IMMEDIATE SPILL RESPONSE PROCEDURES
When a discharge is discovered, the following initial response procedures should be followed.
1) Ensure the safety of all personnel present
- Initiate alarms
- Evacuate the discharge area
- Perform initial containment actions, if possible and safe
2) Notify Arsenal Police Department, ext. 911. Request medical support, if needed.
3) Assess the danger of the discharge
- Location, quantity of material
- Physical/chemical/toxicological properties
- Potential for fires or explosions
- Potential or actual dangers to personnel and environment on or off the installation
- Level of personnel training required
- Type and availability of equipment/supplies
- Nature of damage and potential repairs
- Feasibility to transfer to alternative container
- Feasibility to construct dikes
- If discharged material can reach or has reached storm drains and water courses
- Effect of weather conditions on the discharge
- Available lighting
- Any other relevant factors
4) If safe, initiate actions to contain/mitigate the discharge
- Stop product flow
- Secure pumps, close valves, etc. if this doesn't create additional hazards
- Prevent flow from reaching storm sewers or water courses
- Close control valves to drainage systems
- Shut off ignition sources (motors, electrical circuits, open flames, etc.)
- Stop operations
- Dam nearby water courses (if feasible)
- Construct dikes
- Construct diversion ditches to change discharge route
- Block storm sewers with absorbents and booms - Refer to internal operation

1.0 EMERGENCY RESPONSE ACTION PLAN
This Installation Contingency Plan, has been extracted from Sections of the
Picatinny Arsenal (the Arsenal) Combined Discharge Plan for easy access by response personnel during an actual emergency. This plan contains adequate information and material to combat the discharge and is arranged so response actions are not delayed. Parts of the extracted materials have been condensed or otherwise edited where appropriate and as permitted by regulation. Figure numbers have been changed for sequential organization for this permit.
Note: All Picatinny Arsenal phone numbers are (973) 724-####, and will be written as 4-####. While on the Base, you must dial a 4 prior to the extension.
Also both the Police Department 911 and the fire department are manned 24 hours a day, 7 days a week.

4.0 IMMEDIATE ACTIONS FOR ALL DISCHARGES
The initial actions taken upon discovery of a discharge must be to ensure the safety of all personnel present. After determining that a response can be safely made, initial actions to contain the discharge may be instituted. As soon as initial containment actions are concluded, or if no initial containment is needed or possible, the discharge must be reported to the Arsenal Police Department. The highest-ranking military or civilian employee at the scene of the discharge takes initial responsibility for actions at the discharge site. The EC/EnvCo will take responsibility upon being notified of the discharge, and will delegate responsibility to the IRT, local assistance units and/or outside assistance levels as the situation demands. The response time of the First Response Team (Fire
Department) is three to five minutes.
The course of action for the discoverer of a discharge is as follows:
1) Assess the danger of the discharge: The personal safety of all personnel present is the first priority. The location, quantity, and physical/chemical/ toxicological properties of the material or materials involved along with the training and equipment available to on-site personnel will determine the level of danger present. Unless onsite personnel can identify the discharge and determine that containment action can safely be taken, personnel should evacuate the site and immediately notify the Arsenal Police Department.
2) When initial containment is safe and possible, efforts should be made to prevent flow from reaching storm sewers or water courses.
NOTE: The appropriate level of discharge response is contingent upon the scope and extent of the discharge. The IRT should use this plan, the Combined
Plan, their knowledge, and creativity to determine the appropriate response, control, cleanup and remediation of the discharge.

5.0 PHONE REPORTING PROCEDURES
Follow the organization charts in Figure 1 and Figure 2 to identify the reporting notification procedures to be followed as determined by the specific circumstances of the discharge. The EC and EnvCo must carefully review the initial facts assimilated during the initial response to assess the incident and pursue the appropriate off-post notifications as quickly as possible. 1 Contact for any Chemical release or spill which reaches a waterway, above RQ limit or goes beyond Picatinny border and threatens human health.
