Special Provisions

PROJECT NAME: 2025 I-84 Bridge Approach Paving Bundle.

SCOPE OF WORK: Work includes the cold plane pavement removal of the listed bridge approaches, and the inlay of 2 inches of HMAC to match existing grade. Contractor to provide all required traffic control, temporary pavement markers.

ODOT will install permanent striping once jobs are completed.

WORK LOCATION:

· The Dalles Oregon, I-84 Mile Post 99.87, Deschutes River bridge # 00332C only west bound direction.

· Wasco Oregon, I-84 Mile Post 114.60, John Day River bridge # 00108B both east & west bound directions.

APPLICABLE SPECIFICATIONS: The Specifications which are applicable to the work on this project are the 2024 Oregon Standard Specifications for Construction (“Standard Specifications”), which are by this reference incorporated herein and the Special Provisions. The Standard Specifications include detailed technical specifications in Sections 00200 and beyond that apply to this ITB and any resulting Contract. Some sections of the technical specifications may be identified and modified in the Plans and Specifications. Sections of the technical specifications not identified in the Plans and Specifications remain applicable to the Contract according to their original terms.

Sections in Part 00100 of the Standard Specifications (General Conditions) are not applicable to the Contract unless they are specifically identified in the Plans and Specifications as being applicable. However, if a Part 00100 section that has been identified as being applicable references another section in Part 00100, or a technical specification (Parts 00200 and beyond) references a section from Part 00100, that section from Part 00100 applies to the Contract for purposes of supporting and giving full effect to the specification that referenced it. COOPERATION WITH UTILITIES: This project is located within the Oregon Utility Notification Center area, which is a utilities notification system for notifying owners of utilities about work being performed in the vicinity of their facilities. The Contractor shall notify owners of Utilities prior to the performance of work in the vicinity of their Utilities. The utilities notification system telephone number is 811 (or use the old number which is 1-800-332-2344).

PAYMENT: Payment for all work under this contract is to be included in the bid items contained in the Bid Schedule. Payment constitutes full compensation to the Contractor for furnishing all Materials, Equipment, labor, and incidentals necessary to complete the work as specified. There will be no separate payment for items not listed, as that work will be included in payment made for the items listed in the Bid Schedule.

PAYMENT TO CONTRACTOR: The Contractor shall be paid upon completion of contract work. A bill must be submitted to the Project Manager for payment processing. There shall be no retainage for work performed under this contract.

PRECONSTRUCTION CONFERENCE, SCHEDULE, AND LIMITATIONS OF OPERATIONS: Contractor shall meet with the Project Manager for a preconstruction conference at a mutually agreed upon time. Work shall commence within 10 working days of this meeting providing the Notice to Proceed has been received. At the preconstruction conference, Contractor shall submit a project schedule to plan, coordinate and control the progress of construction and traffic control installations. The project schedules will consider the orderly, timely, and efficient prosecution of the work in sufficient detail to enable both the Contractor and the Project Manager to plan, coordinate, appraise, document, and control their respective contract responsibilities. The predicted Completion date(s) for the project schedule shall be within the specified contract time.

SECTION 00210 - MOBILIZATION

Comply with Section 00210 of the Standard Specifications.

SECTION 00220 - ACCOMMODATIONS FOR PUBLIC TRAFFIC

Comply with Section 00220 of the Standard Specifications modified as follows:

00220.02(a) General Requirements - Add the following bullets to the end of the bullet list:

· Accommodate all over-dimensional loads through the work zone with 48 hrs advanced notice. Do not hold or delay over-dimensional loads for more than 20 minutes.

· When paving operations create an abrupt edge, protect traffic by installing signing according to the "Divided Highway or Freeway One Lane Closure" detail shown on the Standard Drawings.

00220.40(e)(1) Closed Lanes - Replace this subsection, except for the subsection number and title, with the following:

Traffic Lanes may be closed on the Columbia River Highway (I-84) when allowed, shown, or directed during the following periods of time except as specified in 00220.40(e)(2):

Single Lane Closures – One Traffic Lane in each direction on the Columbia River Highway (I-84) may be closed during the following times:

· Daily, Monday through Wednesday, between 5:00 a.m. and 7:00 p.m., maintaining a lane width of 16 ft.

00220.41 Bridge Work - Before starting any grading or Pavement removal at Bridge ends or removal of Pavement from Bridge decks, arrange so that all Equipment, labor, and Materials required to complete the Pavement replacement Work and Bridge deck waterproofing Work are on hand or are guaranteed to be delivered. Once grading and Pavement removal begins, vigorously prosecute, and complete this Work. Complete paving and membrane waterproofing Work in the shortest possible time.

Temporarily taper or bevel longitudinal and transverse grade changes or drop‑offs resulting from grading and Pavement removal and membrane waterproofing Work with asphalt concrete mixture to provide a smooth and safe transition. Construct tapers according to 00620.40.

