About this file

This is a Statement of Work (SOW) for gym equipment replacement at the Lunney Youth Center (Building 112) located at Misawa Air Base, Japan, under the 35th Force Support Squadron. The contractor must remove and replace three categories of gym equipment: bleachers, wall padding, and a gym divider net with its associated motor system.

The contractor is required to provide all management, tools, supplies, equipment, and labor necessary for project completion. All materials must be received by March 11, 2027, with installation to be completed within four weeks of material arrival. The contractor must work with the 35th FSS Point of Contact (Truman Turner, 226-3220, truman.turner.3@us.af.mil) to schedule the installation work. Normal operating hours are Monday through Friday, 0800-1700, except federal holidays, though extended hours may be approved by the Contracting Officer and Site Security Manager at no additional cost. The contractor must mobilize personnel, provide a call-in number, and notify the 35th FSS POC if installation will exceed the four-week timeline.

Specific equipment requirements are detailed in the appendices: new telescopic bleachers with approximately 40-person capacity featuring motorized and manual operation with ADA-compliant seating; wall padding replacement (alternating red and green, 2200mm height x 610mm width x 50mm thickness) meeting ASTM E84 Class A fire ratings; and a gym divider net system (27 feet high x 32 feet wide) with overhead electrical and manual suspension capability meeting NFPA 701 flame-resistance standards. The contractor must also remove and dispose of all old equipment off the Misawa installation, minimize infrastructure damage, and repair any damage caused during removal to its existing state. The contractor is responsible for quality control, maintaining government security and safety standards, obtaining necessary base access badges for personnel, conserving utilities, complying with Japanese environmental and road laws, maintaining automobile insurance per Japanese requirements (¥3,000,000 property damage and ¥30,000,000 bodily injury), and developing a safety plan. Work areas must be secured to prevent youth access, and the walls in Building 112 contain asbestos, so items cannot be installed requiring puncture of wall surfaces.
