1.0 General Information.
1.1 Overview. The Contractor shall perform maintenance and repair of surfaced areas, including asphalt and cement concrete pavements, gravel and earth surfaced areas, and associated structures. The Contractor shall inspect, repair, and maintain the utility systems and components associated with facilities listed in real property records. Work shall be performed by qualified personnel in accordance with (IAW) applicable laws, regulations, as well as the Directorate of Public Works’ (DPW) annual and long range plans.
1.2 Components.
1.2.1 Surfaced Areas. Surfaced areas covered under this contract include, but are not limited to, the following:
a. Paved and unpaved roadways, trails, and shoulders
b. Paved and unpaved parking areas
c. Sidewalks
d. Curbs
e. Vehicle storage and staging yards
f. Maintenance yards
g. Supply yards
h. Bridges
1.2.2 Utility Systems. Potable and Service Water, Water Hydrants, Sewer System except item d below, Electrical distribution System, and the Natural Gas Distribution System. These are not included because ownership and operating responsibility has been transferred to a private utility operator. The Contractor shall perform facility preventive maintenance (PM) and repair only on Army-owned utility systems and components. These include, but are not limited to, the following:
a. Fuel Storage and Distribution Systems This should be an LRC function?
b. Emergency Generators
c. Storm Water Systems
d. Sewer Section from the drop manhole # 21 (vicinity of the Visitor Center) to the Dewey Avenue Meter Chamber, reference TE 3 list - Sewer Connection to Rockaway Sewer Authority.
1.2.3 Utility Outage. The Contractor shall give a five (5) work day notice (or within 15 minutes of work commencement for emergency requirements) to DPW, Contracting Officer’s Representative (COR), Contracting Officer (KO), and all affected customers when planned maintenance, inspections, or repairs are scheduled requiring an outage or disruption of service. The notification shall include the reason for the outage, if it will completely interrupt or reduce the level of service, the facilities or areas affected, date, time, and an estimate of when normal service will resume.
1.2.3.1 Coordination. The Contractor shall coordinate in advance with DPW and the Contracting Officer’s Representative (COR) or Alternate Contracting Officer’s Representative (ACOR) and building occupants to avoid disruption of building operations.
1.3 Work Management and Control.
1.3.1 Reporting Requirements. The Contractor shall prepare, submit, and maintain all maintenance records, files, and reports in the General Fund Enterprise Business System (GFEBS).
1.3.2 Publications and Forms. The Contractor shall comply with the minimum requirements of the applicable United Facilities Guide Specifications (UFGS) with respect to materials, products and the execution of the work prescribed within the PWS. 1.3.3 Capability Levels. The Contractor shall provide services as indicated by the Work Capability Levels table in Section 3.0. The directed Capability Level is reviewed and subject to change on an annual basis. The current directed capability level is Capability Level 3.
2.0 Description of Services.
2.1 Surfaced Areas. The Contractor shall perform corrective paving actions as needed to surfaced areas, including but not limited to: adding dirt and gravel to roadways and parking areas, repairing asphalt, regrading, repainting, repairing potholes, clearing drainage areas, and repairing guardrails. The Contractor shall maintain and repair all paved surfaces, including flexible and rigid pavements, paved roads, paved parking areas, sidewalks, recreational areas, road shoulders, drainage systems, ramps, bridge surfaces, curbs, gutters, and erosion control areas.
2.1.1 Pothole Repair. Potholes shall be repaired IAW established approved plans, technical manuals, Unified Facilities Criteria (UFC), and Army Regulations. The Contractor shall perform repairs using the same material as the adjacent areas and shall obtain approval from the assigned DPW technical project lead.
2.1.2 Road Pavement Marking. The Contractor shall mark pavement in dry weather when the temperature exceeds 40F. The Contractor shall be responsible for putting up and removing any necessary safety barriers (e.g., cones and signs).
2.1.2.1 Crosswalk Painting. The Contractor shall maintain crosswalks. Maintenance, includes, but is not limited to, painting crosswalks.
