QUESTIONS AND ANSWERS 01
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1 Draft PWS, 3.2.7 and 5.1
Will the Government please provide technical specifications for the UAV capability, such as maximum size, range, payload capacity, etc. with the final RFP release?
The final specifications of the UAV will be provided if the Government executes the option.
2 Draft PWS, 5.6.1(a)(f) and 7.7.8
PWS para. 5.6.1(a)(f) states that detachment aircraft shall be “capable of handling two Mk-105 pendants, and the lifting sling prescribed in para. 7.7.8 (not simultaneously).” PWS para 7.7.8 then states that “the system(s) shall be capable of simultaneously handling two

Will the Government please clarify this requirement? If two Mk-105 pendants are to be handled simultaneously as stated in para. 7.7.8, will the Government please provide reference to the Navy publication that allows for more than one pendant on the hook at any time?
The “not simultaneously” clause in 5.6.1(f) means to exclude the ‘two Mk-105 pendants’ from ‘the lifting sling’, not the two Mk-105 pendants.
The use of two Mk-105 pendants simultaneously is a practice used by cargo handlers to expedite movement of light loads and retro load lifts.
3 Draft PWS, 7.7.8.g
“Minimum two 10ft single point extension pole for each airframe…” Is there an NSN or part number for reference that the Government can provide?
Sling pole compatibility is dependent on airframe. The Government requires airframe specific sling poles to be compatible with the capacity and geometry of the referenced lifting sling set.
4 Draft PWS, 7.7.8.f PWS para. 7.7.8.f states “The Contractor shall furnish the lifting equipment shown below, which shall be certified every two years or as determined by manufacturers required testing intervals. Contractor is required to

Are two sets of lifting equipment required on-hand with the Detachment at all times or will the Government allow for one set to be on-hand while the other set is inspected and certified?
5 Draft PWS, 13.9.3 Will the Government please clarify its intent in requiring COR approval for a Contractor to provide its designated contract pilots access to its own spare aircraft to accumulate proficiency flight hours?
Contractor pilots are do not require COR approval to accumulate flight hours in their spare aircraft. The contractor does need COR approval if they want to utilize the contract training hours allotted to their detachment to maintain mission critical qualifications while deployed in their spare aircraft.
