06 Price Matrix AttachmentDescription for CLIN x004 has both PWOs and OWOs as FFP with a price of $5,000,000.00. We normally see PWO's and OWOs priced separately.Will the Government establish 2 CLINs, one for PWOs and one for OWOs as they are to different types of work?Both PWO and OWO will be awarded under one CLIN. The CLIN will be renumbered to CLIN X006 in a follow-on amendment. For evaluation purposes, offerors are only required to propose a "Mark-up" rate (for indirect costs and profit) to be applied to the Government provided amount (revised from the original solicitation) of $3,000,000 per ordering period.
06 Price Matrix AttachmentCLIN x004What work falls under OWO for this contract? Will the government provide as table with what falls under OWOs?The Government intends to solicit the contractor in order to propose on separate task orders issued for PWO or OWO requirements. These task orders will be issued as the need arises, and they will include specified performance requirements. The CLIN will be renumbered to CLIN X006 in a follow-on amendment.
06 Price Matrix AttachmentShouldn’t PWO's be a NTE price and not FFP as each PWO must be priced out once the SOW is received?PWOs and OWOs will be solicited, proposed and negotiated on future task orders, as needed. The Government provided amount of $3,000,000 plus markup is for evaluation purposes only.
RFP Section L.1.3; and RFP Attachment 06 – Price Matrix AttachmentIn accordance with Section L.1.3 and Attachment 06, Offerors are instructed to propose labor costs for CLINs X001, X002, X003, X006, and material costs for CLIN X003.Where should Offerors include Other Direct Costs associated with these CLINs?The Government will amend the solicitation to add CLIN X008 to account for any proposed ODCs in regard to the overall contract performance. Offerors shall complete the applicable tab in the Price Matrix for CLIN X008, detailing the proposed ODCs and markup rate (indirects and profit) associated with these costs. ODCs associated with PWOs/OWOs will be included in CLIN X006 when future task orders are solicited. No subcontract effort shall be included in CLIN X008 Other Direct Costs (ODCs)

Any subcontract effort in regard to CLIN X006 - PWO/OWO will be proposed under future task orders when solicited. No subcontract effort shall be included in CLIN X008 Other Direct Costs (ODCs).

If not, There is no line to indicate where such information belongs.The Government will add CLIN X008 to account for any proposed ODCs in regard to the overall contract performance. Offerors shall complete the applicable tab in the Price Matrix for CLIN X008 detailing the proposed ODCs and markup rate (indirects and profit) associated with these costs. ODCs associated with PWOs/OWOs will be included in CLIN X006 when future task orders are solicited.
06 - Price Matrix AttachmentWorksheets "CBA Rates" and "SCA Rates" do not allow for a variable indirect rate.Is the offeror allowed to modify the worksheet to accurately reflect variable indirect rates?Offerors are required to break out the the vacation, sick and health & welfare rates for those SCA/CBA categories as reflected on the Price Matrix. All other indirect rates (OH, G&A, etc) shall be included with profit in the column "All Other Indirects and Profit".
L.6.1.3.3.3.2 CLIN X003 FFP Material, 06 - Price Matrix AttachmentSection L.6.1.3.3.3.2 states "The Offerors shall propose the quantity, supplier and price for each item proposed. The details of the Material will not be used in the Price Factor evaluation except to validate the proposal submitted for evaluation under the Technical Factor."No column exists in the Price matrix that will allow the offeror to list the "Supplier". Is the offeror allowed to modify the worksheet to list "Supplier" data?The Government will add CLIN X005 to account for Material costs associated with CLIN X004 - PMOs/DMOs. Due to unknown requirements, a Government provided amount of $2,000,000 per ordering period shall be used for evaluation purposes. Offerors shall complete the applicable tab in the Price Matrix for CLIN X005, applying the applicable indirect rates to the Government provided amount (of $2M), in accordance with the offeror's standard accounting practice. This CLIN will be Cost Reimbursable (no fee) and specific material cost will be proposed, evaluated and negotiated on future task orders for PMOs/DMOs.

3. Attachment 6 - Price Matrix The Section B table shows the quantity of 10 (months) for CLINs 1001 through 1005 and a quantity of 2 (months) for CLIN 1006, 'Phase-In'.