00220.45 Load Restrictions on Bridges – For structures 00332C, and00108B limit the combined weight of construction vehicles, Equipment, and daily Material usage to 65,000 pounds for every 1,000 square feet of surface area plus the weight of long-term storage of Materials to 25,000 pounds for every 100 square feet of surface area of the Bridge or a total of 200,000 pounds for each span of the Bridge, whichever is less.

The Contractor may request alternate loadings by submitting, 30 Calendar Days before proposed loadings, stamped loading calculations and data according to 00150.35.

SECTION 00221 – COMMON PROVISIONS FOR WORK ZONE TRAFFIC CONTROL

Comply with Section 00221 of the Standard Specifications

SECTION 00222 – TEMPORARY TRAFFIC CONTROL SIGNS

00222.45(b) Portable Changeable Message Signs - Add the following bullet to the end of this subsection:

· At least seven Calendar Days before flagger-controlled single lane closures begin, place one PCMS on each side of the work zone displaying the following message:

SECTION 00223 - WORK ZONE TRAFFIC CONTROL LABOR AND VEHICLES

Comply with Section 00223 of the Standard Specifications.

SECTION 00224 - TEMPORARY TRAFFIC CHANNELIZING DEVICES

Comply with Section 00224 of the Standard Specifications.

SECTION 00225 – TEMPORARY PAVEMENT MARKING

Comply with Section 00225 of the Standard Specifications.

SECTION 00503 – BRIDGE DECK COLD PLANE PAVEMENT REMOVAL

Comply with Section 00503 of the Standard Specifications modified as follows:

Equipment

00503.20 Equipment for Grinding on Bridge Decks - Replace this subsection, except for the subsection number and title, with the following:

To remove Pavement from bridge decks and bridge approach slabs, use micro-milling Equipment consisting of either cold plane or rotomill grinding machines that have carbide cutting tools on a rotary drum. Provide Equipment with a tooth spacing of not more than 1/4 inch, capable of leaving a smooth, uniform pattern of striations.

Limit the gross operational weight of machines to comply with the load limitations of 00220.45. Limit machines to a forward speed of 2.5 feet per minute. Operate at a drum speed of at least 120 RPM.

Utilize a skip loader or similar equipment to completely remove any existing membrane or AC to get to a clean concrete surface before tack application, this includes any leftover AC next to Barrier/Rail that grinder could not reach, remove by hand any remaining AC around existing drains.

Construction

00503.40 Pavement Removal on Bridges - Remove Pavement from Bridges according to the following:

(a) General:

· Do not grind into the existing concrete bridge deck or bridge approach slab.

· Before removing the wearing surfaces, do the following:

· Determine the actual depth of Pavement to be removed.

· Block all deck drains and all catch basins. Do not allow any grinding, chipping, sweeping, flushing, or shot blasting material to enter them.

· Remove all material that is within 12 inches of joints in a manner acceptable to the Engineer. Do not damage any joints.

· Remove AC, laitance, and residual film by approved hand methods in areas that cannot be reached by grinding machines.

· Repair all damage to abutting concrete surfaces or other surfaces that are damaged by the Contractor's operations at no additional cost to the Agency.

SECTION 00620 - COLD PLANE PAVEMENT REMOVAL

Comply with Section 00620 of the Standard Specifications modified as follows:

00620.40(a) General – Replace the first sentence of this subsection with the following:

Grind bridge approach asphalt at 2” depth starting a minimum of 2” clear of the concrete bridge deck, over impact panel and out to specified distance. Remove asphalt wedge and all expansion joint material in contact with concrete bridge deck by method to insure no damage to existing concrete. Grind approach pavement depths may be adjusted by the Engineer, based on conditions of the underlying surface.

SECTION 00730 - EMULSIFIED ASPHALT TACK COAT

Comply with Section 00730 of the Standard Specifications.

SECTION 00740 – COMMERCIAL ASPHALT CONCRETE PAVEMENT (CACP)

Comply with Section 00740 of the Standards Specifications modified as follows:

00740.10 Materials – Replace the last sentence of this subsection with the following:

Provide a copy of the JMF to the Project Manager before paving. The contractor shall utilize Level 3 ½ Inch Dense Graded CACP.

00740.12 Asphalt Cement – Replace the first sentence of the first paragraph with the following:

Use PG64-28 unless otherwise specified in the contract documents or approved.

Add the following subsection:

00740.20 General – Provide Pavers according to Section 00744.23 and Compactors according to Section 00744.24.

00740.44 Placing Asphalt Concrete – Replace the first paragraph of this subsection with the following:

Place the Commercial Asphalt Concrete Pavement (CACP) according to Sections 00744.40, 00744.41, 00744.42, 00744.43, 00744.44, 00744.45, and 00744.60.

00744.45(a) Transverse Joints - Add the following to the end of this subsection:

Construct 8-foot-long wedges prior to allowing traffic on ground surface.

SECTION 00850 - COMMON PROVISIONS FOR PAVEMENT MARKINGS

Comply with Section 00850 of the Standard Specifications.

SECTION 00860 – LONGITUDINAL PAVEMENT MARKINGS – PAINT

Comply with Section 00860 of the Standard Specifications.
