About this file

This document is a Notice of Intent to Award from the Oregon Department of Transportation (ODOT) Procurement Office for RFP S-73000-00011852, the ODOT Account Manager for OReGO Road Usage Charge. The notice indicates that GeoToll has been selected as the top-ranked firm for negotiations of a Price Agreement and Work Order Contract (WOC) to provide Personal Services. GeoToll received the highest score of 331 points, ranking first among three proposers, followed by ClearRoad (286 points) and Deloitte (264 points). The document outlines a detailed negotiation schedule with specific timelines for establishing work sessions, responding to scope of work comments, submitting billing rates, and completing legal sufficiency reviews. The target is to complete negotiations within the specified timeframe, with provisions for mutual agreement on additional time if needed.

The notice includes a protest period ending on May 1, 2025, during which competing proposers can submit written selection protests if they believe they were adversely affected by the selection. The contract will involve Work Order Contract (WOC) assignments using options described in Exhibit F of the Price Agreement, with Jim Atkins serving as the Price Agreement Administrator. No work is authorized until the Price Agreement or WOC is executed and a written Notice to Proceed (NTP) is issued. Attachment 1 specifies additional submittal requirements, including Certificates of Insurance, COI Disclosure, and List of Subconsultants. The document also encourages the use of direct deposit via Automated Clearing House (ACH) for expediting payments to the consultant and recommends the consultant make similar efforts for payments to subcontractors.

Please email to me, the Contract Coordinator, the following items if marked as “REQUIRED” in the RFP (see detailed requirements and due date for each item in Section XX of the RFP).

• Certificates of Insurance

• COI Disclosure

• List of Subconsultants

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
