About this file

This is a Performance Work Statement (PWS) for custodial services at three recreation cabins located on the Olympic National Forest's eastern side. The contractor must provide all personnel, supplies, supervision, tools, materials, equipment, and transportation necessary to perform weekly cleaning and monthly maintenance services at Louella Cabin (700 sq ft), Interrorem Cabin (400 sq ft), and Hamma Hamma Cabin (1,000 sq ft). Services must be performed every Thursday or Friday between 12:00 p.m. Thursday and 2:00 p.m. Friday to avoid interference with cabin reservations. The contract is a firm fixed-price, non-personal services award with a base year running from December 1, 2026 through November 30, 2027, followed by four optional one-year periods through November 30, 2031.

Weekly cleaning tasks include disinfecting kitchen surfaces, sinks, countertops, and appliances; damp wiping all doors and cabin-wide surfaces; sweeping floors; removing cobwebs and dust; cleaning entryways; sanitizing bathrooms; cleaning windows; removing guest food and waste; and inspecting for rodent or insect infestation. Monthly services require damp mopping interior floors, cleaning exterior windows, disinfecting drawer and cabinet interiors, laundering mattress covers and curtains, vacuuming floor rugs, inspecting smoke alarms and carbon monoxide detectors, maintaining lawn mowing, and clearing vegetation at least five feet from structures. Restocking requirements include propane light mantles, toilet paper, hand soap, mouse traps, and waste receptacle liners. The contractor must develop a Quality Control Plan, work plan identifying the assigned cleaner, and bioproduct materials list within fourteen days of award. Performance standards require 100 percent adherence to the cleaning schedule, with 90 percent acceptable quality levels for cleaning, housekeeping, and groundskeeping tasks; missed service days and quality deficiencies result in payment deductions ranging from 1 to 5 percent of monthly invoices. The government furnishes cabin keys and lawnmowers at Louella and Hamma Hamma cabins only; the contractor is responsible for all other equipment, supplies, and utility conservation practices.