2.1.3 Road Maintenance. The Contractor shall perform annual maintenance, grading, and graveling of roads. Replacement gravel shall match the existing surface, unless otherwise directed by the COR.
2.1.4 Tank Trails. N/A.
2.1.5 Bridge Maintenance. The Contractor shall perform annual maintenance and repairs for all bridges listed in the list of TEs. The maintenance, repair, schedule, and methods shall be approved by the COR.
2.1.6 Dam and Retention Pond Maintenance. The Contractor shall perform annual maintenance and repairs for all dams and retention ponds at Picatinny Lake, Denmark Lake, the South & North Reservoir Basins, Fisher’s Pond, and Lynn’s Pond (located just downstream from Picatinny Lake). The maintenance, repair, schedule, and methods shall be approved by the COR.
2.1.7 Army Airfield Pavement Maintenance. N/A.
2.1.8 Maintenance of Existing Railroad Tracks. N/A

2.2 Utility Systems. N/A.
2.2.1 Electric Distribution System. N/A
2.2.1.1 Uninterruptible Power Supply (UPS) Systems. Picatinny currently has 68 UPS systems; these systems are listed in the list of TEs. The Contractor shall include UPS systems in their Preventative Maintenance Plan (PMP). Repairs or replacement of UPS systems will be upon receipt of a DMO or Project work Order PWO.
2.2.1.2 Area Lighting. Sussex Rural Electric Cooperative (SREC) is the private utility provider that supplies electricity to Picatinny Arsenal. The Contractor shall provide PM for area lighting that is pole mounted from the exterior electric distribution system, e.g., street and parking lot lights. The Contractor shall contact DPW for coordination with SREC for any required work that SREC is not responsible for to obtain the area lighting system line and light fixture locations. Area lighting that is powered from inside a facility shall be the responsibility of the Contractor.
2.2.1.3 Traffic Controls. The Contractor shall semi-annually perform PM on traffic light controller devices located at the intersection of Parker Road and First Street which is timed controlled. Additionally, there are a set of solar powered warning light devices for speed control due to a school bus zone along Farley Avenue and Reilly Road. The Contractor shall provide a PM Checklist for the Traffic Controller Devices.
2.2.2 Natural Gas Distribution System. New Jersey Natural Gas (NJNG) is the private utility provider for natural gas to Picatinny Arsenal. The Contractor shall provide PM and repair of the natural gas distribution system and associated components, (e.g., interior distribution system). The Contractor shall contact DPW for coordination with NJNG for scheduled preventative maintenance and repair of all gas lines from the NJNG meters.
2.2.3 Water Distribution Systems. American Water Operations and Maintenance, Inc. (AW) is the private utility provider for water storage, distribution system, and wastewater collection systems at Picatinny Arsenal. The Contractor shall inventory, test, inspect, install, maintain, modify, and repair the water distribution systems from the point of demarcation 5 feet outside of the facility and throughout the buildings and structures. The systems include, but are not limited to: water mains pipes, water storage tanks, associated pumps, shut-off valves, pressure-reducing valves, and all other equipment to the buildings to which plumbing and piping are attached IAW UFC 3-230-02, O&M: Water Supply Systems.
2.2.4 Wastewater Collection System. N/A.
2.2.4.1 Mains and Service Lines. N/A.
2.2.4.1.1 Replacing Pipe. The Contractor shall repair or replace damaged, broken, collapsed, or clogged drainage pipes by reopening pipe trench and repairing or replacing damaged or worn pipes. The Contractor shall excavate pavement to gain access to storm sewers or drainage facilities where required. The backfill to the excavation shall be compacted and the surfaced area returned to its original condition.
