About this file

This document is a question and answer record related to Solicitation No. 01417 for Uniforms and Accessories issued by the State of Washington. The solicitation seeks competitive bids to award a statewide Master Contract for the purchase of uniforms, outerwear, footwear, and accessories. The solicitation does not include options for leasing or renting uniforms. Vendors must provide a percentage discount off list price for various uniform and accessory categories, with the discount applying to all manufacturers within each category. Pricing for oversized items is to be based on standard sizes (S-XL), with no separate pricing allowed for larger sizes.

The resulting Master Contract will not list specific item prices, but rather the minimum percentage discount that must be offered by the vendor. Additional discounts can be provided at the time of purchase. No changes to the solicitation are required based on the questions and answers provided. The contract term and any renewal options are not specified in the document.

Question
Response
Did this change the solicitation?
1
Is this strictly for purchasing uniforms or is there potential to bid on Leasing or Renting the uniforms?
This solicitation and resulting master contract are strictly for the purchase of uniforms and do not include renting or leasing such uniforms.

No.

2
On the pricing tabs, Section 1 asks for a % discount off of the list price and then asks for a final price. Section 2 asks that a % discount other items by manufacturer and that it must match the discount given in column I of section 1.

Since different % discounts may be given for different products by the same manufacturer in section 1, it’s impossible to have that match in section 2.

In section 1 is it possible to only ask for a final(bid) price and eliminate list price and % off and just have the % off requirement for section 2? This would still give the ability for the state to determine low bid based on section 1 prices by item.

Percentage off list price (discount) should be the same for all manufacturer’s items in Section 1 of each tab (i.e. shirts, pants, etc.) and match the discount in Section 2.

Percentage off manufacturer can vary by tab (i.e. x% off 5.11 Tactical shirts, xx% off 5.11 Tactical pants, etc.).

The percentage off is the minimum discount the vendor must offer under the awarded contract. Additional discounts can always be offered at time of purchase.

For clarification, the awarded Master Contract will not list specific prices for specific items, but will simply list a percentage off (discount) by manufacturer for types (i.e. shirts, pants, etc.) of items.

No.

3
How would you put in charges for oversize on this solicitation? Many manufacturers charge different costs based on size. (i.e. 1 cost for S-XL and another cost for XXL and larger). If you try to blend the costs, the State could potentially pay a lot more and if you are allowed to charge for just what is oversize, you pay for what you actually use.
List prices (and resulting final price) in Section 1 of each tab of Exhibit B-1 should be based on a ‘standard size’ (S – XL).
No.

No questions or responses included in this document require any change to the solicitation document, this document stands alone.
