About this file

This document is a Questions and Answers file for a US101 Emergency Repair Project issued by the Oregon Department of Transportation (ODOT), addressing mile posts 314.7 and 344.5 in Crook County. The project involves roadway reconstruction, including replacing a 24-inch culvert, repairing damaged guardrails, and rebuilding the roadway with 36 inches of stone embankment, 12 inches of aggregate base, and 9 inches of asphalt concrete pavement. The bid submission deadline is August 28, 2025, with substantial completion targeted for December 12, 2025, and final completion set for December 18, 2025. The Q&A document addresses several key contractor inquiries, including contaminated media disposal, project limits, design file availability, and machine control guidance.

The project is eligible for Federal Highway Administration (FHWA) Emergency Relief Program reimbursement and emphasizes diversity, equity, and inclusion by encouraging participation from minority, women, emerging small, and veteran-owned businesses. Contractors must comply with Buy America and Build America Buy America Act requirements, particularly for steel, iron, and manufactured products. Prevailing wage rates from the Oregon Bureau of Labor and Industries will apply, and contractors must perform at least 30% of the contract work with their own organization. While a specific budget is not disclosed, the project involves complex technical and environmental components, suggesting a significant infrastructure investment with potential federal funding support.

S-73000-00014476 US101: MP 314.7 AND MP 344.5 EMERGENCY REPAIR – Questions & Answers 8/26/2025

1. Question: Section 00294 discusses contaminated media at both work site locations. Mile Post 344.5 was mostly rebuilt by Knife River in late 2024. Both shoulders were excavated and rebuilt and the specifications at that time indicated the media was contaminated with diesel. There was supposedly 111 CY of this contaminated media on that project. I guess I don’t see how this site could have lead contaminated soil on this project unless Knife River rebuilt it with lead contaminated material. My question: is there lead contaminated media requiring disposal at MP 344.5, or was this mistakenly added to this work site location?

Answer: On the past project not all the shoulders were rebuilt at MP344.5. There were two options back then and are still valid today: (1) Disperse the “Shoulder Soils” on the ROW as determined by the Engineer. OR (2) Pay for disposal as a solid waste. Therefore, there is still lead contaminated media at this location

1. Question: The plans indicate worksite MP 344.5 begins at STA 37+05 and ends at STA 42+10. Section 00294 of the Specials is indicating the contaminated media begins at STA 35+00 and ends at STA 45+00 with a quantity of 140 CY. The beginning and ending STA’s in the Specials are well beyond the construction limits shown in the plans, and the quantity in the bid is based on the limits in the Specials. Is it the intent to excavate this supposed “contaminated media” well beyond the project limits shown in the plans?

Answer: No, you don’t need to excavate the “contaminated media” beyond the project limits shown in the plans. The testing always goes beyond the limits of work in the event the project limits are changed based on additional damage to the highway

1. Item #13 Reflective Barrier Panels; what are these intended for, I don’t see temp concrete barriers being used?

Answer: This Item is removed. See Bid Pricing Form Revised

1. Is there design info and files for this project to be used to rebuild the roadway to a designed grade?

Answer: Yes.

1. If yes to #4, will ODOT share the design files and provide LandXML files to be used for machine control/ guidance?

Answer: Yes

1. If yes to #5, will machine control/ guidance be accepted in lieu of setting wooden hubs or other physical grade staking to rebuild the Stone Embankment and Aggregate Base profiles?

Answer: Yes.

1. Considering the requirements for the contaminated media and the need to find disposal locations and analytical testing of the soil, as well as the friable asbestos, I am requesting an additional 7 days for bidding purposes. Alternatively, if those requirements were inadvertently added and not needed on this project, the additional days are not needed.

Answer: At this time, the bid will not be extended. The answer to #1 should help.
