendor have fit testing and alteration locations in the locations listed in the original requirement (Req #1).

Through vendor feedback, we realized that requirement might not be possible.

The requirement has been amended to encourage competition.

Yes – See changes to Requirement #1 in Exhibit B-3 Qualification Requirements (Exhibit_B-3-a1.xlsx) embedded below.

2
Is it the intent of the State that these facilities be currently open prior to the bid?

If not, do they need to be open by the award date? If not, when do they need to be open?

If they are not opened by the agreed date, will the contract be canceled?

The locations listed in response to the updated Requirement #1 should either be currently open and operational or open and operational within 180 days of contract award.

If it is found that locations are not operational within 180 days of contract award, the vendor may be found in breach of contract and the contract may be cancelled.

Yes – See changes to Requirement #1 in Exhibit B-3 Qualification Requirements (Exhibit_B-3-a1.xlsx) embedded below.

3
Some manufacturers do not have publicly available list prices as they do not sell directly to purchasers and only sell to distributors. If there is not a set price list, how are bidders to bid a percentage off?
List price does not have to be the manufacturer’s list price; it can reflect the bidder’s list (public) price.

Bidders will still have to provide a percentage off by manufacturer based on the bidder’s list (public) price in Section 2 of the tabs in Exhibit B-1 Price and Market Basket.

Awarded contractor can always offer a greater percentage off than established in the Master Contract.

No.

4
How will low bid be determined? There are 8 different tabs. Will all of the tabs be totaled up to determine low bidder? If it’s going to be awarded by tab, people could potentially going to 1 place for their pants and 1 place for their shirts, etc.
From Section 4.5 of the solicitation:

Enterprise Services will evaluate bid prices – to identify the lowest – by comparing the submitted bid prices provided in Exhibit B-1. It is imperative that bidders read all of the instructions found in Exhibit B-1, and follow them precisely. The bidder with the lowest total price will receive 100 points. Those bids with higher prices will receive a proportionately fewer points.

See response to Question #5.

No

Also, will the services/customization tab be considered in determining low bid? If so, which column will be used in the heat press/silk screening section? Most bidders would not want to be awarded alterations if the product isn’t purchased from them.
From Introduction of the solicitation:

The Washington State Department of Enterprise Services (Enterprise Services) is issuing this Competitive Solicitation pursuant to RCW chapter 39.26. Pursuant to this Competitive Solicitation, Enterprise Services intends to conduct a competitive procurement, establish, and award a statewide Master Contract for eligible purchasers to purchase uniforms and related outerwear, footwear and accessories.

From Section 2.1 of the solicitation: The purpose of this Competitive Solicitation is to receive competitive bids and award a statewide Master Contract for uniforms and related outerwear, footwear and accessories.

For clarification, “a statewide Master Contract” indicates one contract awarded for all products and services.

No.

6
Can you bid a price for both the SOQ item and an alternative? If so, how would you enter that since there is only 1 space?
No. Only bid one item per market basket line that meets or exceeds the Standard of Quality (SOQ) item specifications.

DES encourages all bidders to bid the SOQ item, if available.

No.

7
If this SOQ item and an alternate item are submitted, which item will be used to tabulate the bid total?
See response to #6
No.
8
Will % off essential manufacturers be considered in determining low bid?
See response to #4
No.
9
Not all manufacturers have catalogs with pricing. How would you like to handle that situation? Also, will original MSRP be the % taken off? Sometimes clearance prices are listed which wouldn’t be subject to further discount.
See response to #3.
No.
10
Under Services/ Customization, embroidery can vary based on stitch count. One emblem could take 5,000 stitches to complete, while another takes 15,000 stitches. There is a significant difference in cost. Can this be bid as cost/1,000 stitches? That way the state will pay for what they use. The current master agreement is set up this way to accommodate for this variance

DES has adjusted the pricing approach to the embroidery items under Services/Customization to reflect a price per item per 1,000 stiches.

Yes – See changes to Requirement #1 in Exhibit B-1 Price and Market Basket (Exhibit_B-1-a1.xlsx) embedded below.

11
It appears that there are no custom uniforms on the bid. Can you tell me if there is a 2nd bid that might be coming out that has “just” the custom uniforms on it?

Custom uniforms are not included in this bid. Custom uniforms will be addressed in a separate solicitation.

Questions or responses included in this document require changes to the solicitation document. The solicitation document has been updated and all changes are highlighted in yellow.

Any additional questions regarding this solicitation must be directed to the Procurement Coordinator listed below.