2.2.4.2 Sewage Lift Station for Septic Systems. N/A.
2.2.4.3 Manholes. The Contractor shall maintain and repair sewer manholes, including repairing or replacing caps, ladders, rings, covers, and interior linings; uncovering those covered by dirt and debris and raising top to ground level; and removal of grit, sand, and debris from manholes. Manholes shall be structurally sound, clean, and free of debris. Manholes shall be covered with cast iron manhole lids. The Contractor shall coordinate with DPW and AW after rodding or cleaning sewer lines has been completed to remove all waste and debris that surrounds the manhole clean out area. The Picatinny Arsenal sewer system has been privatized; therefore AW operates and maintains it, however, there is a sewer run from manhole 21 to the Dewey Avenue metering chamber that is 1,300 linear feet of 21 inch, 400 linear feet of 18 inch and 1,100 linear feet of 12 inch sanitary sewer line that runs through the easement labeled former Mt Hope Mineral Rail Road Right-of-Way (ROW) from the Visitor Center to Rockaway Sewer Authority 24” intercept pipe. There are 20 manholes which need to be maintained. The historical workload for the past 3 years has been one manhole repair and the replacement of a cast lid. Reference list of TEs.
2.2.4.4 Sanitary System Maintenance. Disease Traps and Solid Waste Interceptors shall be maintained IAW with the manufacturer’s recommended procedures to prevent breakthrough to the sanitary sewers. There are a total of 4 traps/interceptors located at Bldg 121- grease trap internal 40 gal, Bldg 337 – grease trap internal 30 gal, Bldg 3227 - grease trap internal 25 gal, and Bldg 34 grease trap external 1100 gal; along with three (3) septic tanks at Bldg 1176 – 1100 gal, Bldg 3325 – 1000 gal and Bldg 643 -1000 gal. To note, there is no available historical data for these items.
2.2.4.5 Ordinances. The Contractor shall comply with the Jefferson Township and Rockaway Township Code of Ordinances for discharges into the sanitary sewer. All discharges from the installation shall comply with the applicable pretreatment standards.
2.2.4.5.1 The Contractor shall perform the work IAW the following:

2.2.5 Storm Water Collection System. The storm water collection system collects and discharges storm sewer runoff to storm sewer outfalls and drainage. The Contractor shall maintain, inspect, and repair the storm water collection system that includes, but is not limited to: culverts, grates, catch basin inlets, manholes, outlets, swales, gutters, channels, terraces, underground pipe and conduits, inlets, junction structures, drop structures, chutes, energy dissipaters, and storm sewers.
On a semi-annual basis, starting in 1 March and ending on 30 November of each year, the Contractor shall inspect storm drains and gutters along all roads Arsenal Wide two (2) times per month and unclog as necessary to prevent flooding on those roads. The Contractor is to pump trash and sediment as needed from the storm drain systems. Storm collection is detailed on the basic information maps. The storm water system consists of 666 inlets, 75 manholes, and 104,195 linear feet of underground piping that manages the rainwater flows. Additionally, the installation has five (5) storm retention pond areas at Bldg 18 to Golf course for Bldg 93, Bldg 6, Bldg 14, Bldg 3050, and the Bldg 617 Parking Lot. Additionally, there are nine (9) detention basins at Bldg 526, Bldg 458, Bldg 3156, Bldg 636, Bldg 80 Water Treatment Plant, Bldg 1222, Bldg 3, Bldg 647, and finally at the 1100 Area Solar Farm located to the west of the Visitor Center,.
2.2.5.1 Storm Water Collection Main Repair. The Contractor shall repair, install, modify, or replace all storm water collection mains to preserve the integrity of the storm water collection system. The Contractor shall be responsible for locating storm water collection main leaks, pipe repairs, and returning storm water lines to serviceable condition. The Contractor shall check the storm water collection system during excessive rainfall to identify problem areas. Repairs must be approved by DPW.
