About this file
This is a Notice of Intent to Award issued by the Oregon Department of Transportation (ODOT) Procurement Office for Construction Administration and Construction Engineering & Inspection (CA/CEI) services on the US101 Culverts project (S-73000-00013723) spanning mileposts 73.46 to 136.29 in Tillamook and Lincoln County. David Evans and Associates, Inc. has been selected as the top-ranked firm for negotiations of a Work Order Contract (WOC) to provide Architecture and Engineering (A&E) and related services. The project involves the rehabilitation or replacement of culverts identified as being in poor or critical condition, along with construction of a water quality biofiltration swale near milepost 76.76. The anticipated project timeline runs from February 1, 2026, to February 28, 2027. No work is authorized until execution of the WOC and issuance of a written Notice to Proceed from the ODOT Project Manager, Anita Eaton.
The negotiation process follows a structured timeline with defined activities and responsible parties, beginning within 5–10 business days of the Notice of Intent to Award and anticipated completion within the specified schedule. The Consultant must submit a Breakdown of Costs (BOC) demonstrating subcontractor utilization to meet the Disadvantaged Business Enterprise (DBE) goal established in the Mini-Solicitation. Required award submittal items include billing rate information, cost disclosure questionnaire, breakdown of costs, certificates of insurance, and a list of subconsultants. The contract will be funded by Federal Highway Administration (FHWA) and State funds, with payment made for completed tasks or acceptable monthly progress. If negotiations cannot reach agreement on costs, tasks, or other WOC requirements within the specified timeframe, ODOT reserves the right to terminate negotiations and proceed with the next highest-ranked firm.