Section F: 'Period of Performance' of the RFP states that the base year includes a 60 day (2 month) Phase-In and a 10 month Base period for the first year.

In 'Attachment 6 - Price Matrix Attachment' excel file, the 'Summary' tab, CLINs X001, X002, X003AA, X003AB, X003AC, and X003AD show a quantity of 12 months for the Base Year in column D and CLIN X006 shows a quantity of 2 months.

Based on the information in Section B and Section F of the RFP, the quantity of CLINS x001 through x003xx should be 10 months in Attachment 6, otherwise, the base year price will be inflated. Could the Government kindly correct the base year quantities for attachment 6?The solicitation will be amended to reduce the Phase In period to 1 month; therefore, Ordering Period 1 will also be amended to 11 months.
TE 2.1Government Furnished Property (GFP)Question: If the incoming contractor for Picatinny BOS is responsible for vehicle maintenance, can we please have the Make, Model, and Year of each truck/vehicles listed? Question: In addition, will the Government please provide a service record as to REPAIR COST INCURRED for each vehicle, over the past five years?All leased vehicles from GSA will be maintained by GSA vendors and fueled at the LRC gas station. The BASOPS contractor will be responsible to deliver vehicles to commercially contracted (through GSA) service provider (located off post) for maintenance and repairs. All other Equipment owned by Picatinny's DPW (non-GSA vehicles/equipment) will be maintained under the separate logistics (LRC) contract. Therefore, service records as to REPAIR COST INCURRED for each vehicle, over the past five years will not be necessary. Regardless of who owns the vehicle, daily Preventative Maintenance Checks and Services (PMCS) must be conducted. Noted deficiencies must be recorded using the DA form 2404 or 5988-E.
Capability LevelsSection B CLINS and PWS 5.0 Common Levels of Support (CLS)Capability Level 3 is defined as minimum level of service at all times. Capability Levels 2 and 1 are issued by Task Order. The CLIN structure breaks out pricing by Capability Levels 1, 2 and 3. Question: Because no workload is available for Capability Levels 1 and 2, can the government provide workload information, or alternately, plug values for these subclins?Capability Level 3 will be the minimum level of service at all times. CLIN structure and pricing matrices will be amended to remove proposed pricing for Capability Levels 2 and 1. If the directed capabilty level changes for any CLS , then the Government will request a proposal, negotiate, and issue separate task order(s).
TE 9.3 Picatinny Staffing MatrixIs it the Government’s intent for this file to be included with the proposal submittal? If so, will the Government provide clarification for the worksheet requiring a breakout of Overarching PWS sections 1.8 – 1.8.6 as these sections are not found in the Overarching PWS?Yes, the requirement is to provide this file with the proposal submittal. Reference to 1.8-1.8.6 is incorrect and will be amended to 1.5-1.5.6.
Section M.4.2 (evaluated price)M.4.2.3 indicates that SubCLINs X003AA/AB/AC/AD will be evaluated based on assigned weighting to derive the weighted evaluated price, while all other CLINs indicate no weighting is applied. No assigned weighting can be found for any CLINs.Is it the Government’s intent to apply weighting to the price of any CLINs to derive a weighted evaluated price? If so, will the Government please provide the assigned weighting?SubCLINs X003AA/AB/AC/AD will be eliminated from the solicitations. Therefore, no weightings will be applied. Section M language will be updated. CLIN X003 will be amended and reunmbered to CLIN X004.
L.6.1.3.3.3.2 CLIN X003 FFP Material“…The Offerors shall propose the quantity, supplier and price for each item proposed. The details of the Material will not be used in the Price Factor evaluation except to validate the proposal submitted for evaluation under the Technical Factor….”Given that the details of the materials will not be used, is it the Government’s intent for each Contractor to source and list materials for the provided equipment list representing over 2400 pieces of equipment?The Government will add CLIN X005 to account for Material costs associated with CLIN X004 - PMOs/DMOs. Due to unknown requirements, a Government provided amount of $2,000,000 per ordering period shall be used for evaluation purposes. Offerors shall complete the applicable tab in the Price Matrix for CLIN X005, applying the applicable indirect rates to the Government provided amount ($2M), in accordance with the offeror's standard accounting practice. This CLIN will be Cost Reimbursable (no fee) and specific material cost will be proposed, evaluated and negotiated on future task orders for PMOs/DMOs.
General L.2.2Question & AnswersWhen is the cut off for RFI'sNew questions will be accepted up to the date of solicitation closing. However, for new questions submitted after the date of 19 March cannot be guaranteed that any questions can be answered/addressed.