2.2.5.2 Preventive Maintenance. The Contractor shall provide PM of all pipes, culverts, conduits, headwalls, drop boxes, grates, and open concrete lined channels, ditches, manholes, curb inlets, and all storm water collection systems outside the Semi-Improved Grounds (Common Areas). All PM should be performed consistent with the original equipment manufacturer’s recommendations. The PM scheduling shall be inputted into GFEBS and on the PM scheduler (ref: Overarching PWS, 2.2.2.2). The Contractor shall coordinate with DPW and the private utility provider; American Water Operations and Maintenance, Inc. (AW) for detailed maps and PM of the storm water collection system line locations.
2.2.5.2.1 The Contractor shall maintain the storm water collection and treatment system to ensure continuous, normal operation. All ditches and culverts shall be free flowing and free of obstruction. Ponding shall not occur in culverts and drainage ditches. The Contractor shall employ erosion control measures on slopes that have been cleared of vegetation.
2.2.5.2.2 Systems and Components. The Contractor shall schedule and inspect all systems and components for the Storm Water Collection System. The Contractor shall operate, monitor, maintain, and repair the storm water collection system and components IAW TM 58204, Drainage for Areas Other Than Airfields; TM 58142, Sanitary and Industrial Wastewater Collection; Pumping Stations and Force Mains; AR 2001, Environmental Protection and Enhancement; and AR 4201, Army Facilities Management. The PM scheduling shall be inputted into GFEBS and on the PM scheduler (ref: Overarching PWS, 2.2.2.2) The Contractor shall submit to DPW and the KO for approval, within 60 days of award, a plan for accomplishing the Storm Water Collection System maintenance work described in this PWS. The task is to provide (Best Management Practice (BMP) maintenance practices, operations, and repairs as identified by required BMP inspection protocols. The goal is to make sure all components are functioning according to storm water criteria to divert water to inlets and identify areas of ponding or failure to flow properly. Testing for leaks to underground piping and integrity of manholes is part of the inspection and maintenance program. At a minimum the following PM is to be completed: annual catch basin cleaning and inspections and before any severe storms inspect and clean if required.
2.2.5.3 Storm Sewers. The Contractor shall remove, install, and replace storm sewers, grates, drop inlets, and covers as necessary. Contractor shall annually inspect and document inspections of all storm drain inlets and associated catch basins and label all storm drain inlets for those drains that do not have permanent wording cast into the structure of the inlet as required in the Public Complex Stormwater Permit (reference list of TEs).
2.2.5.4 Notice of Storm Drainage Service Disruption. The Contractor shall provide notice of services disruption to DPW within two (2) calendar days of required maintenance or repair.
2.2.5.5 Compliance. While performing any work on utility systems, the Contractor shall comply with all applicable Federal, State, and local laws, Army regulations, standard industry codes, and manufacturer’s recommendations.
The Contractor shall perform the work IAW the following:

c. Uniform Plumbing Code
d. Clean Water Act (CWA)
e. Unified Facilities Criteria (UFC) 3-230-02
f. Army Regulation (AR) 200-1

j. Manufacturer’s specifications and instructions
k. NJPDES Permit NJ0141879 Public Complex Stormwater General Permit, and
l. Rockaway Valley Regional Sewage Authority Industrial Sewer Connection Permit.
2.2.5.6 Reporting Requirements.
2.2.5.6.1 The Contractor shall use the installation’s most current Storm Water Management Plan at the time of contract performance. As the plan is For Official Use Only (FOUO), contact the DPW or COR/ACOR to obtain a copy of the plan as required by current Operations Security (OPSEC) procedures.
2.2.5.6.2 Installation Storm Water Management Plan (SWMP). The Contractor shall provide input to the annual SWMP review and update process. The annual SWMP review will be led by DPW. The Contractor shall comply with the installation SWMP and associated appendices provided by DPW (reference list of TEs).
2.2.5.6.2.1 The Contractor shall develop a Storm Water Management System Maintenance Plan (SWMSMP) using standard best management practices and consulting NJ State references or guidebooks, then submit the plan within 60 days of award to DPW and COR/ACOR.
