Provide Vault Toilet Pumping Service New River Gorge National River & Gauley River National Recreation Area Performance Work Statement (PWS) Provide Vault Toilet Pumping Service New River Gorge National River & Gauley River National Recreation Area Performance Work Statement (PWS) Provide Vault Toilet Pumping Service New River Gorge National Park & Preserve and Gauley River National Recreation Area Performance Work Statement (PWS) Scope
1.1. Required Services. New River Gorge National Park & Preserve and Gauley River National Recreation Area requires the pumping of vault toilets throughout the National Parks and legal removal of disposed sewage and select confined space tasks, e.g., inspections and aerator replacements. The service will include pumping each unit to include removal of all liquid and solids. Disposal must be at a legal and approved location. Contractor shall include the cost of legal disposal in the quoted unit prices. Vault volumes indicated in the tables are the vault design capacities. They are provided for estimating purposes only.
1.2. Contractor Responsibilities:
1.2.1. The contractor will thoroughly mix and pump to remove all contents, inspect and clean each vault. The contractor will transport pumped material to a licensed and approved disposal location. Proof of disposal is required prior to payment. The contractor is responsible for ensuring that each site, as related to the pumping of the vaults, is operational, clean and fit for public use prior to departure.
1.2.2. The vaults listed in Table 2 are to be pumped and cleaned in the periods indicated in the Notes column. Table 2 provides the capacity, number of pumping’s requested and time periods for pumping for each vault throughout the period of performance.
1.2.3. At certain vaults, the contractor will be required to enter confined spaces after cleaning out the vault. At those vaults, the contractor will be required to exchange the aerator diffuser caps and clean/inspect the aeration pipe. The contractor will follow all OSHA and state Confined Space regulations and must provide their certification and safety plan to the Contracting Officer. The COTR will work with the contractor to set a schedule to perform these actions throughout the period of performance. (See Quote Item #1)
1.2.4. No utilities are available at the sites. Local sewage treatment facilities have limited capacity to accept sewerage from outside sources. The contractor may need to confirm availability with local facilities prior to disposal. Please note: The park is in negotiations (Spring/Summer 2025) for the waste from the Gauley Tailwaters restrooms (Main & Campground) to be hauled to nearby Army Corps of Engineers (ACOE) wastewater plant at Battle Run Campground. It is expected that the contractor will be allowed to haul this waste (only Tailwaters waste) to the ACOE site and discharge directly into their plant. Upon agreement between ACOE and NPS, the contractor will be informed on rules for discharge to ACOE plant which should come at a savings to contractors with reduced distance to a discharge site.
1.2.5. Payment will be made only for quantities pumped at the quoted price per gallon. In order to receive payment of services the contractor will submit with their invoice copies of valid disposal ticket(s) from an approved facility.
1.3. Scheduling Site Visit and Services:
1.3.1. After an award is made and before the contractor will be allowed to work, the park will provide a park escort to conduct a site visit tour and identify each vault toilet locations. The contractor will be contacted the Contracting Officer with the escort’s name and phone number and suggested site visit dates.
1.3.2. The contractor and the park will need to work to establish a more definitive schedule and route for the drivers. The contractor will then submit a tentative schedule to the Contracting Officer indicating when they will pump the vault toilets listed in Table 1. The park Vaults may be located in congested, highly visited areas. The contractor should schedule pumping to occur during times that minimize impact to visitors.
1.3.3. The contractor shall complete on-site work during normal business hours of 7:30 am to 4:30 pm, Monday through Friday, excluding Federal holidays. The contractor should notify COTR of alternate holiday schedule pickup date. The contractor shall coordinate specific on-site work schedule with the Contracting Officer and COTR five days prior to performance start date. While on site, the COTR may be reached by mobile phone during normal business hours. Any work outside of normal business hours shall be pre-approved by the Contracting Officer and COTR.
1.4. Period of Performance: Regular Pumping Service is required at the frequency and locations identified in Table #2. Confined Space Tasks will be coordinated between the contractor and COTR to insure the least significant operational interruptions.
1.5. Periods are as follows – Contractor will work COTR to Schedule Tasks.
1.6. Base Period: September 22, 2025 – September 21, 2026
Tasks Quote Item #1 – Pump and Clean Vault Toilets & Confined Space Entry/Tasks
2.1.1. Identified in Table 1 are the vault toilets that require pumping, cleaning and removal of their liquid and solid waste content in order to conduct an Annual Confined Space Entry Task and Inspection. The contractor will be required to exchange the aerator diffuser caps and clean/inspect the aeration pipe. The contractor will follow all OSHA and state Confined Space regulations and must provide their certification and safety plan to the Contracting Officer. The COTR will work with the contractor to set a schedule to perform these actions throughout the period of performance. These sites are marked and identified in Map 1 – Vault Toilet Locations. The contractor will provide all labor and equipment necessary to pump, dispose of sewage from the vault toilets, and exchange the aerator diffusor cap listed in Table 1. Should the contractor find damage or other safety concerns during the inspection, work will be immediately suspended. The COTR will immediately be made aware of any issues and the contractor and COTR will determine if the remainder of the inspection may be completed or suspended until suitable corrections have been made. Any work or issues beyond the scope of replacing the aerator and inspection shall not be conducted on this contract. The vault pumping and cleanings for these seven vaults during this task is in addition to the “regular” cleanings identified in Quote Item #2 (ex. Army Camp will have two complete pumping’s/cleanings throughout the year to include this one confined space task). Vault Toilets are accessed at the surface and will not require digging to access the vaults.
