About this file

This is an Invitation to Bid (ITB) issued by the Oregon Department of Transportation (ODOT) for the procurement of non-corrosion inhibited solid sodium chloride (road salt) for winter maintenance. The solicitation is divided into two service areas: the west service area (ODOT Regions 1, 2, and 3) and the east service area (ODOT Regions 4 and 5). Bidders may submit offers for either or both service areas, with ODOT anticipating awarding one or two contracts. The bid is to be submitted electronically through the OregonBuys eProcurement system, with the bid opening date and time specified in the system. The anticipated contract term is 3 years, with potential extensions up to a maximum of 10 years, subject to ODOT's needs and funding availability.

The procurement will be awarded based on the lowest responsible bidder for each service area, with quantities listed on the Bid Pricing Form being estimates for a one-year period. Bidders must have a minimum of 3 years of experience providing similar goods and submit at least three references. The contract will be compensated using fixed unit prices, with ODOT reserving the right to adjust quantities as needed. The ITB includes provisions for potential price adjustments, location additions or deletions, and contains requirements for insurance, business registration, and pay equity compliance. Pricing will be evaluated with potential reciprocal preferences applied for out-of-state bidders, and the solicitation emphasizes ODOT's commitment to diversity, equity, and inclusion in the procurement process.
