About this file
This is a Notice of Intent to Award issued by the Oregon Department of Transportation (ODOT) Procurement Office for solicitation S-73000-00015550 regarding the TGM 1C-24 Hood River Historic Columbia Highway Integrated Land Use Area and Transportation Plan project. David Evans and Associates, Inc. has been selected as the top-ranked firm for negotiations of a Work Order Contract to provide personal services for developing an integrated plan along the Historic Columbia River Highway corridor in Hood River, Oregon. The project focuses on synchronizing local, state, and federal investments along Cascade Avenue and Westcliff Drive to establish policy frameworks for multi-modal, mixed-use redevelopment. The selected consultant must complete a statement of work and cost breakdown during the negotiation phase, with negotiations anticipated to conclude within the timeframe specified in the notice. Lewis Kelley serves as the ODOT Project Manager and will coordinate contract negotiations. No work is authorized until the Work Order Contract is executed and the consultant receives written notice to proceed from the ODOT PM. The notice includes a detailed negotiation schedule requiring the consultant to respond to work session comments within five business days, submit a breakdown of costs within 5-10 business days of final scope approval, and complete all negotiations and legal sufficiency reviews within 15-20 business days of submission.
The breakdown of costs must demonstrate subcontractor utilization to meet the Disadvantaged Business Enterprise goal established in the mini-solicitation, though the notice does not specify a particular DBE percentage. The project is federally funded through the Transportation and Growth Management Program, a joint initiative of ODOT and the Oregon Department of Land Conservation and Development, with financing from Federal Highway Administration grants, local government, and State of Oregon funds. The contract will utilize a fixed-price per deliverable arrangement with monthly progress payments. The project is anticipated to commence in Winter 2026 and be completed by Spring 2027. If the consultant and ODOT cannot reach agreement on costs, tasks, or other contract requirements within the specified timeframe despite good-faith negotiations, ODOT may terminate negotiations and begin discussions with the next highest-ranked firm.
