The contractor must complete construction services to repair roofs and correct existing deficiencies across nine buildings within 180 calendar days from the Notice to Proceed. The project objective is to provide a weather-tight building envelope and repair roof damage caused by water infiltration.

Work must be performed Monday through Friday, 8:00 AM to 4:30 PM, with minimal impact on facility operations and patient care. The contractor is responsible for project management, site preparation, debris removal, fall protection compliance, site surveys documenting existing conditions, power washing, final water testing, and coordination with the VA's Contracting Officer (CO), Contracting Officer's Representative (COR), and Technical Representative. All work must comply with current IBC, NFPA, OSHA, local, and VA codes and standards. The contractor must obtain VA security clearance and adhere to VA security measures. Bids must be submitted as line items broken down by material and labor by trade. The contractor must provide all labor, materials, plans, engineering, and local/state inspections for 100% project completion and maintain as-built documents throughout construction.

Specific repairs vary by building: Building 4 requires a 20' x 20' Sikalastic RoofPro patch with five-year warranty; Building 5 includes a 20' x 20' JMC membrane main roof patch, canopy TPO roof membrane installation (20-year manufacturer's warranty), and drain pipe installation; Building 6 involves SBS roof cricket installation and canopy TPO membrane application with drain repairs; Building 7 requires complete roof system removal and TPO FleeceBACK installation with scuppers and walk pads; Buildings 100, 101, 102, and MB3 require various TPO membrane patches, flashing repairs, and silicone coating applications. All buildings require post-repair water testing and contractor warranties ranging from five to twenty years depending on the system installed.
