About this file

This document is a draft solicitation from the Washington Department of Enterprise Services for a new cooperative purchasing agreement, 00224, for Audio-Visual Solutions. The State is requesting input from vendors on the draft requirements and bid submission documents. The solicitation requires vendors to provide pricing and labor rates for a variety of Audio-Visual equipment, installation, design, and consulting services for a permanent Audio-Visual solution in a large conference room. The solution must accommodate in-person and remote audiences, including provisions for American Sign Language interpretation and real-time captioning. Vendors must complete and submit several bid pricing worksheets covering equipment, labor, extended warranties, and managed support options. The contract will be awarded to multiple vendors, with no geographic restrictions, for an initial term of three years with two optional one-year renewals.

The pricing terms in the solicitation require vendors to provide hourly rates for various Audio-Visual positions as well as a percentage markup above contractor cost for specific equipment brands. Vendors must also specify their prevailing wage rate percentages for applicable job classifications and counties. The contract has small business and Executive Order 18-03 set-aside requirements. Awarded vendors will be able to sell the contract offerings to eligible purchasers throughout the State of Washington and defined local jurisdictions.

1. Instructions Solicitation 00224 (Audio-Visual Solutions) Exhibit C - Tab 1. Bid Price Instructions Solicitation 00224 (Audio-Visual Solutions) Exhibit C - Bid Price - Tab 4. Labor Instructions

Instructions to Bidders: This Bid Price Workbook includes six (6) worksheets.

1. Instructions (gray tab)

2. Design Scenario (green tab) (scored)

3. Bid Price-Equipment (yellow tab) (scored)

4. Bid Price-Labor (orange tab) (scored)

5. Bid Price- Warranties & Managed Support (blue tab) (scored)

Bidders must complete bid tabs two (2) through five (5) and "answer" all scored and non-scored portions within those tabs in order to be considered a responsive bidder. An "answer" means Bidders must answer the prompt in the designated answer cell. Even if Bidders do not offer the requested goods and/or services, Bidders must still answer in the designated cell by specifying "Not Applicable" (N/A), or by providing a written explanation that bidder does not offer such goods and/or services. A Bidder's failure to provide an answer may be grounds for the bid to be considered non-responsive. Please note that any fees, charges or costs not identified herein will not be allowed as part of 00224 pricing. Hourly rates must be all-inclusive of all other fees and expenses, including any additional requirements from Purchasers. A sample of a responsive bid is included below.

Do not alter any other portions of this workbook, except for removing or adding rows or columns and modyfing the height or width of a row or column.

Instructions to Bidders: Provide the following information

1. Regions: Select the region bidder is submitting a bid for by selecting a "check-box" for the respective region. If bidder submits bids for multiple regions, select multiple "check-box's" as applicable. (not scored)

2. Physical Base of Operations: Identify the address for bidder's Physical Base of Operations within the region bidder is submitting a bid for. If bidder submits bids for multiple regions, bidder must identify its Physical Base of Operations for each respective region. (not scored)

3. Maximum Hourly Rates: Provide the Maximum Hourly Rate for each Audio-Visual position in the Hourly Rates section. (not scored)

4. Prevailing Labor Rates: Specify bidder's percentage bid above the prevailing wage rate for the Trades and Job Classifications. Bidder's percent bid will be used in a formula to calculate adjustments to the rate by the Department of Labor & Industries (L&I) during the term of the contract. The formula used for calculating adjustments is as follows: Bidder's percent (%) bid * Prevailing Wage Rate = Adjusted Prevailing Wage Rate. Bidders must also specify which county or counties bidder's percentage bid applies to. If Bidder is submitting a bid for multiple regions, add rows and columns as neccesary to address any differences in bidder's percentage bid across regions and/or counties. If there are no differences between bidder's percentage bid across regions and/or counties, bidder must state its percentage bid is "applicable to all" or other verbiage indicating that the percent bid applies to all regions and/or counties. (not scored)

2. Design Scenario

AUDIO-VISUAL (AV) SOLUTIONS - Design ScenarioNO. 00224
Background Information
Facts: A customer contacts you requesting your company to design a comprehensive audio-visual setup for a presentation in a large conference room. The presentation will have a presenter, who will present to an in-person and remote audience. The remote audience will conference into the presentation through Microsoft Teams from a work laptop. The in-person group consists of roughly fifty (50) people. Some of the in-person attendees are hard of hearing or deaf. Accordingly, the customer has contracted for accommodations with an American sign language (ASL) interpreter and for real-time captioning services. The hard-of-hearing attendees have Bluetooth- or Telecoil-based hearing aids or cochlear implants and a Smartphone capable of connecting to Bluetooth or Wi-Fi.

Room Information: This hypothetical room is square 80'x 80' with 20' clearance from floor to ceiling. A raised stage is located in the room, which faces rows of parallel chairs. The ceiling is a standard-drop ceiling and the walls are constructed of drywall. There is no insulation in the walls. The flooring is flat and made of carpet. During the presentation, the background noise within the room may at times be high due to audience interference. The level of background noise outside the room will be low throughout the presentation. The room has no windows. No Audio-Visual equipment is installed in the room. The Audio-Visual Solution is intended to be a permanent fixture. Assume the room conforms to all standard Washington State building codes necessary for your work.
