About this file
This is a Mini-RFP issued by the Oregon Department of Transportation (ODOT) on behalf of the City of Hood River for architectural and engineering (A&E) and related services under Price Agreement series TLUP '21 Land Use Planning. The project, designated TGM 1C-24 Hood River Historic Columbia Highway Integrated Land Use Area and Transportation Plan, seeks to synchronize local, state, and federal investments along the Historic Columbia River Highway corridor in Hood River to establish policy groundwork for multi-modal, mixed-use redevelopment. Eligible proposers must hold an existing Price Agreement in the identified PA series. The project will deliver an adoption-ready streetscape cross section, zoning overlay, and implementation plan with planning-level budget estimates while integrating ongoing initiatives including the Westside Area Concept Plan, Urban Renewal District, Parks Master Plan, Affordable Housing Strategy, Transportation System Plan, and Cascade Avenue Design Refinement Plan. The work is anticipated to commence in Winter 2026 and be completed by Spring 2027. Proposals must be submitted via OregonBuys by the Bid Opening Date specified in the system. The City of Hood River, as the Local Public Agency (LPA), will make the final consultant selection using a two-tiered evaluation process, with ODOT conducting the initial pass/fail evaluation and the LPA conducting the final scoring and ranking.
Compensation will be provided on a fixed price per deliverable basis in accordance with the parent Price Agreement requirements and applicable compensation exhibits. The project is federally funded through the Federal Highway Administration (FHWA). As of October 3, 2025, the Disadvantaged Business Enterprise (DBE) program requirements have been suspended pending implementation of the new DBE Interim Final Rule, and ODOT has not set a DBE goal for this work order contract. A Proposer's offer is firm and irrevocable for a minimum of 180 days following the Bid Opening Date. The evaluation committee, composed solely of LPA members, will score proposals on four criteria: Key Staff Experience (25 points), Project Approach (40 points), Work Samples (25 points), and Clarity of Proposal and Conformity with Requirements (10 points), for a maximum of 100 points. Interviews or follow-up questions may be conducted and could add up to an additional 100 points to the final score. The selected proposer must provide a detailed Breakdown of Costs within seven calendar days of receiving the intent to award notice and must include at least one Oregon Registered Professional Engineer in active status to perform engineering services under the contract.

The purpose of the Project is to synchronize local, state, and federal investments along the Historic Columbia River Highway (“HCRH”) Cascade Avenue and Westcliff Drive (“Project Corridor”) in the City of Hood River (“City”) to lay the policy groundwork for new multi-modal, mixed-use redevelopment along the corridor. Much planning has already been completed to this end including the Historic and Commercial Gateway, and updated land use regulations. The Project will build on these previous and on-going efforts and integrate key elements into updated land use, development code and Transportation System Plan amendments. These ongoing projects or initiatives include:
· Westside Area Concept Plan (https://digitalcollections.library.oregon.gov/nodes/view/204469);
· Westside Urban Renewal District (cityofhoodriver.gov/urban-renewal/westside/);
· Hood River Multi-Jurisdictional Parks (hoodriverparksandrec.org/master-plan);

The Project must establish an adoption-ready streetscape cross section, zoning overlay, and implementation plan with planning level budget estimates. The Project must align transportation investments and corridor planning/place making strategies to create a vibrant and active multimodal corridor redevelopment area. The Project must embrace the historic nature of the Columbia River Highway, while promoting cohesive mixed use development pattern, supports the community's growth, and creates a gateway identity when entering the City.
The WOC is anticipated to start Winter 2026 and is expected to be completed by Spring 2027.
Proposers responding to this Mini-RFP do so solely at their expense. Agency is not responsible for any Proposer expenses associated with this Mini-RFP.
The selected Proposer and Agency will negotiate the delivery schedule, costs and final Statement of Work, within the scope of what is advertised here, for inclusion in the final WOC. Pending successful negotiations, the selected Proposer shall perform its obligations according to the WOC and applicable terms and conditions of the parent PA and exhibits thereto. Agency reserves the right to modify the Services as necessary to meet Agency needs.

Changes or modifications to this Mini-RFP will be binding on Agency only if in the form of official Addenda issued by the Agency and published on OregonBuys in the Bid Solicitation Attachments section for this Mini-RFP.
1.7 PUBLIC RECORDS
After the evaluation/selection and negotiation process is complete, Proposals will be open to public inspection in accordance with ORS 279C.107. If a Proposal contains any information that may be considered exempt from disclosure under the various grounds specified in Oregon Public Records Law, ORS 192.311 through 192.478, the Proposer must clearly designate the portions of its Proposal that Proposer claims are exempt from disclosure, along with a justification and citation to the authority relied upon. Proposer must also submit a second version of the Proposal with the text claimed as exempt from disclosure redacted. Application of the Oregon Public Records Law shall determine whether any information is actually exempt from disclosure. Identifying the Proposal in whole as exempt from disclosure is not acceptable. If Proposer fails to identify the portions of the Proposal that Proposer claims are exempt from disclosure and the authority used to substantiate that claim, Proposer is deemed to waive any future claim for non-disclosure of that information.
SECTION 2.0 PROPOSAL AND SUBMISSION REQUIREMENTS
Unless otherwise provided in this Mini-RFP, by submitting a Proposal, each Proposer agrees to be bound by and comply with the terms and conditions of the Proposer’s existing PA, as amended. Proposals must comply with ALL requirements marked as “PASS/FAIL” to be considered for further evaluation.
2.2 REQUIRED ITEMS AND SCORING DEDUCTIONS
Notwithstanding the scoring deductions, to be considered responsive, the Proposer must substantially comply in all material respects with applicable solicitation procedures and requirements and the solicitation documents.
· Proposals will receive a 2% scoring deduction, based upon the total available points, for each item in section 2 marked as “REQUIRED” that is incomplete (except for minor informalities). Incomplete items must be completed and submitted within 2 business days of a request by Agency. Incomplete items must be delivered via email to the Purchaser in order to provide an appropriate time stamp. Failure to complete and deliver incomplete “REQUIRED” items within 2 business days of request by Agency shall result in Proposal rejection. Time limitations will be based upon the time of the request sent by Agency and the time of the e-mail sent in response to Agency request.
· Scoring deductions are on an average score per Proposal basis and not a deduction per evaluator. For example, if a Proposer received an average score of 92 points from the evaluation committee, a 2%scoring deduction would result in a Proposal score of 90. (Percentage will be rounded to either the lower number if under .5% or to the higher number if .5% or over.)
2.3 PROPOSAL DEADLINE AND SUBMISSION FORMAT (PASS/FAIL)
Agency will not accept Proposals submitted after the Bid Opening Date for this Mini-RFP in OregonBuys.