2 Contact if there has been a release of extremely hazardous materials and threatens human health off base.
5.1 DISCHARGE RESPONSE NOTIFICATION
As a minimum, have the following information available during telephone reporting:
1) Name of person reporting spill.
2) Location include Building #, room number, or if outside closest building..
3) telephone number of the caller.
4) Substance discharged.
5) Time and date of the incident.
6) Any body of water affected.
7) Type, source and cause of the incident and the equipment/facility involved.
8) Quantity and/or duration of discharge.
9) Injuries or damage incurred.
10) Response actions taken and/or further actions planned.
11) Potential hazard posed to human health or environment on and off the installation.
12) Other notifications made.

6.0 EVACUATION ASSESSMENT
The following factors will be assessed and considered by the EC, EnvCo, and the
Arsenal Police Department in determining the need to implement evacuation plan:
(1) Location of stored/discharged materials
(2) Hazards imposed by discharged material
(3) Discharge flow direction
(4) Prevailing wind direction and speed
(5) Water current and wave conditions
(6) Weather conditions
(7) Use of shelters versus evacuation
6.1 EVACUATION NOTIFICATION AND ROUTES
Evacutation notifications will be made by means of Picatinny’s e-mail system and a reverse 911 phone notification system for installation evacuation. for smaller scale evacuations the electronic mailsystem will be used in conjuction with security forces going building to building will be used. Evacuation routes will be dependent upon the nature and extent of the discharge. There are five primary gates for entrance to and exit from the Arsenal (see general site map). These are the Main Gate found at west end of Parker Road and southern corner of the base;
the Truck Gate at the west end of Phipps Road and southwest corner of the base;
the Mount Hope Gate at the southern end of Farley Avenue on the eastern border of the base; the Berkshire Hill Road Gate at the western terminus of Berkshire
Hill Road; and, the M.C. Hill Main Gate found at the northeast end of Main Road and the eastern border of the base. Currently, only the Main Gate and the Truck
Gate are utilized. For evacuations out of the Arsenal, the following intersections and perimeter gates would be manned by the Arsenal Police Department with state and local police assisting, as needed:
Intersections:
(1) Parker Road, First Street and Bott Road
(2) Farley Avenue and Bott Road
(3) Farley Avenue and Buffington Road
(4) Farley Avenue and Parker Road
(5) Farley Avenue and Reiley Road
(6) Phipps Road and Berkshire Hill Road
(7) Phipps Road and First Street
Perimeter Gates:
(1) Main Gate at Parker Road
(2) Truck Gate at Phipps Road
(3) Mt. Hope Gate at Farley Road
(4) M.C. Hill Gate at Main Rd./Navy Hill (Currently closed)
(5) Escape Trail at Berkshire Hill Rd.
6.2 Evacuation Routes for various installation sites
Evacuation routes from various sites throughout the installation, are described below. This list is not all inclusive to every building on base, but will give you an idea which direction you may need to take.
Building 1: Proceed south on Buffington Road to Parker Road, continuing to the
Main entrance/exit.
Building 39: Turn right onto 1st Street, and then right on Parker Road. Follow
Parker Road to the Main Gate entrance/exit.
Building 85: Proceed north on Dunn Avenue, turn right on 1st Street, and then turn right on Parker Road. Follow Parker Road to the Main Gate entrance/exit.
Building 91: Proceed south to Shinkle Road, turn right on Shinkle Road, and then left onto Phipps Road. Follow Phipps Road to the Truck Gate entrance/exit.
Building 121: Turn right onto Farley Avenue, left on Buffington Road, continue to Parker Road to the Main entrance/exit.
Building 176: Proceed south on Buffington Road to Parker Road, continuing to the Main entrance/exit.
Building 200: Turn left onto Farley Avenue and then right onto Parker Road toward the Main entrance/exit.
