About this file

This is an Award Submittal Requirements attachment for the Oregon Department of Transportation (ODOT) related to the TGM 1C-24 Hood River Historic Columbia Highway Integrated Land Use Area and Transportation Plan Mini-RFP. The document outlines mandatory submission items required from selected consultants, including breakdown of costs, certificates of insurance, COI disclosures, lists of subconsultants, and quality plans if expired or requiring revision. The project aims to develop an integrated plan synchronizing local, state, and federal investments along the Historic Columbia River Highway corridor in Hood River, with focus on Cascade Avenue and Westcliff Drive. The proposal submission deadline is December 18, 2025, through OregonBuys, with project commencement anticipated in Winter 2026 and completion by Spring 2027. Proposers must be Oregon Registered Professional Engineers and will be evaluated on four criteria: Key Staff Experience (25 points), Project Approach (40 points), Work Samples (25 points), and Clarity of Proposal (10 points).

The contract will utilize a fixed-price per deliverable arrangement with monthly progress payments. ODOT prefers ACH direct deposit payments for consultant compensation and recommends that consultants offer ACH payments to their subcontractors when applicable. The project is federally funded through the Transportation and Growth Management Program, a joint initiative of ODOT and the Oregon Department of Land Conservation and Development, with financing from Federal Highway Administration grants, local government, and State of Oregon funds. The Disadvantaged Business Enterprise (DBE) program requirements have been suspended pending implementation of a new Interim Final Rule, with no DBE goal established; however, federal nondiscrimination requirements under 49 CFR Part 26 remain applicable. Proposers must comply with Oregon tax laws, conflict of interest disclosures, and pay equity requirements.

Attachment 1 – Award Submittal Requirements

Please email to me, the Contract Coordinator, the following items if marked as “REQUIRED” in the Mini-Solicitation (see detailed requirements and due date for each item in Section XX of the Mini-Solicitation).

• Breakdown of Costs

• Certificates of Insurance

• COI Disclosure

• List of Subconsultants

• Quality Plan (If it has expired or requires revision)

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
