About this file
This document is a Questions and Answers (Q&A) document related to a Request for Proposals (RFP) issued by the Oregon Department of Transportation (ODOT) for a Heavy Truck Tax Comparison Study. The RFP solicits proposals to conduct a comparison study of heavy vehicle taxes and fees across western states. The RFP specifies a 6-page limit for the technical proposal, with any pages containing substantive text, tables, graphics, etc. counting towards this limit. The RFP does not require references, but if provided, those pages will also count towards the 6-page limit. The RFP has an unknown response date and the contract term is not specified.
The Q&A document provides clarification that the RFP does not require a references section, but if included, those pages will count towards the 6-page limit for the technical proposal. The Q&A also confirms that any cover pages or section dividers with substantive content will be included in the 6-page count. No other pricing, funding, or other salient details are provided in the Q&A document.

Questions and Answers, Vol #1
Q1 (RFP Section 3.2.2) – On page 8, section 3.2.2, paragraphs 1–3, the RFP states that: "Any page, partial page, tabs, indexes, or table of contents with substantive text, tables, graphics, charts, resumes, etc., will be counted as 1 page." Does this mean that the cover page or section dividers will count towards the 6-page limit?
Response: Yes. If proposer includes a cover page or section dividers with “substantive text, tables, graphics, charts, resumes, etc.” those page(s) will be counted toward the page limit.
Q2 (RFP Section 3.3.2) – On page 10, section 3.3.2, refers to "References [RESERVED]". Can you confirm there should be a references section? Does it count towards the page limit? Should it be included in the Technical Proposal section?
Response: “[RESERVED]” tags are on items that are not applicable or required.
No; references are not required nor scored for this RFP.
Yes; if proposer includes references, “any page, partial page” with “substantive text, tables, graphics, charts, resumes, etc.” will be counted toward the page limit.
No; refer to section 3.3.5 for the requirements for the Technical Proposal.
