About this file

This addendum document pertains to the Oregon Department of Transportation's (ODOT) Request for Competitive Quotes for crack sealing and repair services on Highway 28 in the Pendleton John Day area within District 12. The project requires suppliers to provide all labor, materials, equipment, machinery, and traffic control necessary to repair and reseal cracks in flexible pavements across approximately 180,000 linear feet of roadway, commencing at mile post 15.0 and working toward mile post 5.0. Work must be completed in no more than 2-mile stretches while coordinating northbound and southbound lanes, with crack sealing required across the full roadway width including travel lanes and shoulders. Electronic quote submissions through the OregonBuys eProcurement system were required by March 4, 2026, with requests for clarification due seven calendar days prior to closing. Work is scheduled to commence no earlier than September 21, 2026, with substantial completion required by October 31, 2026, and final completion by November 16, 2026. The contract will be awarded to the responsible offeror submitting the responsive quote with the lowest total price.

Pricing is determined on a per-linear-foot basis for accepted sealed cracks and includes all labor, materials, equipment, traffic control, and incidental costs. This procurement is restricted to Emerging Small Businesses (ESBs) certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID). Contractors must be licensed with the Oregon State Construction Contractors Board, maintain a Public Works bond, comply with prevailing wage requirements established by the Oregon Bureau of Labor and Industries for Region 12 (effective January 5, 2026), and maintain at least 51 percent of labor using their own workforce. Sealant materials must be approved on the Qualified Products List and meet hot-applied joint sealant requirements for asphalt pavement, heated to a minimum of 280°F but not exceeding 400°F. Bid security equal to 10 percent of the total bid amount is required, with performance and payment bonds each equal to 100 percent of the awarded contract price required upon selection. Contractors must achieve a production rate of approximately 10,000 linear feet per 10-hour shift and demonstrate financial capability and relevant experience with similar projects completed within the last three years.
