About this file

This document is a Fort Carson Emergency Response Process presentation that outlines the procedures for Colorado Springs Utilities (CSU) to respond to gas and electric emergencies at Fort Carson military installation. CSU is required to respond to Fort Carson within one hour of receiving a call from the Service Order Desk (SOD) Work Control (WC), which is responsible for triaging all initial emergency calls from Fort Carson customers.

For gas emergencies classified as Priority 1, the SOD WC collects call information, directs customers to contact Fort Carson Fire Department, and either dispatches BaseOps technicians for interior leaks/housing meter leaks or calls CSU Dispatch at (719) 668-8800 for exterior leaks on gas mains, service lines, or commercial meter sets. CSU Dispatch creates an order and notifies CSU Gas Control, who assigns resources and sends responders to Fort Carson during M-F 0700-1530 hours or to standby responders after hours. Responders must notify arrival time at the gate via radio and provide SITREPs (situation reports) if the incident involves safety/life/health concerns or customers will be without service for more than two hours. For gas emergencies requiring relights, the CSU Gas Control calls SOD WC to request a relight, SOD WC notifies the plumbing shop and fire department, and the plumbing shop meets the CSU responder to complete the relight process. For Priority 2 or 3 gas calls, CSU monitors Teams notifications with 24-hour and 30-day response windows respectively. Electric emergencies follow a similar triage process with CSU responding to multiple building outages, electric distribution system issues, or downed wires as Priority 1 emergencies, while single building outages are assigned to BaseOps. Electric SITREPs are required for safety/life/health events, outages exceeding two hours, and any downrange electric outages. The document includes four tabletop scenarios—two gas and two electric—to illustrate proper emergency response procedures and coordination between CSU, SOD WC, BaseOps, and Fort Carson entities.