Price MatrixMaterial - CLIN X003 TabCan the government please provide an example of what is needed in columns A, B, and C of the “Material – CLIN X003” tab?The Government revised the CLIN structure and added CLIN X005 to account for Material costs associated with CLIN X004 - PMOs/DMOs. Due to unknown requirements, a Government provided amount of $2,000,000 per ordering period shall be used for evaluation purposes. Offerors shall complete the applicable tab in the Price Matrix for CLIN X005, applying the applicable indirect rates to the Government provided amount ($2M), in accordance with the offeror's standard accounting practice. Price MatrixMaterial - CLIN X003 Tab & Summary TabWhat is the difference between level 1 and level 2 of the Sub-CLIN X003AA and Sub-CLIN X003AB?Proposed costs for capability 1 & 2, SubCLINs X003AC and X00AD are no longer required. SubCLINs will be deleted and Price Matrix revised accordingly. This CLIN will be revised to CLIN X004.
Price MatrixMaterial - CLIN X003 Tab & Summary TabIs it the intent that the offeror include only the costs to complete the additional duties required for capability 1 & 2 in the SUB-CLINs X003AC and X00AD; or should the costs for Sub-CLIN X003AA also be included in these Sub-CLINs and added to the additional cost?Proposed costs for capability 1 & 2, SubCLINs are no longer required. SubCLINs will be deleted and Price Matrix revised accordingly.
L.6.1.1, M.4.2.2, M.4.2.3, and M.4.2.6 pg 145, 154 and 155Section L.6.1.1 indicates that all final monetary extensions for Section B shall be in whole dollars only (to include unit prices). Sections M.4.2.2, M.4.2.3, and M.4.2.6 indicate that the total monthly price within the Price Matrix shall be rounded to nearest hundredth (two decimals). As the unit price within Section B is equal to a monthly price rounded to the nearest whole dollar, the pricing in Section B will not match the Price Matrix due to rounding.Would the Government confirm that this is acceptable? If not, would the Government please revise the instructions and/or Price Matrix to ensure Section B and the Price Matrix will align?Yes, section B will be amended to match the CLIN structure within the price matrix. Language in Section L.6.1.1 will also been revised to match the significant figure (to the hundredths place) in Section M. Aside from this correction, Offerors are to submit all pricing in the Price Matrix and not Section B.
Attachment 06 - Price Matrix Attachment - Summary TabOn the “Summary” tab, the number of months listed for CLINs X001-X003AD for Ordering Period 1 is 12, however, the period is only 10 months in duration with the other 2-month period falling under CLIN X006 Phase-In.Would the Government provide an updated Attachment 06 with the number of months reduced to 10 or modify the solicitation to state a total period of performance of 5 years and 2 months?Yes. Attachment 06 - Price Matrix Attachment will be revised to reduce period of performance for Ordering Period 1 to 11 months. The total contract Period of Performance (PoP) remains 5 years, with a Transition Phase-In period of 1 month.
Attachment 06 - Price Matrix Attachment - CLIN X006 TabThe “CLIN X006” tab does not allow for Offerors to include pricing for Other Direct Costs (ODCs) that may be incurred during phase-in.Would the Government provide an updated Attachment 06 to include a place for Offerors to propose ODCs for phase-in?The Government will add CLIN X008 to account for any proposed ODCs in regard to the overall contract performance. Offerors shall complete the applicable tab in the Price Matrix for CLIN X008, detailing the proposed ODCs and markup rate (indirects and profit) associated with these costs. ODCs associated with PWOs/OWOs will be included in CLIN X006 when future task orders are solicited.