2.2.5.6.3 The Contractor shall develop a Storm Water Management System Maintenance Inspection Form to be included in the required SWMSMP.
2.2.5.6.4 Integrated Contingency Plan (ICP) for Spill Control and Response. The ICP shall be submitted to the COR/ACOR within 60 days of award to DPW and COR/ACOR.
2.2.5.6.5 The Contractor shall submit a plan for approval to DPW, within 60 days of contract award that is implemented to safeguard the wastewater and storm water systems. The Contractor shall identify tasks that are performed to prevent storm water discharges and the personnel assigned to perform those tasks. The Contractor shall ensure assigned personnel receive the required training as contained in the plan. A training certificate for each qualified employee shall be kept with Contractor records and made available upon request.
2.2.5.6.6 Cleaning and inspection logs and records shall be kept by the Contractor and made available upon request.
2.2.5.7 Training. Contractor personnel performing storm water management shall receive the initial storm water pollution prevention and illicit discharge detection and elimination training from the DPW Environmental Division within sixty (60) days of contract award. Subsequent annual training shall be required. All new employees with positions potentially impacting storm water shall receive storm water training within sixty (60) days of starting work. Training will be provided to the Contractor at Picatinny during normal work hours. The Contractor shall contact the DPW Environmental Division to schedule training. Contractor personnel, trained in proper application and management of storm water management techniques, shall accompany other Contractor personnel that have not yet received this training.
2.2.5.8 Certification. The Contractor shall provide the names of all personnel that have completed the training to the COR/ACOR within ten (10) business days of completion of training.
2.2.6 Other Utility Systems.
2.2.6.1 Fuel Storage and Distribution Systems. The Contractor shall perform PM and repair the fuel distribution system that includes, but is not limited to, fuel distribution lines, underground and above ground fuel storage tanks. Any associated repair work will be facilitated through a PWO to be negotiated with occurrence. The Contractor shall perform PM on the fuel storage tanks and associated components consistent with the original equipment manufacturer’s recommendations for fuel storage tanks. The PM scheduling shall be inputted into GFEBS and on the PM scheduler (ref: Overarching PWS, 2.2.2.2). All lubricants, filters, belts, fittings, indicator light bulbs, and fasteners are to be provided by the Contractor as part of the PM requirement. The Contractor shall contact the DPW for coordination with the utility provider.
2.2.6.2 Fuel-Powered Pump Maintenance. The Contractor shall inspect and maintain the fuel-powered pumps (listed with the TEs) twice a month. The Contractor shall complete and maintain the Generator Test Sheet.
2.2.6.3 Emergency/Backup Generators (not attached to building). The Contractor shall maintain the generators and the PM scheduling (see list of TEs) inputted into GFEBS and on the PM scheduler (ref: Overarching PWS, 2.2.2.2). The Contractor shall run the generators once a month for a minimum of one (1) hour loaded, and once a month for a minimum of one (1) hour unloaded. The Contractor shall inspect the associated equipment and components that are necessary for the proper operation of the generator (e.g., batteries, switchgear, belts, and coolant).
2.2.6.4 Other Water Distribution Systems. N/A.
2.2.6.5 Other Sanitary Wastewater Collection Systems. N/A.
2.2.6.6 Fire Hydrants. N/A
2.2.6.6.1 Flow Testing. N/A
2.2.6.6.2 Hydrant Maintenance During Flow Testing. N/A
2.2.6.7 Backflow Preventers. N/A.
2.2.6.8 Water Stop Boxes. N/A

2.2.6.12 Athletic Fields. The Contractor shall perform maintenance on all Athletic Fields. Work shall be performed by qualified and licensed Contractor personnel and shall conform to current Amateur Softball Association and Little League Baseball Association rules and standards where applicable. The Contractor shall provide all labor, materials and equipment to complete the following athletic field maintenance: All work to be completed between 1 April and 30 November on an annual basis except where otherwise noted. 2.2.6.13 Gate Locations. Reference TEs.
