About this file
This is a Performance Bond document issued by Mt. San Antonio College, a public institution in Los Angeles County, California, establishing the bonding requirements for contractors awarded service contracts. The document serves as a template that requires bidders to furnish a performance bond equal to 100% of the contract price, ensuring faithful execution of all work and materials specified in the underlying contract. For the referenced Heating Hot Water Boiler Maintenance contract (RFP #2026-006), the college seeks a qualified contractor to provide comprehensive preventative maintenance services for fifty-four (54) condensing and non-condensing boilers across campus through a five-year term beginning October 1, 2025. Required services include routine inspections, cleaning of heat exchangers and burners, testing of safety controls, combustion efficiency adjustments, and comprehensive work documentation for equipment manufactured by Ajax, Ace, Laars, Raypak, RBI, ATH, U.S. Boiler, Lochinvar, Rheem/Ruud, Patterson-Kelley, and Cleaver-Brooks, with each unit rated at 2,000 MBH or less. A mandatory pre-proposal meeting is scheduled for July 29, 2025, at 10:00 a.m., with proposals due by August 11, 2025, at 2:00 p.m. All work must comply with California Mechanical Code and South Coast Air Quality Management District (SCAQMD) regulations.
The performance bond must remain in effect for the contract duration plus the warranty and guarantee period, with the surety continuing to hold obligation if the contractor fails to complete satisfactory repairs, replacements, or full protection against defects in materials or workmanship. The bond document requires a California-admitted surety insurer, notarial acknowledgment of all surety signatures, and a Power of Attorney and Certificate of Authority from the surety. The college will evaluate proposals using a best-value procurement method with weighted criteria including experience and qualifications (30%), proposal narrative quality (20%), pricing (35%), and local representation (15%). Bidders must provide hourly rates for non-emergency and emergency repair work, along with a minimum service call cost, with potential price adjustments after the first year based on the LA/Riverside Consumer Price Index. The solicitation does not specify set-aside designations for disadvantaged enterprises, and a specific budget range is not disclosed, though the comprehensive nature of the maintenance contract and boiler count suggests substantial contract value.
