Cafeteria Performance Work Statement (PWS)
Executive Summary
The Federal Bureau of Investigation (FBI) Criminal Justice Information Services (CJIS) Division’s campus, located at 1000 Custer Hollow Road, Clarksburg, West Virginia (WV) is requesting a new cafeteria/food service contract. The Contractor will establish and operate, the FBI CJIS
Division’s cafeteria/food service of freshly prepared food, beverages, and other items as authorized by the Government, in accordance with all terms and conditions specified with the
Performance Work Statement (PWS). The cafeteria/food service facilities include a cafeteria with an integrated coffee bar in CJIS Main Building (CJIS Main), on-campus catering services, and a cafeteria in the Biometric Technology Center Building (BTC).
Food services are to be operated for the benefit of approximately 3700 personnel on the CJIS
Division campus. Approximately 2400 (65%) are housed at CJIS Main with the remaining 1300 at the BTC. The CJIS Campus is not open to the public due to security considerations; therefore, dining facility usage is limited to the building populations and approximately 60 daily authorized visitors.
The CJIS Division Campus cafeteria service has utilized multiple contractors over the past 30 years and is currently looking for a vendor to provide creative alternatives to the existing cafeteria with a more modern, flexible approach to the food services provided. The vendor should provide a new vision with innovative ideas to accommodate the 24/7 campus staff.
Options could include marketing for engagement with the cafeteria customers and possibly loyalty incentives.
Some ideas to consider that were obtained through an employee survey are as follows:
• Employees have expressed an interest in more variety, to include gluten free, sugar free, vegetarian, and ethnic food options.
• Employees would like value meal options and reasonable pricing with perhaps a daily special.
• CJIS is a 24/7 operation with the bulk of employees working Monday through Friday on day shift. However, there is a need for some type of weekend and late evening food service and coffee bar availability.
• Some other possibilities to consider are made-to-order, self-serve, and grab-n-go items.
Thank you for your time and consideration to help meet the needs of employees at this mission critical facility.