Building 225: Turn left onto 5th Avenue (5th Avenue merges with 6th Avenue), then bear right onto 10th Street. Turn right onto Reilly Road and exit the Robinson
Gate Enclosure Area. Once out of the Robinson Gate Enclosure area, the base can be evacuated by turning left onto Farley Avenue, right on Buffington Road, and continuing to Parker Road toward the Main entrance/exit.
Building 316: Proceed left onto 9th Avenue to Reilly Road, turn left onto Farley
Avenue and right onto Parker Road, and continue straight to the Main entrance/exit.
300 Area: Proceed to 9th Avenue to Reilly Road, turn left onto Farley Avenue, and right onto Parker Road to the Main entrance/exit.
600 Area: Proceed south onto Bell Road, right onto Bear Swamp Road continuing onto 20th Avenue, turn left onto 10th Street and then right onto Reilly Road.
Continue on Reilly Road and exit the Robinson Gate Enclosure Area. Continue on Reilly Road and turn left onto Farley Avenue, then right onto Parker Road.
Continue to the Main entrance/exit.
Building 506: Follow Babbit Road to the intersection with Buffington Road, turn left and continue to Parker Road towards the Main entrance/exit.
Building 809/810: Turn left onto Melt Load Road and then left at Fidlar Road.
Continue on Fidlar Road and then on Reilly Road until exiting the Robinson Gate
Enclosure Area. Once out of the Robinson Gate Enclosure area, the base can be evacuated by turning left onto Farley Avenue, right onto Buffington Road and continuing to Parker Road toward the Main entrance/exit.
Building 928: Turn left onto Babbit Road, cross bridge and bear left onto Fidlar
Road and then onto Reilly Road until exiting Robinson Enclosure Area. Once out of the Robinson Gate Enclosure area, the base can be evacuated by turning left onto Farley Avenue, right onto Buffington Road and continuing to Parker Road
Building 1383: Turn right onto Farley Avenue, then turn left onto Buffington
Road and continue to Parker Road toward the Main entrance/exit.
Building 1461: Proceed north on Lower Cast Road, left onto Propellant Cast
Road, left onto Farley Avenue, and then left onto Bott Road. Continue to
Buffington Road to Parker Road. Follow Parker Road to the Main entrance/exit.
Buildings 1463/1437: Proceed northeast on Lower Cast Road, turn left onto
Propellant Cast Road, left onto Farley Avenue, and then right to Mt. Hope Gate entrance/exit.
1500 Area: Proceed west on Hart Road to the enclosure gate.
Building 3028/3029: Proceed east along West Clark Road, right onto Clark Road, and right on Main Road. Then continue on Main Road to 17th Avenue to
Buffington Road. Follow Buffington Road to Parker Road. Continue on Parker
Road to Main entrance/exit.
Building 3100: Turn onto 99 Road, turn right onto Belt Road, and then left onto
17th Avenue. Continue on 17th Avenue to Buffington Road and to Parker Road
Building 3150: Turn left on Gately Road and bear left onto Belt Road. Turn right onto main road to Navy Hill gate.
3600 Area: Proceed out the gate to Snake Hill Road. Turn left onto Snake Hill
Road to Lake Denmark Road.
Building 3801: Turn right onto Snake Hill Road then right onto Lake Denmark
Road.
Burning Ground (500 Area): Proceed through South Gate to Babbit Road, South to Buffington Road. Continue to end of Buffington to Parker Road to the main gate.
Open Detonation Area (Gorge): Proceed South to gated entrance and make a right onto 24th Avenue. Proceed to Rose Road, till interception with Fidler Road.
Proceed straight on Fiddler Road to Reilly Road. Exit Enclosure on Reilly Road onto 3rd Avenue. Proceed to end of 3rd Avenue and make a leftonto 1st Avenue.
Take 1st Avenue to Parkerout to the main entrance.
